HomeMy WebLinkAboutOrdinance - 2009-O0092 - Amending FY 2009-10 Budget/Accept Funding Tx Dept Housing; Byrne Memorial Grant - 09/14/2009First Reading Sept:~er 24, 2009 Itea No. 5.2 ORDINANCE NO. 2009-D0092 Second lleading October 8, 2009 It:ea No. 5.1 AN ORDINANCE AMENDING THE FY 2009-10 BUDGET FOR MUNICIPAL PURPOSES RESPECTING THE GRANT FUND TO ACCEPT AND APPROPRIATE FUNDING FROM THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR THE WEATHERIZATION ARRA GRANT; 1 ACCEPT AND APPROPRIATE FUNDING FROM THE DEPARTMENT OF I JUSTICE FOR THE EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE j GRANT; RESECTING THE COMMUNITY DEVELOPMENT FUND BY ADDING FOUR FULL-TIME GRANT FUNDED POSITIONS; AND RESPECTING THE GRANT FUND TO ACCEPT AND APPROPRIATE FUNDING FROM THE DEPARTMENT OF ENERGY FOR THE ENERGY EFFICIENCY AND CONSERVATION BLOCK GRANT. WHEREAS, Section 102.010 of the Local Government Code of the State of Texas authorizes the City Council to make changes in the budget for municipal purposes; and WHEREAS, in accordance with the City Budget Ordinance the City Council shall approve all transfers between funds and departments; and WHEREAS, the City Council deems it advisable to change the FY 2008-09 Budget for municipal purposes and reallocate funds as follows; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT the City Council ofthe City of Lubbock hereby approves changes to the City of Lubbock Budget FY 2009-10 (Budget Amendment #1) for municipal purposes, as follows: I. Accept and appropriate $2,327,865 from the Texas Department of Housing and Community Affairs for the Weatherization ARRA Grant. II. Accept and appropriate $131,581 from the Department of Justice for the Edward Byrne Memorial Justice Assistance Grant. III. Amend the Community Development Special Revenue Fund by adding four full-time grant funded positions. IV. Accept and appropriate $2,109,900 from the Department of Energy for the Energy Efficiency and Conservation Block Grant. SECTION 2. THAT a copy of the changes made to the City of Lubbock Budget pursuant to this Ordinance shall be filed with the City Secretary and County Clerk of Lubbock as required by law. SECTION 3. THAT should any section, paragraph, sentence, clause, phrase or word of this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this Ordinance shall not be affected thereby.
