ORDINANCE NO. 7466
AN ORDINANCE SUSPENDING THE APPROVAL OF REQUESTS FOR
BUILDING PERMITS FOR OUTDOOR ADVERTISING SIGNS IN THE AREA
ADJACENT TO THE MEMORIAL CIVIC CENTER DURING AN INTERIM
PERIOD; ESTABLISHING THE lliTERIM PERIOD; PROVIDING A SAVINGS
CLAUSE; PROVIDING FOR PUBLICATION AND DECLARING AN
EMERGENCY.
WHEREAS, the City Council has determined that a study should be
made of outdoor advertising signs in the area immediately adjacent to the
Lubbock Memorial Civic Center and,
WHEREAS, the City Council has directed a study to be made of sign
regulations for this area and,
WHEREAS. the City Council finds that the urgent need to protect the
citizens of the City of Lubbock from the construction of outdoor advertising
signs within this area before a studied, carefully prepared Ordinance can
be enacted, creates an emergency requiring an emergency interim period
of suspension of permission to erect outdoor advertising signs and creates
an emergency which requires the immediate passage of this measure;
NOW THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT there is hereby declared a state of emergency
which requires the passage of an interim Ordinance which suspends the
granting of permission to construct outdoor advertising signs, save and
except Billboards.
SECTION 2. THAT the Building Official is hereby directed to with-
hold approval of requests for building permits for such signs during this
interim period. That the area covered by such suspension of sign permits
is the property bounded by and one-half block outside 4th Street .. Avenue K,
lOth Street and Avenue Q as set forth in Ordinance No. o41fi2.
SECTION 3. THAT this emergency interim Ordinance shall remain
in effect until the passage by the City Council of an Ordinance covering the
location of signs in this area after receiving the recommendations of the
Planning and Zoning Commission, but in no event shall it remain in effect
beyond 30 days from the passage of this ordinance.
SECTION 4. THAT should any section, paragraph, sentence, clause,
phrase or word of this Ordinance be declared unconstitutional or invalid for
any reason, the remainder of this Ordinance shall not be affected thereby.

SECTION 5. THAT the City Secretary is hereby authorized to
cause publication of the descriptive caption of this Ordinance, as an
alternative method provided by law.
SECTION 6. THAT the fact that public necessity and convenience
required that this Ordinance be passed as an emergency measure for
reasons set forth in the preamble :ttereof, the rule requiring that no
Ordinance shall be finally passed on the day of its introduction be suspen-
ded, and this Ordinance is declared to be an emergancy measure to take
effect from and after its passage.
