ORDINANCE NO. 7223
AN ORDINANCE ALTERING THE PRIMA FACIE SPEED LIMITS ON
PORTIONS OF QUIRT A VENUE AND THE NEW ENTRANCE ROAD TO
LUBBOCK MUNICIPAL AIRPORT FACILITY IN THE CITY OF LUBBOCK
AS HEREINAFTER MORE PARTICULARLY DESCRIBED IN THE BODY OF
THIS ORDINANCE; DffiECTING PLACEMENT OF SIGNS WITH RESPECT
THERETO; REPEALING CONFLICTING ORDINANCES TO THE EXTENT OF
SUCH CONFLICT; APPLICATION OF THIS ORDINANCE ONLY TO STREETS
OR HIGHWAYS NAMED HEREIN; PROVIDING THIS ORDINANCE SHALL BE
CUMULATIVE; PROVIDING A SAVINGS CLAUSE AND PROVIDING FOR
PUBLICATION HEREOF, AND A PENALTY CLAUSE.
WHEREAS, the governing body of the City of Lubbock, upon the basis
of an engineering and traffic investigation finds it necessary to alter prima
fade speed limits established by Article 6701d, Section 166 (a) 1, Vernon's
Texas Civil Statutes as amended Acts 1971, 62nd Legislature, Page 708,
Chapter 73, within the area and at the location named and designated in the
body of this Ordinance, all within the corporate ,li:rriits of the City of
Lubbock: NOW THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT prima fade speed limits on the following streets
and highways in the urban district set forth below are hereby altered and
changed as hereinafter set forth upon the following described portions of
streets and/or highways located within the City of Lubbock, Lubbock County,
Texas~ to-wit:
(a) A 45 mile per hour speed zone on both sides of
Quirt Avenue beginning at its intersection with Loop
289 and extending North to its intersection with
Regis Street (also known as F. M. 2641).
(b) There shall be a 45 mile per hour speed limit
on the North bound lanes of traffic on the new Airport
Entrance Road to the new Lubbock Municipal Airport
facility beginning with the intersection of said North
bound lanes of traffic with Regis Street (also known
as F. M. 2641), extending North to a point 200 feet
South of the center line of Bluefield Street (also known
as Bluefield Road); and there shall be a 35 mile per
hour speed limit on said North bound lanes of traffic
beginning at the North end of the 45 mile per hour

zone next-above described and extending North 300 feet
to a point 100 feet North of the center line of said
Bluefield Street.
(c) There shall be a 35 mile per hour speed limit on
the South bound lanes of traffic on the new Airport
Entrance Road beginning at a point 200 feet North of
the center line of Old Bluefield Street (also known
as the Old Bluefield Road). which Bluefield Street
was closed to traffic immediately West of said Airport
Entrance Road as set forth in Ordinance No. 7146 of
the City of Lubbock. and from said beginning point,
said 35 mile per hour speed limit shall extend South
300 feet to a point 100 feet South of the center line of
Bluefield Street (as same existed before Bluefield
Street was closed as aforesaid by Ordinance No. 7146),
and there shall be a 45 mile per hour speed limit on
said South bound lanes of traffic beginning at the Sorth
end of the 35 mile per hour speed zone next-above
described and extending South to the intersection of
said South bound lanes of traffic with Regis Street
(also known as F. M. 2641).
(d) The 45 and 35 mile per hour speed limit zones
herein established on the said portions of the new
Airport Entrance Road shall not apply to the frontage
road(s) which have been or will be constructed and/ or
opened adjacent and/ or parallel to the portions of the
new Airport Entrance Road affected by said 45 and 35
mile per hour speed limit zones hereinabove described.
SECTION 2. THAT the City Manager is authorized and directed to
cause the placing of signs so as to clearly define the limits of the prim.a
facie areas set out in this Ordinance.
SECTION 3. THAT all Ordinances or parts of Ordinances conflicting
with any of the provisions hereof are hereby repealed insofar as such con-
flict exists.
SECTION 4. THAT all highways or streets not specifically set forth
in the preceeding sections hereof shall not be affected by the provisions
hereof, and this Ordinance shall be cumulative of all other prima facie
speed limit Ordinances except those with which it specifically conflicts.

SECTION 5. THAT should any section, paragraph, sentence, clause,
phrase or word of this Ordinance be declared unconstitutional or invalid
for any reason, the remainder of this Ordinance shall not be affected thereby
SECTION 6. THAT any person, firm or corporation violating the
prima facie speed limit established by this Ordinance shall, upon conviction,
be fined any su·m not to exceed TWO HUNDRED DOLLARS ($200. 00).
SECTION 7. THAT the City Secretary is authorized and directed to
cause the publication of the descriptive caption of this Ordinance., together
with the penalty provision., as an alternative method of publication as
provided by law.
