HomeMy WebLinkAboutOrdinance - 2007-O0013 - Amending 2006-07 Budget:CIP Program-34,000; Txdot 190,886, CIP-171,000, Etc. - 01/25/2007First Reading January 25,. 2007 Item No. 6.6 ORDINANCE NO. 2007-oOOl3 Second Reading February 6,. 2007 !tea No. 5.1 AN ORDINANCE AMENDING THE FY 2006-07 BUDGET FOR MUNICIPAL PURPOSES RESPECTING THE ( 1) GENERAL FUND; (2) SPECIAL REVENUE FUND (COMMUNITY DEVELOPMENT); (3) GRANT FUND; AND (4) CAPITAL IMPROVEMENT PROGRAM. WHEREAS, Section 102.010 of the Local Government Code of the State of Texas authorizes the City Council to make changes in the budget for municipal purposes; and WHEREAS, in accordance with the City Budget Ordinance the City Council shall approve all transfers between funds and departments; and WHEREAS, the City Council deems it advisable to change the FY 2006-07 Budget for municipal purposes and reallocate funds as follows; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT the City Council of the City of Lubbock hereby approves changes to the City of Lubbock Budget FY 2006-07 {Budget Amendment #6) for municipal purposes, as follows: 1. Amend Capital Improvement Program Project #90379, "Signal System Communications (PHI-ITS)" by transferring $34,000 of FY 2006 General Obligation Bonds from CIP Project #911 00, "Signal Communications (PH2- ITS)", and appropriating $190,886 from the TxDOT advance funding agreement, making the total appropriation for this project $374,886. 2. Amend Capital Improvement Program Project #911 00, "Signal Communications (PH2-ITS)" by appropriating $171,008 from the TxDOT advance funding agreement, making the total appropriation for this project, $382,101. 3. Establish a new Capital Improvement Project for "Traffic Signals-Marsha Sharp 3-B" and appropriate $99,591 from the TxDOT advance funding agreement. 4. Amend Capital Improvement Program Project #91 074, "North Overton TIF Public Facilities" by appropriating an additional $3,000,000 of FY 2007 Taxable Bonds, the total appropriation for the project will be $11,400,000. 5. Authorize 1 additional full-time position in Community Development. 6. Accept and appropriate a $520,994 grant from Texas Department of Housing and Community Affairs for the Comprehensive Energy Assistance Program (CEAP) an energy assistance program. 7. Accept and appropriate a $390,000 grant from Texas Department of Housing and Community Affairs for the Community Services Block Grant (CSBG). 8. Amend Capital Improvement Project #90406, Visitors Information Center, by appropriating an additional $1 million for a total project appropriation of $1.31 million. The funding sources for this project will be composed of $70,000 of Hotel/Motel Funds, which have been previously expended, and $1.24 million of Certificates of Obligation, Series 2007, with annual debt payments funded from hotel/motel tax revenues. The additional appropriation will be used to purchase property for a future Visitors Information Center and any demolition, asbestos abatement, or related costs. SECTION 2. THAT a copy of the changes made to the City of Lubbock Budget pursuant to this Ordinance shall be filed with the City Secretary and County Clerk of Lubbock as required by law.
