Airport To Preston Smith Int. - 10/11/2004First Reading October 11, 2004 Item No. 47 ORDINANCE NO. 2004-00113 Second Reading October 28, 2004 Item No. 13 AN ORDINANCE AMENDING VARIOUS CHAPTERS OF THE CODE OF ORDINANCES OF THE CITY OF LUBBOCK, TEXAS, WITH REGARD TO CHANGING THE NAME OF LUBBOCK INTERNATIONAL AIRPORT TO LUBBOCK PRESTON SMITH INTERNATIONAL AIRPORT; AND DIRECTING THE AIRPORT DIRECTOR TO NOTIFY THE FAA OF SAID NAME CHANGE AND TO MAKE SUCH OTHER CHANGES AS MAY BE NEEDED; DIRECTING THE CITY ENGINEER AND TRAFFIC ENGINEER TO INDICATE SAID NEW NAME ON OFFICIAL MAPS; NOTIFY STATE OFFICIALS AND TO INSTALL APPROPRIATE SIGNAGE TO REFLECT SUCH NAME AS NEEDED; PROVIDING A SAVINGS CLAUSE; AND PROVIDING FOR PUBLICATION. WHEREAS, the Lubbock Airport Board heretofore on December 16, 2003, recommended that the City Council change the name of Lubbock International Airport to Lubbock Preston Smith International Airport in honor of former Texas Governor and long time Lubbock resident Preston Smith; and WHEREAS, Preston Smith was the first governor of Texas from West Texas, serving from January 21, 1969, to January 16, 1973; and WHEREAS, Preston Smith graduated from Texas Tech with a bachelor's degree in business administration in 1934, settled in Lubbock and entered the movie theater business. He was elected a state representative in 1944, state senator in 1956, and lieutenant governor in 1962; and WHEREAS, Preston Smith actively promoted West Texas and education during his career as a public servant and was instrumental in the creation of Texas Tech University's Law School and Medical School as well as another medical school, a dental school, a nursing school and four new state schools; and WHEREAS, Preston Smith was born March 8, 1912, in Williamson County, Texas, and died October 18, 2003, in Lubbock; and WHEREAS, the City Council of the City of Lubbock deems it appropriate to honor former Governor Preston Smith by renaming Lubbock International Airport as Lubbock Preston Smith International Airport; NOW THEREFORE: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT Lubbock International Airport is hereby designated Lubbock Preston Smith International Airport in honor of former Governor Preston Smith of Lubbock. SECTION 2. THAT all references to "Lubbock International Airport" in the Code of Ordinances of the City of Lubbock shall be amended to read "Lubbock Preston Smith International Airport" in accordance with this Ordinance. SECTION 3. THAT the Airport Director is hereby authorized and directed to notify the FAA and any other appropriate agencies or officials of said name change and to make such changes as are necessary to Airport signage and documents to implement the purposes of this Ordinance. SECTION 4. THAT the City Engineer and Traffic Engineer are hereby authorized and directed to update all official maps to recognize this designation, notify any appropriate agencies and officials of said name change and to prepare appropriate street signage. SECTION 5. THAT should any paragraph, section, sentence, phrase, clause or word of this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this Ordinance shall not be affected thereby. SECTION 6. THAT the City Secretary is hereby authorized and directed to cause publication of the descriptive caption of this Ordinance as an alternative method of publication as provided by law.
