ORDINANCE NO. 7492
AN ORDINANCE AMENDING CHAPTER 24 OF THE CODE OF ORDINANCES, CITY OF
LUBBOCK, TEXAS, ENTITLED "PLUMBING CODE", BY AMENDING SUBSECTION (3) OF
SECTION 24-24 TO PROVIDE FOR A REINSPECTION FEE OF FIVE DOLLARS: BY AMENDING
SUBSECTION (b) OF SECTION 24-66 TO ELIMINATE A REQUIREMENT FOR BATH TUB AND
SHOWER SHUT-OFF VALVES; BY AMENDING SUBSECTION (1) OF SECTION 24-80 TO PREVENT
A URINAL OR A CLOTHES WASHER SERVING AS A WET VENT; BY AMENDING SECTION 24-127
TO PROVIDE THAT NO TWO BUILDINGS ON SEPARATE LOTS MAY CONNECT TO THE SAMESEWEE
BEFORE ENTERING THE CITY MAIN AND FURTHER TO PROVIDE THAT ALL BUILDING SERVICES
BE LOCATED A MINI~! OF THREE FEET FROM ANY OTHER SERVICE; BY AMENDING SECTION
24-129 TO PROVIDE THAT ANY HOUSE SEWER ENTERING AN ALLEY, STREET OR PUBLIC
DRIVEWAY AT A DEPTH OF LESS THAN THIRTY-SIX INCHES BE OF CAST-IRON SOILPIPE;
BY Al1ENDii-W SUBSECTION (f) OF SECTION 24-182 TO PROVIDE THAT NO "GEE" COUPLINGS
OR UNIONS l1AY BE PLACED UNDER ANY BUILDING OR STRUCTURE OR IN ANY CONCEALED
SPACE WITHIN ANY BUILDING OR STRUCTURE; PROVIDING A SAVINGS CLAUSE AND PROVID-
ING FOR PUBLICATION.
WHEREAS, the City Council has determ:lned that the changes in the
Plumbing Code, as set forth below, would be in the best interest of the
citizens of the City of Lubbock, NOW THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT Subsection (3) of Section 24-24 of Chapter 24 of the
Code of Ordinances, City of LUbbock, BE and is hereby amended to read as
follows:
11 (3) A fee of $5.00 shall be charged for each reinspection."
SECTION 2. THAT Subsection (b) of Section 24-66 of Chapter 24 of the
Code of Ordinances, City of Lubbock, BE and is hereby amended to read as
follows:
"(b) A valve controlling all outlets shall be installed on the
inlet side of each water meter and on each unmetered watersupply.
Water piping supplying more than one building on any one premises
shall be equipped with a separate fullway gate valve to each
building, so arranged that the water supply can be turned off to
any individual or separate building; provided, however, that
supply piping to a single family residence and building accessory
thereto may be controlled by one valve. Such shutoff valves
shall be readily accessible at all t i mes. A fullway valve shall
be installed on the discharge piping from water supply tanks at
or near the tank. A fullway valve shall be installed on the
cold water supply pipe to each water heater or at or near the
water heater. Individual shut-off valves shall be provided at
each fixture, except for bath tubs and showers in single family
residences."

SECTION 3. THAT Subsection (1) of Section 24-80 of Chapter 24 of the
Code of Ordinances, City of Lubbock, BE and is hereby amended to read as
follows:
"(1) Single bathroom groups: a single bathroom . group of
fixtures may be installed with the drain from a back vented
lavatory, kitchen sink, drinking fountain, combinationfixture
or similar fixtures, except for a urinal or a clothes washer,
servf:ng as a wet vent provided:"
SECTION 4. THAT Section 24-127 of Chapter 24 of the Code of Ordinances,
City of Lubbock, BE and is hereby amended to read as follows:
"Section 24-127. A separate and independent building sewer
shall be provided for every building; except where one building
stands at the rear of another and no private sewer is available
or can be constructed to the rear buildi.ng through an adjoinl:ng
alley, court, yard or driveway, the building sewer from the
front buildl:ng may be extended to the rear building and the
whole considered as one building sewer. No two buildings on
separate lots may connect to the same sewer before entering
the City main. All building services shall be located a minimum
of three (3) feet from any other service.11
SECTION 5. THAT Section 24-129 of Chapter 24 of the Code of Ordinances,
City of Lubbock, BE and is hereby amended to read as follows:
"Section 24-129. The building sewer shall be cast-iron soil-
pipe, ASTM specification (A74-42) or equal (refer to material
sheet); vitrified clay sewer pipe ASTM specification (Cl3-44T)
or equal; or other suitable material approved by the Inspector.
Joints shall be tight and waterproof. If installed in filled
or unstable ground, the building sewer shall be of cast-iron
soilpipe, except thatnon-metallicmaterial may be accepted if
laid on a suitable concrete bed or cradle as approved by the
Inspector. Any house sewer entering an alley, street or public
driveway at a depth of less than thirty-six (36) inches shall
be of cast-iron soilpipe."
SECTION 6. THAT Subsection (f) of Section 24-182 of Chapter 24 of the
Code of Ordinances, City of Lubbock, BE and is hereby amended to read as
follo-.,7s:
"(f) No gas piping shall be installed in or on the ground under
any building or structure and all exposed piping shall be kept
at least six inches above grade under a building or structure.
Th~ gas piping shall enter the crawl space either through or
over the grade beam to insure that the gas piping shall be at
least six (6) inches above the ground .in all cases. No "Gee"
couplings or unions shall be placed under any building or
structure or in any concealed space "t-Jithin any building or
structure."
SECTION 7. THAT should any section, paragraph, sentence, clause,
phrase or word of this Ordinance be declared unconstitutional or invalid for
any reason, the remainder of this Ordinance shall not be affected thereby.
SECTION 8. THAT the City Secretary is hereby authorized to cause
publication of the descriptive caption of this Ordinance as an alternative
method of publication as provided by law.
