AN ORDINANCE AM:ENDING CHAPTER 6, ARTICLE II, OF THE CODE OF
ORDINANCES OF THE CITY OF LUBBOCK, TEXAS ENT LED HBUILDING CODE" TO
AMEND THE 2003 INTERNATIONAL BUILDING COD ITH REGARD TO REQUIRED
FIRE SUPPRESSION SYSTEMS IN GROUP R OCC CIES; PROVIDING A SAVINGS
CLAUSE; AND PROVIDING FOR PUBLICATION.
WHEREAS, the City Council of the C y of Lubbock desires to amend the 2003
International Building Code with regard to fir suppression systems in Group R occupancies;
NOW THEREFORE:
BE IT ORDAINED BY THE CITY CO CIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the Code of Ordi ances of the City of Lubbock is hereby amended by
adding a new section, to be number Sec. 6-120, which said section reads as follows:
"Sec. 6-120. IBC Sectio 503.1.5: Non-sprinkled group R-2 apartment occupancies.
Add a new Section 503 '1.5 to read as follows:
503.1.5 Non·sprin ed group R-2 apartment occupancies. Group R-2 apartment
buildings of two ories or less in height that are not protected throughout with an
automatic fire su~ ression system in accordance with Section 903.2.7 shall be limited to
the heights and eas specified in Table 503.1.5 in lieu of Table 503. Footnotes to Table
503.1.5 shall go em where in conflict with other provisions ofthis code."

SECTION 2. THAT the Code of ances of the City of Lubbock is hereby amended by

SECTION 3. THAT the ode of Ordinances of the City of Lubbock is hereby amended by

Amend Sect on 508.5 to include an exception to read as follows:

SECTION 4. T T the Code of Ordinances of the City of Lubbock is hereby amended by

SECTION 5. THAT the Code of Ordinances of the City ofLubboc ·s hereby amended by
adding a new section, to be numbered Sec. 6-120.4, which said tion reads as follows:
"Section 6-120.4. IBC Section 508.7.1 Fire separ 'on.
Amend Section 508.7.1 by adding a sentence the end of the paragraph to read as
follows:
Group R-2 apartment occupancies not ovided with an approved automatic fire
suppression system throughout are no permitted to have an open parking garage beneath
the Group R-2 fire area."
SECTION 6. THAT the Code ofOrdin ces of the City of Lubbock is hereby amended by
adding a new section, to be numbered ec. 6-121, which said section reads as follows:
"Sec. 6-12l.IBC Section 7 7.4.1: Draftstopping materials.
Amend Section 717.4.1 to ead as follows:
717.4.1 Draftstoppin materials. Materials utilized for draftstopping of attic spaces
shall comply with Sec ton 71 7. 3.1, except as indicated in Section 71 7 .4.2 below. "

"Sec. 6-121.1. C Section 717.4.2: Groups R-1 and R-2.
Amend Section 717.4.2 to read as follows:
717.4.2 Gro ps R-1 and R-2. Draftstopping shall be provided in attics, mansards,
overhangs o other concealed roof spaces of Group R-2 buildings with three or more
dwelling ts and less than three stories, and in all Group R-1 buildings. Draftstopping
shall be ins lied above, and in line with, sleeping unit and dwelling unit separation walls
that do n t extend to the underside of the roof sheathing above. Where required,
draftstopp ng shall be constructed in accordance with Section 710, and shall be tightly
fitted to e roof sheathing above and the ceiling below. When draft stopping is provided
in Group R-1 and R-2 (other than one and two story apartment buildings), the materials
shall co ist of one layer of 5/8" gypsum wallboard applied to both sides of a roof truss
or other stantial framing."

Exceptions:
1. Where corridor walls provide a sleeping unit or dwelling unit sep
stopping shall only be required above one of the corridor walls.
2. Draft stopping is not required in buildings equipped throughout
sprinkler system in accordance with Section 903.3.1.1.
3. In occupancies in Group R-2 that do not exceed four stories · height, the attic space
shall be subdivided by draft stops into areas not exceedin ,000 square feet or above
every two dwelling units, whichever is smaller.
4. Draft stopping is not required in buildings equipp throughout with an automatic
sprinkler system in accordance with Section 9 .3.1.2 provided that automatic
sprinklers are also installed in attics and combus · le concealed spaces.
SECTION 8. THAT the Code of Ordinances of the Ci of Lubbock is hereby amended by
adding a new section, to be numbered Sec. 6-122, w ch said section reads as follows:
"Sec. 6-122. IBC Section 903.2.7: Gro p R..
Amend Section 903.2. 7 to read as fo ows:
903.2. 7 Group R.. An autom · sprinkler system installed in accordance with Section
903.3 shall be provided throu out every Group R-2 apartment building three or more
stories in height and in eve Group R-1, R-2 (other than one and two story apartments),
R-3, and R-4 occupancy any height. Mixed occupancies of any height containing a
Group R-1 or R-2 fire ea shall be protected by an automatic sprinkler system in
accordance with Sectio 903.3.1.1. This section does not apply to one and two-family
dwellings and multipl single-family dwellings (townhouses) not more than three stories
in height with a sep ate means of egress covered by the International Residential Code.''
SECTION 9. THAT Code of Ordinances of the City of Lubbock is hereby amended by
adding a new section, be numbered Sec. 6-122.1, which said section reads as follows:
"Sec. 6-122 .• IBC Section 903.3.1.2: NFPA 13R sprinkler systems.
Amend Se ion 903.3.1.2 to read as follows:
903.3.1. NFPA 13R sprinkler systems. Where allowed in Group R-2 apartment
buildin s three or four stories in height, or in Group R-1, R-2 (other than one and two
story artments), R-3 or R-4 occupancies up to and including four stories in height,
auto tic sprinkler systems may be installed throughout in accordance with NFP A 13R. ,,
SECTION 0. THAT the Code of Ordinances of the City of Lubbock is hereby amended by
adding a ne section, to be numbered Sec. 6-123, which said section reads as follows:

SECTION 11. THAT the Code of Ordinance of the City of Lubbock is hereby amended by
adding a new section, to be numbered Sec. 6-3.1, which said section reads as follows:
"Sec. 6-123.1. IBC Table 1016 •• Corridor Fire-Resistance Rating.
Add a new footnoted to Tab 1 OJ 6.1 to read as follows:
d. Corridors in Group R-apartment occupancies not protected throughout with an
approved automatic fir suppression system as allowed by other provisions of this Code
shall be provided wi corridors of one hour of fire resistance."
SECTION 12. THAT th Code of Ordinances of the City of Lubbock is hereby amended by
adding a new section, t e numbered Sec. 6-123.2, which said section reads as follows:
"Sec. 6-123 •• IBC Section 1025.1: Emergency escape and rescue; General.
Amend Ex ption 2 to read as follows:
r than Group R-2 occupancies not provided with an approved fire suppression
system oughout and Group R-3 occupancies as applicable in Sections 101.2,
sleep· grooms provided with a door to a fire-resistance rated corridor having access to
two mote exits in opposite directions."
SECTION 13. THAT should any paragraph, sentence, clause, phrase or word of this Ordinance
be declar <i unconstitutional or invalid for any reason, the remainder of this Ordinance shall not
be affect d thereby.
SECTI N 14. THAT the City Secretary is hereby authorized to cause publication of the
descrip ·ve caption of this Ordinance as an alternative method provided by law.
