HomeMy WebLinkAboutOrdinance - 7415-1977 - Amending Chapt. 34 Regulating Construction/Maintenance Of Individual Sewage Disp - 03/10/1977J:lb ORDINANCE NO. 7415 AN ORDINANCE AMENDING CHAPTER 34 OF THE CODE OF ORDINAN- ES OF THE CITY OF LUBBOCK, TEXlAS, BY AMENDING SUBSECTION {:B) F ECTION 34-95. 1 THEREOF REGULATING THE CONSTRUCTION AND/OR AINTENANCE OF INDIVIDUAL SEWAGE DISPOSAL SYSTEMS; PROVIDING OR A PERMIT AND A PERMIT FEE; PROVIDING A SAVINGS CLAUSE AND ROVIDING FOR PUBLICATION. WHEREAS, the City Council, after receiving the recommendations of the ity Board of Health, has determined that the changes indicated below would e in the best interest of the health, safety and welfare of the citizens of the ity of Lubbock; NOW THEREFORE: E IT ORDAIN"ED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT Regulation 2 of Sub-section (B) of Section 34-95. 1 of he Code of Ordinances. City of Lubbock, BE and is hereby amended to read s follows: "Regulation 2. Volume of Sewage. Excepting as stated elsewhere in this regulation, calculation of the anticipated volume of sewage from a structure shall be based on the estimated contributory population and the expected per capita daily quantities of sewage given in the following table; TABLE I TYPE OF ESTABLISHMENT Small dwellings and cottages with seasonal occupancy Single -family dwellings Multiple -family dwellings (apartments) , Rooming houses Boarding houses Additional kitchen wastes for non-resident boarders Hotel without private baths Hotels with private baths (two persons per room} Restaurants (toilets and kitchen wastes per patron) Restaurants (kitchen wastes per meal served) Additional for bars and cocktail lounges Tourist camps or trailer parks with central bathhouse GAL/PERSON /DAY 50 75 60 40 50 10 50 60 7 to 10 2 1/2 to 3 2 35 . THAT Regulation 1 of Sub-section (C) of Section 43-95. 1 of the Code of Ordinances, City of Lubbock, BE .and is here by amended to read as follows: -2- ' tl KJ:lb Regulation 1. Distances. (b) 1 foot above and 1 foot laterally. • (c) May not cross. SECTION 3. THAT Sub-section (D) of Section 34-95. 1 of the Code of Ordinances, City of Lubbock, BE and is hereby amended to read as follows: (D) SEPTIC TANK SPECIFICATIONS Regulation 1. Septic Tank Capacities. (a) Septic tanks shall have the following minimum capacities to flow line. HOMES NUMBER OF BEDROOMS A. Two bedroom or less B. Three bedroom ·C. Where multiple compartment tanks are used the following are required: (a) The total capacity of multiple compartment tanks shall not be less than 750 gallons. The first compart- ment shall have a liquid capacity of 2/3 the required total tank capacity as determined from Regulation 1, this section. (b) Not more than 2 oompartments shall be provided in tanks having liquid capacities between 750 gallons and 1200 gallons. Regulation 3. Construction. (a} Septic tanks shall be of approved shape. soWld water- tight, constructed of durable materials not subject to ex- cessive corrosion, decay. cracking or buckling. Covers shall be designed and constructed to support any reasonable load. (b) The walls and base of concrete tanks shall be securely bonded together or shall be on monolithic or keyed construc- tion. Walls and base of poured-in-place tanks shall have a minimum thickness of 4 inches throughoutt A minimum thickness of 3 inches will be allowed in pre-cast tanks which have been properly reinforced. Regulation 4. Materials. Septic tanks may be constructed of the following; (a) Poured-.in-place concrete (b) Pre-cast reinforced concrete (c) Other approved material Regulation 5. Inlets and Outlets. Outlet connections of each compartment of the tank shall be designed to retain sewage solids, scum and sludge effectively. The elevation of the in- vert of the inlet shall be at least 211 above the elevation of the -4-. . KJ:lb invert of the tank tank outlet. The bottom of the baffle or tee shall extend at least 12" below the surface of the liquid and the top shall be at least 411 above the invert of the out- let and not less than 1 ~' below the cover. Regulation 6. Reinforeementa. A septic tank installed under a driveway or parking area shall have a reinforced concrete cover with a minimum thickness of 6", side-walls of adequate strength to support any anticipated load~ access plugs brought up to grade. SECTION 4. THAT Sub-section (C) of Regulation 2 of Sub-section (F) of ~ection 34-95. 1 of the Code of Ordinances, City of Lubbock, BE and is hereby !amended to read as follows: (c) Leaching Field. (1) Minimum Percolating Area (Individual Dwellings). SECTION 7. THAT the City Secretary is hereby authorized to cause pub- ication of the descriptive caption of this Ordinance as an alternative method rovided by law.
