HomeMy WebLinkAboutOrdinance - 7200-1976 - Amending Ch. 24 ("Plumbing Code") By Amending Section 24-40 - 02/12/1976KJ:rmj ORDINANCE NO. 7200 AN ORDINANCE AMENDING CHAPI'ER 24 OF THE CODE OF ORDI- NANCES, CITY OF LUBBOCK, BEING THE "PLUMBING CODE11, BY AMENDING SECTION 24-40 THEREOF PROVIDING FOR PVC PIPE AND POLYPROPYLENE "PIPE; AMENDING SECTION 24-77 PROVIDING FOR AUTOMATIC VENT DEVICES; PROVIDING A SAVINGS CLAUSE AND PRO- VIDING FOR PUBLICATION. WHEREAS, the City Council, after receiving the recomnrndations of the Plumbing Board, has determined that the following changes in the Plumb- ing Code would be in the best interest of the citizens of the City of Lubbock; NOW THEREFORE: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT Chapter 24 of the Code of Ordinances, City of Lubbock, being the Plumbing Code, BE and is hereby amended by amending footnotes (2) and (3) and adding (5) to Chart No. 1 in Section 24-40 as follows: "(2) -Deleted (3) -Schedule 40 ABS or PVC is permitted, provided it is installed according to factory recommendations. (5) -Polypropylene, flame retardant, pipe and fittings, ASTM#D-2146, with heat fused joints only, may be used in unaccessable places upon approval of the plumbing inspector. The sarre pipe, with mechanical (threaded) joints may be used in accessable places upon approval of the plumbing inspector. Allowance for expansion shall be made in accordance with fac- tory recommendations. Plastic pipe, or tubing, and fittings rmnufac- tured in compliance with the specifications ASTM- D2513-73 and the following material specifications may be used for natural gas service in consumerts piping system between gas meter and building structure. \ Materlal i&~Des"igna.tion\·,. " • D-1248-70A • D-1248-70A When plastic pipe or tubi.ng is used it shall be used with compatible fittings for outside natural gas pipi.ilg underground only~ and shall be buried to a minimum depth of 18 inches. Plastic pipe, tubing, or fittings shall be joined by either the solvent cement method, heat fusion method, or by means of compression couplings, or plastic flanges. The joining n:ethod used shall be compati.ble with the materials being joined. The recommendations of the manufacturer shall also be taken into consideration when determining which method is to be used. The following shall be observed when making such joints: 1. Plastic pipe or tubing shall not be threaded. 2. Solvent cement joints, adhesive joints, and heat- fusion joints shall be made in accordance with approved procedures which have been established and proven by test to produce gas-tight joints at least as strong as the pipe or tubing being joined. 3. Solyent cement or heat fusion joints shall not be nnde between different kinds of plastics. 4. Heat-fusion or mechanical joints shall be used when joining polyethylene pipe, tubing or fittings. 5. Plastic Flanges, flared joints, or special joints nRY be used providing they are approved and properly utilized. 6. When compression type mechanical joints are used on polyethylene, the gasket material in the fittings shall be compatible with the plastic piping and with the gas distributed by the system. An internal tubular rigid stiffener shall be used in conjunction with the fittings and the stiffener shall be flush with end of the pipe or tubing and extend at least to the outside end of the compression fitting when installed. The stiffener shall be free of rough or sharp edges and shall not be a force fit in the plastic. A split tubular stiffener shall not be used. Insert plastic nipples w/stainless steel band type clamps shall not be used. -2- I KJ:rmj 7. The joint shall be designed and installed to effec- tively sustain the longitudinal pull-out forces caused by contraction of the piping or by external loading. 8. Plastic compression fittings may be used to join P. V. C. to steel pipe. 9. P. V. C. to steel transition fitting may be used to joi.n plastic & steel. 10. P. V. C. pipe & fittings shall be cleaned with a cleaner recommended by manufacturer before joining. When connecting plastic pipe to a metallic riser, there shall be a mininum of 24" horizontal length of metallic piping underground at the end of any plastic piping installed, and such section of metallic piping shall be suitably protect- ed against corrosion. The connection between the metallic piping and the plastic piping shall be a mechanical joint type, as described in paragraph 6 & 8 above, or plastic-to- steel transition fitting as recommended by the plastic piping manufacturer. Plastic piping shall not be used when operating gas pressures are in excess of 15 PSIG. All plastic pipe for use with natural gas shall be :rrarked so that all markings remain legible & visr.ble under normal handli.ng and installation practices with the manufacturers' name or trademark, pipe size, plastic pipe material desig- nati.on code, standard dimension ratio number (SDR), and the ASTM specifications to which the pipe conforms, D-2513, and the production code number used in manufacturing. The wall thickness of all polyethylene plastic pipe shall not be less than that specified in ASTM specification for SDR 11 Series of nominal pipe sizes. Pipe conforming to an SDR Series of a larger number shall not be used. Plastic tubing shall be used only to convey natural gas to gas lights and gas grills installed outside of buildings. Plastic tubing shall be marked so that all markings remain legible under normal handling and installation practices with the manufacturers r name or trademark, nominal tubing size, plastic tubing material designation code, the ASTM specification to which the tubing conforms, ASTM- D-2513, and the production code number used in manufac- turing. 'When used for supplying gas to gas lights and grills, plastic tubing size shall be sized as per manufacturer's recommendation, run underground and buried to a minimum depth of 12 inches. 11 -3- I KJ:rmj SECTION 2. THAT Chapter 24 of the Code of Ordinances, City of Lubbock, BE and is hereby amended by adding a new sub-section (17) to Section 24-77 thereof to read as follows: 11(17) -AUTOMATIC VENT DEVICES: island sinks and other _ cfixtures approved by the plumbing inspector shall be vented by approved automatic vent devices. 11 SECTION 3. THAT should any paragraph, sentence. clause, phrase, word or section of this Ordinance be declared un~onstitutional or invalid for any reason, the remainder of this Ordinance shall not be affected thereby. SECTION 4. THAT the City Secretary is hereby authorized to cause publication of the descriptive caption of this Ordinance as an alternative method provided by law. A ND IT IS SO ORDERED.
