AN ORDINANCE MAKING CHANGES IN THE FY2003-2004 BUDGET OF
THE CITY OF LUBBOCK TO TRANSFER FUNDS FOR MUNICIPAL PURPOSES.
WHEREAS, Section 102.010 of the Local Government Code of the State of
Texas authorizes the City Council to make changes in the budget for municipal purposes;
and
WHEREAS, in accordance with the City Budget Ordinance the City Council shall
approve all transfers between funds, accounts, departments or programs for City
purposes; and
WHEREAS, the City Council approved the Revised Budget for FY 2003-04
pursuant to Ordinance No. 2004-00054, passed on second reading May 6, 2004 (the
"Revised Budget Ordinance'');
WHEREAS, the City Council deems it advisable to change the FY 2003-04
Budget, as revised by the Revised Budget Ordinance, for municipal purposes and
reallocate funds as follows; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the City Council of the City of Lubbock hereby approves
' changes to the City of Lubbock Budget FY 2003~04, as revised by the Revised Budget
Ordinance, as described in the attached Exhibit "A", which establishes a $250,000 capital
project for property acquisition for the expansion of the Burgess Rushing Tennis Center.
Said Exhibit "A" is attached hereto and incorporated herein as if fully set forth in this
Section.
SECTION 2. THAT the City Council of the City of Lubbock hereby approves
changes to the City of Lubbock Budget FY 2003-04, as revised by the Revised Budget
Ordinance, as described in the attached Exhibit "B", which adds $1,090,000 for the
Milwaukee Avenue 34th Street to 98th Street Paving Project. Said Exhibit "B" is attached
hereto and incorporated herein as if fully set forth in this Section.
SECTION 3. THAT a copy of the changes made to the City of Lubbock Budget
pursuant to this Ordinance shall be filed with the City Secretary and County Clerk of
Lubbock County as required by law.
AND IT IS SO ORDERED.

PROJECT DESCRIPTION
THE ACQUISITION INCLUDES APPROXIMATELY 5.27 ACRES OFVACA!\IT PROPERTYlOCATED ATTHE NORTHWEST
CORNER AT THE INTERSECTION OF ELGIN AVENUE AND 66TH STREET. THE PROPERTY IS IMMEDIATELY eASt OF
THE BURGESS RUSHING TENNIS CENTER AND IS CURRENTLY OWNED BY THE ELGIN AVENUE BAPTIST CHURCH.
THE 2004 GENERAL OBLIGATION BOND PROJECTS INCLUDED ·1 ,085,000 FOR IMPROVEMENTS TO THE BURGESS
RUSHING TENNIS CENTER. THE FUNDING IS FOR THE FIRST PHASE OF PLANNEO IMPROVEMENTS TO THE TENNIS
CENTER. IMPROVEMENTS IN THE FIRST PHASE INCLUDE THE ADDITION OF SIX NEW TENNIS COURTS, LIGHTING
AND FENCING IMPROVEMENTS AND ADDITIONAL PARKING. THE IMPROVEMENTS WERE PLANNED TO BE PLACED ON
THE EXISTING TENNIS CENTER SITE. IN ORDER TO PLACE THE IMPROVEMENTS ON THE EXISTING SITE, A PORTION
OF THE SITE WOULD HAVE TO BE RECLAIMED FROM THE ADJACENT FLOOD PLAIN. THE ESTIMATED COST TO
RECLAIM THE FLOOD PLAIN IS $65,000.
IF THE VACANT LAND (5.27 ACRES) EAST OF THE TENNIS CENTER IS ACQUIRED, SOME OF THE TENNIS CENTER
IMPROVEMENTS CAN BE PLACED ON THAT PROPERTY. THIS ACQUISITION PROVIDES SEVERAL ADVANTAGES
INCLUDING A COST SAVINGS FROM RECLAIMING THE FLOOD PLAIN, SPREAOINGOUttHEIMPROVEMENTSOVER A
LARGER AREA, AND THE OPPORTUNITY TO SHARE PARKING WITH THE CHURCH LOCATED AT 66TH AND ELGIN. THE
ACQUISITION ALSO PROVIDES LAND SPACE FOR ADDITIONAL FUTURE TENNIS CENTER EXPANSION.
ANNUALOPERATINGIMPACT
ANNUAL OPERATING IMPACT ON THE VACANT PROPERTY WILL CONSIST OF LITTER PICKUP, MOWING AND
TRIMMING. THE ANNUAL ESTIMATED COST IS $2,000.

THIS PROJECT PROVIDES FOR THE CONSTRUCTION OF A T-2 THOROUGHFARE STRI:ET (88 FEET IN WIDTH) ON
MILWAUKEE AVENUE FROM 34TH STREET TO 98TH STREET. THE COMPLETED PROJECT WILL PROVIDE FOR 3
LANES OF TRAFFIC IN EACH DIRECTION PLUS A CONTINUOUS LEFT TURN LANE. THIS PROJECT IS PROPOSED TO
HAVE UP FRONT COST PARTICIPATION OF THE ABUTTING OWNERS/ DEVELOPERS. THE CITY'S SHARE OF THE COST
IS PROPOSED TO COME FROM THE SALE OF C. 0. BONDS TO BE REPAID BYiHE ''GATEWAY" FUND.
