ORDINANCE 2002..00108
AN ORDINANCE AMENDING ARTICLE III OF CHAPTER 6 OF THE CODE
OF ORDINANCES OF THE CITY OF LUBBOCK, TEXAS, WITH REGARD TO
ADOPTING THE 2000 EDITION OF THE INTERNATIONAL FUEL GAS CODE
AND PROVIDING FOR CERTAIN AMENDMENTS TO SUCH CODE IN ORDER
TO MEET LOCAL CONDITIONS; PROVIDING A PENALTY; PROVIDING A
SAVINGS CLAUSE; AND PROVIDING FOR PUBLICATION.
WHEREAS, it is the opinion of the City Council that the best interests of the
citizens of the City of Lubbock would be served by adopting the 2000 Edition of the
International Fuel Gas Code for Lubbock with certain amendments to meet local
conditions; NOW THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT Section 6-601 of the Code of Ordinances of the City of
Lubbock, Texas, shall read as follows:
Sec. 6-601. International Fuel Gas Code adopted.
The 2000 Edition of the International Fuel Gas Code is a copyrighted work owned
by the International Code Council, Inc; A copy of said fuel gas code is attached hereto
and incorporated herein as though set out herein in detail. References to the fuel gas code
in this chapter shall mean the 2000 Edition of the International Fuel Gas Code. One copy
of the 2000 Fuel Gas Code shall be filed with the City Secretary and a copy shall be
maintained in the office of the City Building Official. All such copies, with the
amendments thereto, shall be open to public inspection during the usual hours of business
of the offices where they are maintained.
SECTION 2. THAT Section 6-602 of the Code of Ordinances of the City of
Lubbock, Texas shall read as follows:
Sec. 6-602 Title
101.1 Title. Amend to read:
These regulations shall be known as the Fuel Gas Code of the City of Lubbock,
Lubbock, Texas, hereinafter referred to as "this code".
SECTION 3. THAT Section 6-603 of the Code of Ordinances ofthe City of
Lubbock, Texas shall read as follows:
Sec. 6-603 Administrative Authority.
103.1 General. Delete sub-section.

103.2 Appointment. Delete sub-section
103.3 Deputies. Delete title and amend title and sub-section to read as
follows:
1. Administrative Authority. The administrative authority duly
appointed to enforce this Code shall be the Building Official of the
City of Lubbock, however, said building official is hereby authorized
to designate qualified employees serving under his discretion and
control to assist in the discharge of such duty. These employees shall
also be referred to as "code officials".
SECTION 4. THAT Section 6-604 ofthe Code of Ordinances ofthe City of
Lubbock, Texas shall read as follows:
Sec. 6-604 Fee schedule.
106.5.2 Fee schedule. Amend to read:
The fees for permits shall be referenced from the plumbing and
mechanical fee schedules.
SECTION 5. THAT Section 6-605 of the Code of Ordinances of the City of
Lubbock, Texas shall read as follows:
Sec. 6-605 Fee refunds.
106.5.3 Fee refunds. Shall be amended to read:
1. The code official shall authorize the refunding of fees as indicated
in the plumbing and mechanical ordinances
SECTION 6. THAT Section 6-606 ofthe Code of Ordinances of the City of
Lubbock, Texas shall read as follows:
Sec. 6-606 Violation penalties.
108.4 Violation penalties. Shall be amended to read:
Persons who shall violate a provision of the code or shall fail to comply
with any of the requirements thereof or who shall erect, install, alter or
repair work in violation of the approved construction documents or
directive of the code official, or of a permit or certificate issued under the
provisions of this code, shall be guilty of a Class C Misdemeanor,
punishable by a fme of not more than two hundred ($200.00). Each day
that a violation continues after due notice has been served shall be deemed
a separate offense.

