HomeMy WebLinkAboutOrdinance - 8903-1986 - Ordinance 8903 Amending Chapter 2; Committee For Women - 03/13/1986II I' I I I First Reading March 13, 1986 Agenda Item #22 Second Reading ~pr:f:ll 9;'.1986 Agenda Item #5 I LJM:da ORDINANCE NO. 8903 I ----- AN ORDINANCE AMENDING CHAPTER 2 OF THE CODE OF ORDINANCES OF THE CITY OF LUBBOCK, TEXAS, ENTITLED "ADMINISTRATION," BY RENEWING THE CREATION OF I THE COMMITTEE FOR WOMEN AS A COMMITTEE INDEPENDENT OF THE COMMUNITY 1 SERVICES COMMISSION; PROVIDING A SAVINGS CLAUSE; AND PROVIDING FOR PUBLI- 1 CATION. i WHEREAS, there presently exists a need for an advisory body on the needs, problems and contributions of women in the community, which group would recommend programs or activities for women; provide assistance to meet the social, economic and vocational needs of women; assist in the coordination of programs designed to realize the potential of all citizens; and provide a clearing house for information, activities and resources within the community; and WHEREAS, the Committee for Women was created two years ago to meet this need ahd has worked diligently in that period to fulfill its charge; 1 and I l I I II II . WHEREAS, the City Council has determined that the Committee is the most appropriate vehicle to meet these continuing needs; NOW THEREFORE: BE IT ORDAINED BY THE CITY COUNCIL or THE CITY or LUBBOCK: SECTION 1. THAT the Code of Ordinances, City of Lubbock, Texas, is hereby amended by repealing the whole of Division 2 of Article V of Chapter 2, which includes Sections 2-147, 2-148, 2-149 and 2-150 • SECTION 2. THAT the Code of Ordinances, City of Lubbock, Texas, is hereby amended by adding an article to Chapter 2, to be numbered Ch. 2, 'i Article XXII, which said Article reads as follows: l! ' n Article XXII Committee for Women Section 2-570. Committee for Women -Created; Title; Purpose. There is hereby created a committee to be called the "Committee for Women." The purpose of such committee is to serve as an advisory body concerning the needs, problems and contributions of women in the community; to recommend programs or activities or provide assistance to meet the social, economic and vocational needs of women; to assist in the coordination of programs designed to realize the potential of all citizens; and to provide a clearing house for information, activities and resources within the community. • I I I ll I' ~ :I 1: J: l, l; Sec. 2-571. Membership of Committee. The "Committee" shall be composed of seventeen (17) members appointed by the City Council. Members shall be citizens of the City of Lubbock. Eight (8) of the seventeen (17) members shall be ini- tially appointed for a term of one (1) year and nine (9) of the seventeen (17) members shall be initially appointed for a term of two (2) years. Thereafter, all regular appointments shall be for a term of two (2) years, however, no member shall serve for more than two (2) consecutive terms, and in any event no longer than five (5) consecu- tive years. The chairperson shall be selected by the members of the Committee. Sec. 2-572. Responsibilities of the Committee. (a) Act as a central clearing house and coordinating agency for activities and information related to the status of women in the community. (b) Provide a clearing house for information on women's legal rights and make referrals to appropriate agencies and organizations. (c) Provide programs or activities to educate the community on the status of women and their obligations to the community. (d) Review the range of services available to women to enable them to make their full contribution to their homes, their jobs, their participation in community life, and for assisting in pursuing needed services whether it be by commercial, cooperative or volunteer agencies or as a public service and make any appropriate recommen- dation. (e) Refer complaints of alleged discrimination against women, following established guidelines, to the Human Relations Commission or appropriate agencies. (f) Stimulate an awareness among both men and women in the community of women's full potential and of the importance of their contribution to the development of the community." SECTION 2. THAT should any section, paragraph, sentence, clause, phrase or word of this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this Ordinance shall not be affected thereby. SECTION 3. THAT the City Secretary is hereby authorized and directed to cause publication of the descriptive caption of this Ordinance as an alternative method of publication provided by law. - 2 - AND IT IS SO ORDERED.
