AN ORDINANCE AMENDING THE FY 2005-06 BUDGET FOR MUN1CIP AL
PURPOSES RESPECTING 1) GENERAL FUND; 2) ELECTRIC FUND; 3)
GENERAL CAPITAL PROJECTS FUND; 4) PARKS CAPITAL FUND; AND 5)
WATER FUND. (AMENDMENT #3)
WHEREAS, Section 102.010 of the Local Government Code of the State of
Texas authorizes the City Council to make changes in the budget for municipal purposes;
and
WHEREAS, in accordance with the City Budget Ordinance the City Council shall
approve all transfers between funds, accounts, departments or programs for City
purposes; and
WHEREAS, the City Council deems it advisable to change the FY 2005-06
Budget for municipal purposes and reallocate funds as follows; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the City Council of the City of Lubbock hereby approves
changes to the City of Lubbock Budget FY 2005-06 (Budget Amendment #3) for
municipal purposes, as follows:
1. Establish a Capital Improvement Project for Plant #1 Envirorunental Assessment in
the General Capital Projects Fund. The project will be funded $25,000 from General
Fund balance and $25,000 from Electric Fund balance.
2. (a) Capital Improvement Project 90007, Canyon Lakes Dam #4, in the Parks Capital
Projects Fund, be closed and the funding reallocated to other projects in the Parks
Capital Projects Fund. Of the remaining funding in this project, $1,075,000 is to be
reallocated as follows:
o New CIP Project for McAlister Park Improvements $ 800,000
o CIP Project 90384 for Challenger Little League Sports $ 275,000
(b) Establish a Capital Improvement Project for McAlister Park Improvements with
appropriations in the amount of$1,300,000, funded through a $500,000 grant from
Texas Parks and Wildlife and $800,000 1999 GO Bonds.
(c) Amend the Appropriation for Capital Project #90384-Challenger Little League
Sports to be $648,000, funded through $95,000 grant from Texas Parks and Wildlife,
$86,000 private donation, $192,000 already approved City funds, and $275,000 1999
GO Bonds.
3. Establish a $100,000 capital project in the Water Fund to fund the installation or
replacement of backflow devices on City-owned facilities funded from the Water
Fund balance.
SECTION 2. THAT a copy of the changes made to the City of Lubbock Budget
pursuant to this Ordinance shall be filed with the City Secretary and County Clerk of
Lubbock as required by law.
