WHEREAS, the goveming body of the City of Lubbock, as authorized by Article 670ld, §169 (b) Vemon •s Texas Civil statutes, finds that certain prima facie speed limits on certain streets are different from 'Wat is reasonable or safe and should be altered and the preservation of public health and safety required alternation of said prima facie speed limits as hereinafter set forth, Hl'l TBEREFORE1 BE IT ORDAINED BY THE CITY COtll'[!IL OF THE CITY OF LtJB13CX:KI \.. SOCTION 1. THAT the prima facie speed limit established by Article 670ld, Sl66(d) (1)--Vemon•s Texas Civil Statutes as altered and changed for all vehicles on the following designated highways or streets in the corporate limits of the City of IJJbbock, IJJbbock County, Texas, as shown below, to-wit1 A 40 MPH speed limit on both sides of Kent Street from the East Northbound Service Road of I-27 to north QJirt Avenue. srol'ION 2. THAT the City Manager is authorized and directed to cause the placing of signs so as to clearly define the limits of the prima facie areas set out in this Ordinance. srol'ION 3. THAT any person, firm or corporation violating the prima facie speed limit established by this Ordinance shall upon . conviction be fined any sum not to exceed '1WO BIJIDRID ($200.00) OOLIARS. srol'ION 4. THAT the City Secretary is authorized and directed to cause publication of the descriptive caption of this Ordinance together with the penalty as an alternative method of publication as provided by law. srol'ION s. THAT all Ordinances or part of Ordinances conflicting with any of the provisions hereof are hereby repealed insofar as such conflict exists. • •"' SECTION 6. THAT all highways or streets not specifically set forth in the preceding sections hereof shall not be affected by the provisions hereof, and this Ordinance shall be CUlii.Ilative of all other prima facie speed limit Ordinances except those with which it specifically conflicts. SEX:!'l'ION 7. THAT should any section, paragraph, sentence, clause, phrase or word of this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this Ordinance shall not be affected.
