HomeMy WebLinkAboutOrdinance - 2011-O0084 - 2010-11 Grant Interlibrary Loan - 09/08/2011First Reading September 8, 2011 Item No. 5.2 ORDINANCE NO. 2011-00084 Second Reading September 27, 2011 Item No. 5.2 AN ORDINANCE AMENDING THE FY 2010-11 BUDGET FOR MUNICIPAL PURPOSES RESPECTING THE GRANT FUND TO ACCEPT AND APPROPRIATE FUNDING FROM THE TEXAS STATE LIBRARY AND ARCHIVES COMMISSION FOR THE INTERLIBRARY LOAN CENTER GRANT; ACCEPT AND APPROPRIATE FUNDING FROM THE TEXAS STATE LIBRARY AND ARCHIVES COMMISSION FOR THE LIBRARY SYSTEM OPERATION GRANT; ACCEPT AND APPROPRIATE FUNDING FROM THE TEXAS STATE LIBRARY AND ARCHIVES COMMISSION FOR THE TECHNICAL ASSISTANCE NEGOTIATED GRANT (TANG); ACCEPT AND APPROPRIATE FUNDING FROM THE TEXAS DEPARTMENT OF STATE HEALTH SERVICES (DSHS) FOR THE MILK AND DAIRY GRANT; ACCEPT AND APPROPRIATE FUNDING FROM THE TEXAS DSHS FOR THE LOCAL PUBLIC HEALTH SERVICES GRANT; ACCEPT AND APPROPRIATE FUNDING FROM THE TEXAS DSHS FOR THE COMMUNITY PREVENTION SECTION -BIOTERRORISM PREPAREDNESS GRANT; ACCEPT AND APPROPRIATE FUNDING FROM TXDOT FOR THE DRIVING WHILE INTOXICATED (DWI) SELECTIVE TRAFFIC ENFORCEMENT PROGRAM (STEP) AND THE SPEED STEP; ACCEPT AND APPROPRIATE FUNDING FROM THE UNITED ST ATES DEPARTMENT OF JUSTICE FOR THE EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG); RESPECTING THE CAPITAL PROGRAM TO ESTABLISH CIP NO. 92281, DESIGN RUNWAY 17R/35L REHAB; AMEND CIP NO. 92257, PHASE III RUNWAY 8/26 IMPROVEMENTS; AMEND CAPITAL IMPROVEMENT PROJECT (CIP) NO. 9395, GIS SYSTEM IMPROVEMENTS; RESPECTING THE LP&L OPERA TING FUND TO INCREASE THE TRANSFER FROM THE LP&L OPERA TING FUND TO THE LP&L CAPITAL PROJECT FUND AS A FUNDING SOURCE FOR CIP NO. 9395; RESPECTING THE LP&L OPERA TING FUND TO INCREASE THE TRANSFER-OUT TO THE GENERAL FUND AND THE GATEWAY FUND FOR THE FY 2009-10 FRANCHISE FEE TRUE-UP (FFE TRUE-UP); RESPECTING THE GENERAL FUND TO INCREASE THE TRANSFER FROM THE LP&L FUND FOR THE FFE TRUE-UP; RESPECTING THE GENERAL FUND TO INCREASE THE APPROPRIATION IN THE HEALTH DEPARTMENT FOR HEPATITIS-A VACCINATIONS; AND RESPECTING THE GATEWAY FUND TO INCREASE THE TRANSFER FROM THE LP&L FUND FOR THE FFE TRUE-UP. WHEREAS, Section 102.010 of the Local Government Code of the State of Texas authorizes the City Council to make changes in the budget for municipal purposes; and WHEREAS, in accordance with the City Budget Ordinance the City Council shall approve all transfers between funds and departments; and WHEREAS, the City Council deems it advisable to change the FY 2010-11 Budget for municipal purposes and reallocate funds as follows; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT the City Council of the City of Lubbock hereby approves changes to the City of Lubbock Budget FY 2010-11 (Budget Amendment # 17) for municipal purposes, as follows: I. Accept and appropriate $133,346 from the Texas State Library and Archives Commission to fund two full-time employees and the Interlibrary Loan Center. II. Accept and appropriate $142,021 from the Texas State Library and Archives Commission Library System Operation Grant to fund one full-time position and two part-time positions to improve library services in the West Texas Library System (WTLS). III. Accept and appropriate $108,826 from the Texas State Library and Archives Commission for the TANG to fund one full-time technical advisor for public libraries in the WTLS. IV. Accept and appropriate $50,000 from the Texas DSHS for the Milk and Dairy Grant that provides funds for the analysis of raw and retail milk and dairy samples. V. Accept and appropriate $87,645 from the Texas DSHS for the Local Public Health Services Grant that provides funds for one full-time position to conduct case investigations and education and treatment for reportable conditions. VI. Accept and appropriate $252,961 from the Texas DSHS for the Community Prevention Section -Bioterrorism Preparedness Grant to upgrade and integrate state and local public health jurisdiction preparedness in response to terrorism and other public health threats and emergencies. The grant funds three full-time positions. VII. Accept and appropriate $32,041 from TxDOT for the DWI STEP and the Speed STEP and appropriate the local match totaling $71,500. III. Accept and appropriate $99,422.50 from the United States Department of Justice for the Edward Byrnes Memorial JAG and appropriate the local match totaling $99,422.50. IX. Establish CIP No. 92281, Design Runway l 7R/35L Rehab, and appropriate $526,316 for design services for the rehabilitation of Runway l 7R/35L. The project will be funded with 95 percent Airport Improvement Program (AIP) funds, and 5 percent Airport revenue. X. Amend Capital Improvement Project No. 92257, Phase III Runway 8/26 Improvements, by increasing appropriation by $9,615,600, from $22,000,000 to $31,615,600, for the final phase of Runway 8/26 improvements and close Capital Improvement Project No. 2011079, Phase IV Runway 8/26 Improvements, since it will be completed in Phase III. XI. Amend CIP No. 9395, GIS System Improvements, by increasing the appropriation by $300,000, from $1,133,313 to $1,433,313, and approve a $300,000 transfer from the LP&L Operating Fund to the Capital Program. The increase in funding for this project is for the expansion of the existing Avaya Interactive Voice Response system and to add a Lights Out application. The additional funding will come from a transfer totaling $300,000 from the LP&L Fund. XII. Amend the operating budget in the LP&L Fund by increasing the transfers to the General Fund in the amount of $303,854 and to the Gateway Fund in the amount of$202,570 for the FFE true-up from LP&L. III. Amend the General Fund operating budget by increasing the transfer from the LP&L Fund in the amount of $303,854 for the FFE true-up from LP&L. IV. Amend the operating budget in the Gateway Fund by increasing the transfer from the LP&L Fund in the amount of $202,570 for the FFE true-up from LP&L. XV. Amend the General Fund operating budget by increasing the Health Department appropriation in the amount of $275,000 for expenses related to vaccinating the general public for Hepatitis-A. SECTION 2. THAT a copy of the changes made to the City of Lubbock Budget pursuant to this Ordinance shall be filed with the City Secretary and County Clerk of Lubbock as required by law. SECTION 3. THAT should any section, paragraph, sentence, clause, phrase or word of this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this Ordinance shall not be affected thereby.
