HomeMy WebLinkAboutOrdinance - 2010-O0031 - Amending The FY 2009-10 Budget For Municipal Purposes - 04/19/2010First Reading April 19, 2010 Item No. 5.1 ORDINANCE NO. 2010-00031 Second Reading May 13, 2010 Item No. 5. 1 AN ORDINANCE AMENDfNG THE FY 2009-10 BUDGET FOR MUNICIPAL PURPOSES RESPECTING THE GRANT PROGRAM TO ACCEPT AND APPROPRIATE FROM THE TEXAS DEPARTMENT OF TRANSPORTATION FOR THE CLICK IT OR TICKET GRANT; ACCEPT AND APPROPRIATE FROM THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR THE COMMUNITY SERVICES BLOCK GRANT; RESPECTING THE CAPITAL PROGRAM BY AMENDING CAPITAL IMPROVEMENT PROJECT NO. 92130, RUNWAY 8/26 EXTENSION; AMEND CAPITAL IMPROVEMENT PROJECT NO. 92069, LAKE ALAN HENRY (LAH) RAW WATER LINE/PUMP ST A TIONS; ESTABLISH CAPITAL IMPROVEMENT PROJECT NO. 92187, LAH TREATED WATER PIPELINE; ESTABLISH CAPITAL IMPROVEMENT PROJECT NO. 8558, WEST LOOP 289 AND ST A TE HIGHWAY 114 TRAFFIC SIGNALS; AMEND CAPITAL IMPROVEMENT PROJECT NO. 92126, SOUTHEAST WATER RECLAMATION PLANT (SEWRP) IMPROVEMENTS PHASE II PLANT 4; ESTABLISH CAPITAL IMPROVEMENT PROJECT NO. 8559, 98TH STREET SANITARY SEWER REMEDIATION AND APPROPRIATE FUNDS; RESPECTING THE OPERATING BUDGET IN THE CENTRAL BUSINESS DISTRICT (CBD) TAX fNCREMENT FINANCING REINVESTMENT ZONE (TIF) SPECIAL REVENUE FUND BY APPROPRIATING FUNDS; AND AMEND THE CEMETERY PERPETUAL CARE ACCOUNT BY APPROPRIATfNG FUNDS. WHEREAS, Section 102.0 l O of the Local Government Code of the State of Texas authorizes the City Council to make changes in the budget for municipal purposes; and WHEREAS, in accordance with the City Budget Ordinance the City Council shall approve all transfers between funds and departments; and WHEREAS, the City Council deems it advisable to change the FY 2009-10 Budget for municipal purposes and reallocate funds as follows; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT the City Council of the City of Lubbock hereby approves changes to the FY 2009-10 Adopted Budget (Budget Amendment #14) for municipal purposes, as follows: I. Accept and appropriate $19,994 from the Texas Department of Transportation for the Click It or Ticket Grant. II. Accept and appropriate an additional $109,942 from Texas Department of Housing and Community Affairs for the Community Services Block Grant (CSBG). The original grant amount was $89,957. III. Amend Capital Improvement Project No. 92130, Runway 8/26 Extension, by increasing the appropriation by $174,400, from $3,227,615 to $3,402,015, for additional design work for the runway extension. IV. Amend Capital Improvement Project No. 92069 LAH Raw Water Line/Pump Stations, by decreasing the appropriation $15 million, from $72,250,000 to $57,250,000, and establish Capital Improvement Project No. 92187, LAH Treated Water Pipeline, and appropriate $15 million for the construction of Phase I of the LAH treated water pipeline. V. Establish Capital Improvement Project No. 8558, West Loop 289 and State Highway 114 (19th Street) Traffic Signals, and appropriate $41,163 for the acquisition and installation of traffic signal equipment. VI. Amend Capital Improvement Project 92126, SEWRP Improvements Phase II Plant 4, by decreasing the appropriation by $1,000,000 from $50,894,389 to $49,894,389, and establish Capital Improvement Project 8559, 981h Street Sanitary Sewer Remediation, and appropriate $1,000,000 for the remediation of the 98th Street sanitary sewer line from Albany Avenue to Huron Avenue. VII. Amend the CBD TIF Special Revenue Fund by appropriating $375,000 of the fund balance for the acquisition of the right-of-way within the boundaries of the CBD TIF. VIII. Amend the Cemetery Perpetual Care account to appropriate $50,000 for a memorial sculpture at the Cemetery. SECTION 2. THAT a copy of the changes made to the City of Lubbock Budget pursuant to this Ordinance shall be filed with the City Secretary and County Clerk of Lubbock as required by law. SECTION 3. THAT should any section, paragraph, sentence, clause, phrase or word of this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this Ordinance shall not be affected thereby.
