AN ORDINANCE AMENDING THE CODE OF ORDINA ES, CITY OF
LUBBOCK, TEXAS, CHAPTER 11, ARTICLE III, ENTITLED" ATIONAL FIRE
CODES" AT SECTION 11-84 TO AMEND THE 2003 IN A TIONAL FIRE
CODE WITH REGARD TO REQUIRED FIRE SUPPRESSIO SYSTEMS IN GROUP
R OCCUPANCIES; PROVIDING A SAVINGS CLAUSE· AND PROVIDING FOR
PUBLICATION.
WHEREAS, the City Council of the City of L bock desires to amend the 2003
International Fire Code to fire suppression syste in Group R Occupancies; NOW
THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL F THE CITY OF LUBBOCK:
SECTION 1. THAT Sec. 11-84 the Code of Ordinances of the City of
Lubbock, is hereby amended to rea as follows:
"The amendment of Section 3.2. 7 of the 2003 International Fire Code,
entitled Group R, to read as fi
An automatic sprinkl r system installed in accordance with Section 903.3
shall be provided througho every R-2 apartment building three or more stories
in height and in Group R-1 R-2 (other than one or two story apartments), R-3 and
R-4 occupancies of any eight. Mixed occupancies of any height containing a
Group R-1 or R-2 fire a shall be protected by an automatic sprinkler system in
accordance with Sectio 903.3.1.1. This section does not apply to one and two-
family dwellings and ultiple single-family dwellings (townhouses) not more
than three stories in height with a separate means of egress covered by the
International Reside ial Code.

installed throu hout in accordance with NFPA 13R.
SECTION 2. THAT should any section, paragraph, sentence, clause, phrase or
word of this rdinance be declared unconstitutional or invalid for any reason, the
remainder o this Ordinance shall not be affected thereby.
SECTION 3 THAT the City Secretary is hereby authorized and directed to cause
publication of the descriptive caption of this Ordinance as an alternative method
of publication provided by law.

II, Article III, Section 11·84, Fire Code, to amend the 2003 International Fire
Code with regard to required fire suppression systems in certain Group R
occupancies.
Item Summary
This amendment. as well as the companion amendment to the International
Building Code exempts certain R·2 (apartment) buildings of less than three stories
in height from the installation of automatic fire sprinkler systems.
Staff met with the liaison group from the WTHBA to clarify issues and answer
questions. As a result of that meeting, 3 story apartments have not been included
in this exception. as the group indicated that it was not a concern. Also. hotels and
motels have been removed from the exemption, again based on input from the
liaison group. The language regarding the requirements for draft stopping have been
revised to clarify.
Fiscal Impact
There is no fiscal impact anticipated as a result of this code revision.

Our office is checking on the status of first read ordinances that are awaiting second reading. We
received the attached email from Building Inspection stating the Orinance No. 2006-00051 has been
dropped.
