HomeMy WebLinkAboutOrdinance - 2009-O0102 - Amending FY 09-10 Budget For Municipal Purposes; Neighborhood Stabilizaiton Etc. - 10/20/2009First Reading October 20, 2009 Item l!lo. 5.2 ORDINANCE NO. 2009-o0102 Second Reading November 5, 2009 Item Ro. 5.1 AN ORDINANCE AMENDING THE FY 2009-10 BUDGET FOR MUNICIPAL PURPOSES RESPECTING THE GRANT FUND TO ACCEPT AND APPROPRIATE FUNDING FROM THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR THE TEXAS NEIGHBORHOOD STABILIZATION PROGRAM; ACCEPT AND APPROPRIATE FROM THE DIVISION OF EMERGENCY MANAGEMENT FOR THE HOMELAND SECURITY GRANT PROGRAM -METROPOLITIAN MEDICAL RESPONSE SYSTEM; RESPECTING THE CAPITAL PROGRAM BY ESTABLISHING A CAPITAL PROJECT FOR THE NORTH OVERTON TAX INCREMENT FINANCING REINVESTMENT ZONE (TIF) FOR LANDSCAPING IN THE PARKWAY; ESTABLISH A CAPITAL PROJECT FOR SLIDE ROAD FROM CLOVIS HIGHWAY TO MARSHALL STREET; AND ESTABLISH A CAPITAL PROJECT FOR THE CENTRAL BUSINESS DISTICT TIF PUBLIC UTILITY ENGINEERING AND COORDINATION. WHEREAS, Section 102.010 of the Local Government Code of the State of Texas authorizes the City Council to make changes in the budget for municipal purposes; and WHEREAS, in accordance with the City Budget Ordinance the City Council shall approve all transfers between funds and departments; and WHEREAS, the City Council deems it advisable to change the FY 2009-1 0 Budget for municipal purposes and reallocate funds as follows; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT the City Council of the City of Lubbock hereby approves changes to the City of Lubbock Budget FY 2009-10 (Budget Amendment #3) for municipal purposes, as follows: I. Accept and appropriate $2,163,090 from the Texas Department of Housing and Community Affairs for the Texas Neighborhood Stabilization Program. II. Accept and appropriate $321,221 from the Division of Emergency Management for the Homeland Security Grant Program - Metropolitan Medical Response System (MMRS). III. Establish Capital Improvement Project 92214, "Landscaping in the Parkway", and appropriate $90,000 for landscaping in the parkway in the North Overton TIF. IV. Establish Capital Improvement Project 92215, "Slide Road from Clovis Highway to Marshall Street", and appropriate $60,000 for the design of a T-2 thoroughfare on Slide Road from Marshall Street to Clovis Highway. V. Establish Capital Improvement Project 8557, "Central Business District (CBD) Tax Increment Financing Reinvestment Zone (TIF) Public Utility Engineering and Coordination", and appropriate $250,000 for the coordination and engineering of the relocation and upgrade of public utility infrastructure for Phase I, northwest quadrant of the CBD TIF. SECTION 2. THAT a copy of the changes made to the City of Lubbock Budget pursuant to this Ordinance shall be filed with the City Secretary and County Clerk of Lubbock as required by law. SECTION 3. THAT should any section, paragraph, sentence, clause, phrase or word of this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this Ordinance shall not be affected thereby.
