ORDINANCE NO. 7484
AN ORDINANCE ALTERING THE PRDVIA FACIE SPEED LIMITS ON
CERTAIN PORTIONS OF !grH STREETl' AS HEREINAFTER MORE PAR-
TICULARLY DESCRIBED IN THE BODY OF THIS ORDINANCE; DIRECTING
PLACEMENT OF SIGNS WITH RESPECT THERETO; REPEALING CON-
FLICTING ORDINANCES TO THE EXTENT OF SU'CH CONFLICX; APPLI-
CATION OF THIS ORDINANCE ONLY TO STREETS OR HIGHWAYS NAMED
HEREIN; PROVIDING THIS ORDINANCE SHALL BE CUMULATIVE; PRO-
VIDING A SAVINGS CLAUSE AND FOR PUBLICATION HEREOF~ AND A
PENALTY CLAUSE.
WHEREAS~ the governing body of the City of Lubbock, upon the basis
of an engineering and traffic investigation finds it necessary to alter prima
facie speed limits established by Article 670ld, Section 166(a)l, Vernonrs
Texas Civil Statutes as amended Acts 1971, 62nd Legislature, page 708,
Chapter 73~ within the area and at the location named and designated in the
body of this Ordinance, all within the corporate limits of the City of
Lubbock; NOW THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT prima facie speed limits on the following streets
and highways in the urban district set forth below is hereby altered and
changed as hereinafter set forth upon the following described portions of
streets and/ or highways located within the City of Lubbock, Lubbock County,
Texas, to-wit:
19th Street (S. H. 116)
From West City Limits to Brownfield Highway (U.S. 62)
Eastbound
A 55 MPH Speed Zone beginning at the West City Limits and
extending East to Frankford Avenue.
A 45 MPH Speed Zone beginning at Frankford Avenue and
extending East to Salem Avenue.
A 40 MPH Speed Zone beginning at Salem A venue and
extending East to Brownfield Highway (U.S. 62)
Westbound
A 40 MPH Speed Zone beginning at Brownfield Highway
(U.S. 62) and extending West to Utica Avenue.
A 45 MPH Speed Zone beginning at Utica Avenue and
extending West to Frankford Avenue.
A 55 M:PH Speed Zone beginning at Frankford Avenue and
extending West to the West City Limits.
SECTION 2. THAT all Ordinances or parts of Ordinances conflicting
with any of the provisions hereof are hereby repealed insofar as such con-
flict exists.
SECTION 3. THAT all highways or streets not specifically set forth
in the prece~iillg._ sections hereof shall not be affected by the provisions
hereof. and this Ordinance shall be cumulative of all other prima facie speed
limit Ordinances except those with which it specifically conflicts.
SECTION 4. THE City Manager is hereby authorized and directed to
cause the placing and maintenance of such traffic control signals and/or
devices and/or signs as shall be necessary to apprise ~ the public of the
M. P. H. zones aadlereinabove set forth.
SECTION 5. THAT should any Section., paragraph., sentence, clause,
phrase or word of this Ordinance be declared unconstitutional or invalid
for any reason, the remainder of this Ordinance shall not be affected thereby.
SECTION 6. THAT any person. firm or corporation violating the
prima facie speed limit established by this Ordinance shall, upon convict ion
be fined any sum not to exceed TWO HUNDRED ($200. 00) DOLLARS.
SECTION 7. THAT the City Secretary is authorized and directed to
cause the publication of the descriptive caption of this Ordinance together
with the penalty provision as an alternative method of publication as provided
by law.
AND IT IS SO ORDERED.
