Fac, Etc. - 09/08/2005I First: Reading September 8~ 2005 Item No. 44 ORDINANCE NO. 2005-oOlll Second Reading September 21, 2005 Item No. 9 AN ORDINANCE AMENDING THE FY 2004-05 BUDGET FOR MUNICIPAL PURPOSES RESPECTING 1) GRANT FUND; 2) DONATIONS FUND; 3) FACILITIES MANAGEMENT FUND; 4) ENVIRONMENTAL COMPLIANCE FUND; 5) RADIO SHOP FUND; 6) ELECTRIC UTILITIES FUND; 7) INFORMATION TECHNOLOGY FUND; AND 8) GENERAL FUND. (AMENDMENT #18) WHEREAS, Section 102.010 of the Local Government Code of the State of Texas authorizes the City Council to make changes in the budget for municipal purposes; and WHEREAS, in accordance with the City Budget Ordinance the City Council shall approve all transfers between funds, accounts, departments or programs for City purposes; and WHEREAS, the City Council deems it advisable to change the FY 2004-05 Budget for municipal purposes and reallocate funds as follows; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION I. THAT the City Council of the City of Lubbock hereby approves changes to the City of Lubbock Budget FY 2004-05 (Budget Amendment #18) for municipal purposes as set forth, as follows: 1. Accept and appropriate grant from the Texas Engineering Extension Service in the amount of$530,169 to fund homeland security items as part ofthe State Homeland Security Grant Program. 2. Accept and appropriate grant in the amount of $61 ,303 from the Department of State Health Services to fund CHS population based services such as public health preventative programs. · 3. Transfer $30,000 from the General Fund fund balance to the Donations Furid for Keep Lubbock Beautiful. 4. Environmental Compliance Fund and Facilities Management Fund be closed and eliminated and the net assets (including inventory, equipment, etc.) transferred to the General Fund effective September 30, 2005. 5. Radio Shop Fund be closed and eliminated and the net assets (including inventory, equipment, etc.) transferred to the Information Technology Fund effective September 30, 2005. 6. Transfer $25,000 from the Facilities Management Fund balance to the City Hall Renovations project. 7. Amending Electric Fund Budget. Revise Electric Fund Budget for overages in capital projects. Specific information regarding this project is competitive information protected under 552.133 of the Texas Government Code. 8. Establish a $50,000 CIP project for Electric Utility Plant 1 Environmental Assessment and Remediation Activities to address notice from Texas Commission on Environmental Quality (TCEQ). Fund balance from both the Electric Utility Fund and the Environmental Compliance Fund, each $25,000, will fund this project. 9. Appropriate $500,000 for Katrina relief efforts, to be reimbursed by the Federal Emergency Management Agency. SECTION 2. THAT a copy of the changes made to the City of Lubbock Budget pursuant to this Ordinance shall be filed with the City Secretary and County Clerk of Lubbock as required by law.
