HomeMy WebLinkAboutOrdinance - 2007-O0049 - Amending The FY 2006-07 Budget Municipal Purposes - 05/11/2007First Reading May 11,. 2007 Item No. 6.5 ORDINANCE NO. 2007-oo049 Second Reading May 24,. 2007 Iteua No. 5.1 AN ORDINANCE AMENDING THE FY 2006-07 BUDGET FOR MUN1CIP AL PURPOSES RESPECTING THE (1) GRANT FUND; (2) GENERAL FUND; (3) CAPITAL IMPROVEMENT PROGRAM; (4) STORMWATER FUND; (5) LP&L FUND; AND (6) ESTABLISHING CIVIL SERVICE CLASSIFICATIONS AND POSITIONS. WHEREAS, Section 102.010 of the Local Government Code of the State of Texas authorizes the City Council to make changes in the budget for municipal purposes; and WHEREAS, in accordance with the City Budget Ordinance the City Council shall approve all transfers between funds and departments; and WHEREAS, the City Council deems it advisable to change the FY 2006-07 Budget for municipal purposes and reallocate funds as follows; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT the City Council of the City of Lubbock hereby approves changes to the City of Lubbock Budget FY 2006-07 (Budget Amendment #14) for municipal purposes, as follows: 1. Accept and appropriate $110,717 grant from Texas Department of Housing and Community Affairs for the Low Income Home Energy Assistance Program. 2. Accept and appropriate $63,977 grant from Texas Department of Housing and Community Affairs for the Department of Energy Weatherization Assistance Program. 3. Appropriate $165,121 from General fund balance to Capital Improvement Project 91189, Strip Paving Unpaved Streets to fund the low-to-moderate infrastructure program. 4. Establish a new Capital Improvement Project titled "Electronic Security Gates -Municipal Hill" and transfer $40,000 from Capital Improvement Project #8525 "Water Backflow Devices" and appropriate $40,000 from LP&L Fund Balance. 5. Establish a new Capital Improvement Project titled "Storm Water Department Remodel" and appropriate $250,000 from Storm Water Fund Balance. 6. Amend the operating budget and Capital Improvement Program in the LP&L Fund. Specific infonnation regarding these budgets is competitive information protected under Chapter 552.133 of the Texas Government Code. SECTION 2. THAT in accordance with Section 7-34 of the Code of Ordinances of the City of Lubbock, the civil service classifications and positions are hereby established by Ordinance set forth in the 2006-07 fiscal year budget (the HBudget Ordinance"), as amended by Ordinance Number 2007-00009 and as amended hereby, as concerns, and only concerns, the City of Lubbock Police Department civil service classifications and positions, and expressly made a part of said 2006-07 fiscal year budget, as attached hereto as Attachment "A". The City of Lubbock Fire Department civil service classifications and positions FY 2006-07 shall remain as provided in the Budget Ordinance and Ordinance Number 2007-00009, and shall not be affected hereby. SECTION 3. THAT a copy of the changes made to the City of Lubbock Budget pursuant to this Ordinance shall be filed with the City Secretary and County Clerk of Lubbock as required by law. SECTION 4. THAT should any section, paragraph, sentence, clause, phrase or word of this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this Ordinance shall not be affected thereby.