SECTION 7. THAT Section 6-607 ofthe Code of Ordinances ofthe City
of Lubbock, Texas shall read as follows:
Sec. 6-607 Stop work orders.
108.5 Stop work orders. This section is amended to read:
Upon notice from the code official that work is being done contrary to the
provisions of this code or in a dangerous or unsafe manner, such work
shall immediately cease. Such notice shall be in writing and shall be given
to the o\\lner of the property, or to the O\\lner's agent, or to the person
doing the work. The notice shall state the conditions under which work is
authorized to resume. Where an emergency exists, the code official shall
not be required to give a written notice prior to stopping the work. Any
person who shall continue any work on the system after having been
served a stop work order, except such work as the person is directed to
perform to remove a violation or unsafe condition, shall be liable to a fine
of not less that $200.00 or more than the presiding judge shall set.
SECTION 8. THAT Section 6-608 ofthe Code of Ordinances of the City
of Lubbock, Texas shall read as follows:
Sec. 6-608 Means of appeal.
109 Means of appeal. This section is amended to read:
1. The Building Board of Appeals shall serve as the fuel gas board of
the City of Lubbock and shall perform the duties set out herein or
as may be hereafter specified by the City.
2. It shall be within the power and duty of this board to examine new
developments and changing conditions for additions, deletions,
amendments and changes to the fuel gas code from time to time as
it may deem proper, and to submit to the City Council its written
suggestions for the improvement of the fuel gas code of the City.
3. Appeals to the board may be made by the City Building Official or
any interested person and it is hereby made the power and duty of
the board when disputes arise between any person, firm,
association, partnership or corporation as to the meaning of the
fuel gas code to interpret same, and when a majority of said board
has interpreted the fuel gas code as to its meaning, said
interpretation by the board shall be final and binding on all
persons, firms, associations, partnerships and corporations.
4. In cases where the International Fuel Gas Code gives discretionary
power to the building official to permit deviation from the
provisions of said code, only those deviations or changes approved
by the building official involving required material substitutions
must also be approved by the board before the same can be
performed in the City of Lubbock
SECTION 9. THAT Section 6-609 of the Code of Ordinances of the City of
Lubbock, Texas shall read as follows:
Sec. 6-609 Prohibited locations.
303.3 Prohibited locations. Amend by deleting:
3. Toilet rooms.
4. Storage Closets.
SECTION 10. THAT Section 6-610 ofthe Code of Ordinances of the City of
Lubbock, Texas shall read as follows:
Sec. 6-610 Sloped roofs.
306.5.1 Sloped roofs. This section is amended by replacing, 3 units
vertical in 12 units horizontal (25 percent slope), to read as follows::
4 units vertical in 12 units horizontal (33 percent slope).
SECTION 11. THAT Section 6-611 of the Code of Ordinances of the City of
Lubbock, Texas shall read as follows:
Sec. 6-611 Guards.
306.6 Guards. Amend to read:
Guards shall be provided where appliances, fans or other components that
require service are located within 10 feet (3048 mrn) of a roof edge or
open side of a walking surface and such edge or open side is located more
than 30 inches (762 mm) above the floor, roof or grade below. The top of
the guard shall be located not less than 42 inches (1067 mm) above the
elevated surface adjacent to the guard. The guard shall be constructed so
as to prevent the passage of a 21-inch-diameter (533 mm) sphere and shall
comply with the loading requirements for guards specified in the adopted
building code.
SECTION 12. THAT Section 6-612 ofthe Code of Ordinances ofthe City of
. Lubbock, Texas shall read as follows:
Sec. 6-612 Connecting appliances.
411.1 Connecting appliances. Item no. 2 shall be amended to read:
2. Semi-rigid metallic tubing and metallic fittings. Lengths shall not
exceed 6 feet and shall be located entirely in the same room as the
appliance.

SECTION 13. THAT Section 6-613 ofthe Code of Ordinances ofthe City of
Lubbock, Texas shall read as follows:
Sec. 6-613 Appliance fuel connectors.
411.1.2 Appliance fuel connectors. Amend to read:
Connectors shall have an overall length not to exceed 3 feet (914m mm),
except for range and domestic cloths dryer connectors, which shall not
exceed 6 feet (1829 mm) in length. Connectors shall not be concealed
within, or extended through walls, floors partitions, or ceilings. A shutoff
valve not less than the nominal size of the connector shall be installed
ahead of the connector in accordance with Section 409.5. Connectors
shall be sized to provide the total demand of the connected appliance.
SECTION 14. THAT Section 6-614 of the Code of Ordinances of the City of
Lubbock, Texas shall read as follows:
Sec. 6-614 Limitations of use.
503.7.4 Limitations of use. Amend by adding the follO\ving sentence:
A single wall ell and 18 inch section will be permitted for attic furnace
installations.
I SECTION 15. THAT Section 6-615 through 6-500 of the Code of Ordinances of
the City of Lubbock, Texas shall read as follows:
Sec. 6-615 through 6-700 Reserved
SECTION 16. THAT violation of any provision of this Ordinance shall be
deemed a misdemeanor punishable as provided by Section 1-4 of the Code of Ordinances
of the City of Lubbock.
SECTION 17. THAT should any paragraph, sentence, clause, phrase or word of
this Ordinance be declared unconstitutional or invalid for any reason, the remainder of
this Ordinance shall not be affected thereby.
SECTION 18. THAT the City Secretary is hereby authorized to cause publication
of the descriptive caption of this Ordinance as an alternative method provided by law.
