ORDINANCE NO. 7292
AN ORDINANCE ALTERING THE PRIMA FACIE SPEED LIMITS ON
CERTAIN PORTIONS OF BROWNFIELD ROAD, 4TH STREET AND PARKWAY
DRIVE, AS HEREINAFTER MORE PARTICULARLY DESCRIBED IN THE
BODY OF THIS ORDINANCE; DIRECTING PLACEMENT OF SIGNS WITH
RESPECT THERETO; REPEALING CONFLICTING ORDINANCES TO THE
EXTENT OF SUCH CONFLICT; APPLICATION OF THIS ORDINANCE ONLY
TO STREETS OR HIGHWAYS NAMED HEREIN; PROVIDING TIIlS ORDINANCE
SHALL BE CUMULATIVE; PROVIDING A SAVINGS CLAUSE AND FOR
PUBLICATION HEREOF, AND A PENALTY CLAUSE.
WHEREAS, the governing body of the City of Lubbock, upon the basis
of an engineering and traffic investigation finds it necessary to alter prima
fade speed limits established by Article 6701d, Section 166(a)l, Vernon's
Texas Civil Statutes as amended Acts 1971, 62nd Legislature, page 708,
Chapter 73, within the area and at the location named and designated in the
body of this Ordinance, all within the corporate limits of the City of Lubbock:
NOW THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT prima facie speed limits on the following streets
and highways in the urban district set forth below are hereby altered and
changed as hereinafter set forth upon the following described· portions of
streets and/or highways located within the City of Lubbock, Lubbock County,
Texas, to-wit:
BROWNFIELD ROAD (U.S. 82, TECH FREEWAY) AND 4TH STREET (U. S, 82)
1) A 40 mph speed zone for the northeast bound lanes of Brownfield Road
-( (U. S, 82) beginning at the center line of 19th Street (U.S. 62) and
extending northeast for 0, 204 mile.
2) A 55 mph speed zone for the northeast bound lanes of Brownfield Road
(U.S. 82) beginning O. 204 mile northeast of the center line of 19th
Street (U.S. 62) and extending northeast (crossing 6th Street) for
1. 294 miles.
3) A 50 mph speed zone for the northeast bound lanes of Brownfield Road
(U, S. 82) and eastbound lanes of 4th Street (U.S. 82) beginning 1. 498
miles northeast of the center line of 19th Street (U.S. 62) and extending
northeast, thence east for O. 200 mile.
4) A 40 mph speed zone for the eastbound lanes of 4th Street (U.S. 82)
beginning 1. 698 miles northeast, thence east, of the center line of
19th Street (U.S. 62) and extending east (crossing Boston Avenue) for
0. 280 mile to the center line of University Avenue.

5) A) 35 mph speed zone for the westbound lanes of 4th Street (U.S. 82)
beginning at the center line of University Avenue and extending west
(crossing Boston Avenue) for 0. 200 mile.
6) A 40 mph speed zone for the westbound lanes of 4th Street (U.S. 82)
and the southwest bound lanes of Brownfield Road (U.S. 82) beginning
0. 200 mile from the center line of University Avenue and extending
west and southwest for 0. 250 mile.
7) A 50 mph speed zone for the southwest bound lanes of Brownfield
Road (U.S. ~2) beginning 0. 450 mile (along U.S. 82) from the center
line of University Avenue and extending southwest (crossing 6th
Street) for O. 250 mile.
8) A 55 mph. speed zone for the southwest bound lanes of Brownfield
Road (U.S. 82) beginning 0. 700 mile (along U.S. 82) from the center
line of University Avenue and extending southwest for l. 074 miles.
9) A 40 mph speed zone for the southwest bound lanes of Brownfield
Road (U.S. 82) beginning 1. 774 miles (along U.S. 82) from the center
line of University Avenue and extending southwest for O. 223 mile
to the center line of 19th Street (U.S. 62).
10) A 40 mph speed zone for the right turn lane for the southwest bound
traffic on Brownfield Road (U.S. 82) turning west on 19th Street CS. H.
Et5)) beginning at the connection of the lane to the southwest bound lane
of Brownfield Road and extending southwesterly to west for 0.142
mile to its connection with 19th Street.
4TH STREET (U.S. 82) FROM UNIVERSITY AVENUE TO AVENUE A (U.S. 87)
l) A 40 mph speed zone for the eastbound and westbound lanes on 4th
Street (U.S. 82) beginning at University Avenue and extending east for
1. 246 miles to Avenue L.
2) A 35 mph speed zone for the eastbound and westbound lanes of 4th
Street (U.S. 82) beginning at Avenue Land extending east for 0. 766
mile to Avenue A (U.S. 87).
PARKWAY DRIVE (U.S. 82) FROM AVENUE A (U.S. 87) TO GUAVA AVENUE
1) A 45 mph speed zone for the eastbound and westbound lanes of Parkway
Drive (U. S, 82) beginning at the center line of Avenue A (U.S. 87) and
extending east for 0. 200 mile.

2) A 50 mph speed zone for the eastbound and westbound lanes of Parkway
Drive (U.S. 82) beginning O. 200 mile east of the center line of Avenue
A {U.S. 87) and extending east for 0. 200 mile.
3) A 55 mph speed zone for the eastbound and westbound lanes of Parkway
Drive {U.S. 82) beginning O. 400 mile east of the center line of Avenue
A (U.S. 87) and extending east for O. 523 mile.
4) A 45 mph speed zone for the eastbound and westbound lanes of Parkway
Drive (U.S. 82) beginning O. 923 mile east of the center line of Avenue
A (U.S. 87) and extending east (crossing Quirt Avenue) 1. 311 miles to
Guava Avenue.
SECTION 2. THAT all Ordinances or parts of Ordinances conflicting
with any of the provisions hereof are hereby repealed insofar as suchcconflict
exists.
SECTION 3. THAT all highways or streets not specifically set forth
in the preceeding sections hereof shall not be affected by the provisions hereof,
and this Ordinance shall be cumulative of all other prima facie speed limit
Ordinances except those with which is specifically conflicts.
SECTION 4. THE City Manager is hereby authorized and directed to
cause the placing and maintenance of such traffic control signals and/or
devices and/ or signs as shall be necessary to apprise the public of the speed
zones as hereinabove set forth.
SECTION 5. THAT should any Section, paragraph, sentence, clause,
phrase or word of this Ordinance be declared unconstitutional or invalid for any
ai:eason, the remainder of this Ordinance shall not be affected thereby.
SECTION 6. THAT any person, firm or corporation violating the
prima facie speed limit established by this Ordinance shall, upon conviction
be fined any sum not to exceed TWO HUNDRED (200. 00) DOLLARS.
SECTION 7. THAT the City Secretary is authorized and directed to
cause the publication of the descrptive caption of this Ordinance together with
the penalty provision as an alternative method of publication as provided by
law.
AND IT IS SO ORDERED.

An error in Paragraph 2 concerning the distance of 0.766 mile
was called to our attention by the State Departnent of Highways and
Public Transportation after the second reading of the Ordinance by
the City Council. I discussed this error \~ith r1r. Don Vandiver,
Assistant City Attorney. he said that since the limit of the zone
was stated correct (Avenue L to Avenue A). that the true distance
is not really needed. Mr. Vandiver stated that the Ordinance is
lega1 as passed by the City Council.
