HomeMy WebLinkAboutOrdinance - 2003-O0032 - Amending Chapt. 2 Dissolving Community Relations Commission - 04/24/2003First Reading April 24, 2003 Item No. 17 ORDINANCE NO. 2003-00032 Second Reading May 8, 2003 Item No. 19 AN ORDINANCE AMENDING CHAPTER 2 OF THE CODE OF ORDINANCES OF THE CITY OF LUBBOCK, TEXAS, WITH REGARD TO DISSOL YING THE COMMUNITY RELATIONS COMMISSION; ESTABLISHING THE CQMMUNITY RELATIONS TASK FORCE; ESTABLISHING THE MEMBERSHIP, FUNCTIONS AND DUTIES OF THE TASK FORCE; PROVIDING A SAVINGS CLAUSE; AND PROVIDING FOR PUBLICATION. WHEREAS, it is the opinion of the City Council that the best interests of the citizens of the City of Lubbock would be served by amending Chapter 2 of the Code of Ordinances of the City of Lubbock to dissolve the Community Relations Task force; NOW THEREFORE: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. The Community Relations Commission, established by Ordinance 10142, passed and adopted by the City Council on February 25, 1999 is hereby dissolved. SECTION 2. THAT Article 12 of Chapter 2 of the Code of Ordinances of the City of Lubbock, Texas, is hereby amended to read as follows: ARTICLE XII. COMMUNITY RELATIONS TASK FORCE Sec. 2-308. Community Relations Task Force. There is hereby created a Community Relations Task Force charged with fostering public discourse and promoting respect and opportunity within the community for all residents regardless of race, color, ethnicity, gender, age, disability or religion. Sec. 2-309. Task Force composition; term of members. (a) The Community Relations Task Force shall consist of seven (7) members. Memberships shall be assigned in proportion to the City of Lubbock's sexual, racial and ethnic composition. The Task force shall include not less than one (1) person with a disability or at least one (1) person who is a member of Lubbock's retirement community. (b) Terms shall be two years, with four (4) of the initial appointees receiving initial one- year terms as determined by the City Council. (c) The Mayor will appoint the Chair of the Community Relations Task Force. Sec. 2-310. Community Relations Task Force strategies and goals. (a) At the beginning of each calendar year, annual goals for the Task Force shall be established under the direction of the Mayor and City Council. (b) The Task Force shall, under the direction of the Mayor, promote the appreciation of diversity, as well as provide opportunities to encourage inclusiveness in matters relating to race, ethnicity, gender, age and disability. (c) The Task Force shall, under the direction of the Mayor, assist the City Council in communicating with residents on topics that affect the health, welfare and civic character of the Lubbock community. The Task Force shall, under the direction of the Mayor, review community relations issues in the city on an ad hoc basis. The City Council shall provide the Task Force with direction, vision and overall mission. (d) The Task Force shall, under the direction of the Mayor, focus on issues and topics related to gender, race, disability access, age and other specific areas or goals as assigned or approved by the City Council. Sec. 2-311. Staff liaison, operation. The City Manager may appoint a member of his administrative staff as the staff liaison to the Task Force. The staff liaison may provide such administrative assistance and supplies as may be necessary to assist the Task Force in carrying out its strategies and goals. SECTION 3. THAT should any paragraph, section, sentence, phrase, clause or word of this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this Ordinance shall not be affected thereby. SECTION 4. THAT the City Secretary is hereby authorized and directed to cause publication of the descriptive caption of this Ordinance as an alternative method of publication provided by law.
