HomeMy WebLinkAboutOrdinance - 2008-O0020 - Amending FY 2007-08 Budget Respecting Grant, Abandonied Veh, Gen., IT, CIP Funds - 02/28/2008I' First Reading February 28, 2008 Item No. 5.1 ORDINANCE NO. 2008-o0020 Second lleading Karch 13, 2008 Iteā€¢ No. 4.1 AN ORDINANCE AMENDING THE FY 2007-08 BUDGET FOR MUNICIPAL PURPOSES RESPECTING THE ( 1) GRANT FUND; (2) ABANDONED VEHICLE FUND; (3) GENERAL FUND; (4) INFORMATION TECHNOLOGY FUND; AND (5) CAPITAL IJ.\.1PROVEMENT PROGRAM. 1 WHEREAS, Section 102.010 of the Local Government Code of the State of Texas authorizes the City Council to make changes in the budget for municipal purposes; and I WHEREAS, in accordance with the City Budget Ordinance the City Council shall I approve all transfers between funds and departments; and WHEREAS, the City Council deems it advisable to change the FY 2007-08 I Budget for municipal purposes and reallocate funds as follows; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT the City Council of the City of Lubbock hereby approves changes to the City of Lubbock Budget FY 2007-08 (Budget Amendment #6) for municipal purposes, as follows: 1. Accept and appropriate $162,398 awarded in connection with a Fiscal Year 2007 Assistance to Firefighters Grant from the United States Department of Homeland Security, for powered and mechanical extrication tools and equipment used in rescue operations. 2. Appropriate $300,000 of the existing Abandoned Vehicle fund balance for construction of a Simunitions training building. 3. In accordance with Section 7-34 of the Code of Ordinances of the City of Lubbock, amend the Fire Fighter Pay Schedule and Fire Department civil service classifications and positions established by Ordinance No. 2007-00091 for the 2007-08 fiscal year budget (the "Budget Ordinance'') as set forth in Exhibit A, attached hereto and incorporated fully herein by reference. The City of Lubbock Police Department civil service classifications and positions FY 2007-08 shall remain as provided in the Budget Ordinance No. 2007-00091, as amended, and shall not be affected hereby. 4. Authorize two additional full·time equivalent Switchboard Operators m Switchboard Operations. 5. Amend Capital hnprovement Project 91216, Terminal hnprovement Project by increasing the total appropriation from $5,086,513 to $5,307,100. Breakdown of funding is as follows : $1,923,591 of AlP grant funds, $418,100 of previously issued bonds, $958,244 of Passenger Facility Charges (PFC's), and $2,007,165 of 5-year Certificates of Obligation. Revenues from PFC's will be used to pay the debt service. 6. Amend Capital hnprovement Project 91109, Roadway & Signage hnprovement Project by increasing the total appropriation from $2,125,000 to $5,633,370. Breakdown of funding is as follows: $141,286 of PFC's, and $5A92,084 of 7- year Certificates of Obligation. Revenues from PFC's will be used to pay the debt service. 7. Amend Capital hnprovement Project 92022, Airfield Drainage & Safety Mitigation by increasing the total appropriation from $1,940,000 to $2,134,000. Breakdown of funding is as follows: $2,134,000 of 5-year Certificates of Obligation. Revenues from PFC's will be used to pay the debt service. 8. Amend Capital Improvement Project 91110, Replace FIDS System by increasing the total appropriation from $225,000 to $458,975, with said increase funded with PFC funds. SECTION 2. THAT a copy of the changes made to the City of Lubbock Budget pursuant to this Ordinance shall be filed with the City Secretary and County Clerk of Lubbock as required by law. SECTION 4. THAT should any section, paragraph, sentence, clause, phrase or word of this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this Ordinance shall be affected thereby.
