Repealing Ord. #5087; Re-Establish Two-Way Traffic On Ave. U - 06/10/1976,, --' ,,,..,tf.,, i(j~ '-'-JWF/gm ORDINANCE NO. 7271 AN ORDINANCE REPEALING ORDINANCE NO. 5087 OF THE CITY OF LUBBOCK IN ITS ENTIRETY SO AS TO RE-ESTABLISH TOO-WAY TRAFFIC ON AVENUE U FROM ITS INTERSECTION WITH 19TH STREET TO ITS INTERSECTION WITH 17TH STREET; ESTABLISHING NO LEFT TURNS FOR SOUTH BOUND TRAFFIC ON AVENUE U TURNING ONTO 11 19TH STREET; AUTHORIZING PLACING OF SIGNS BY CITY MANAGER TO INDICATE SAID NO LEFT TURN LOCATION, PROVIDING A SAVINGS CLAUSE; PRESCRIBING A PENALTY; AND PROVIDING FOR PUBLICATION. lj WHEREAS, after traffic engineering investigation and consideration of the health, safety, and welfare of the public in general and the citizens of the City of Lubbock, it is hereby determined that traffic movement should be changed from one-way north to two-way traffic moving both north and south on Avenue U between 17th and 19th Streets, and that left turns should be prohibited for southbound traffic on Avenue U turning onto 19th Street; NOW THEREFORE: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT Ordinance No. 5087 of the City of Lubbock, Texas, passed by its governing body as an emergency measure on Septembers 8, 1966, is hereby repealed in its entirety, and from and after the passage and effective date of this repeal, two-way traffic for both n orth and south bound traffic is immediately re-established on Avenue U between its inter- sections with 17th Street and 19th Street in the City of Lubbock, Lubbock County. Texas. SECTION 2. FROM and after the passage and effective date of this ordinance, l eft turns are prohibited for southbound traffic on Avenue U turning onto 19th Street. SECTION 3. THAT the City Manager is authorized' and directed to cause the placing of signs so as to clearly define the left turn prohibition. SECTION 4. THAT should any section, paragraph, sentence, clause. phrase or word of this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this Ordinance shall not be affected thereby. SECTION 5. THAT any person, firm or corporation violating the said left turn prohibition established by this Ordinance shall, upon conviction, be fined any sum not to exceed TWO HUNDRED DOLLARS ($200. 00). THAT the City Secretary is authorized and directed to cause the publication of the descriptive caption of this Ordinance, together with the penalty provision, as an alternative method of publication as provided by law.
