CITY LIMITS TO 82ND STREET; A PORTION OF WEST LOOP 289 MAIN LANES; A PORTION OF WEST LOOP 289 FRONTAGE ROADS; A PORTION OF SOUTH LOOP 289 MAIN LANES; AND A PORTION OF SOUTH LOOP 289 FRONTAGE ROADS; AUTHORIZING THE PLACING OF SPEED LIMIT SIGNS; PRESCRIBING A PENALTY; PROVIDING FO PUBLICATION; REPEALING ALL ORDINANCES IN CONFLICT HEREWIT~; PRO VIDING THAT STREETS OR HIGHWAYS NOT SPECIFICIALLY SET FORTH HER IN SHALL NOT BE AFFECTED BY THE PROVISIONS HEREOF AND THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL OTHER PRIMA FACIE SPEED LIMIT ORDINANCES EXCEPT THOSE WITH WHICH IT SPECIFICALLY CON- FLICTS; PROVIDING A SAVINGS CLAUSE; AND PROVIDING FOR THE EFFEC- TIVE DA TE OF THIS ORDINANCE. WHEREAS, the governing body of the City of Lubbock, as authorized by Article 6701d, Section 169(b) Vernon rs Texas Civil Statutes, finds that certain prima facie speed limits on certain highways are different from what is reason- able or safe and should be altered and the presersation of public health and safety required alteration of said prima facie speed limits as he reinafter set forth, NOW THEREFORE: I BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: I SECTION 1. THAT the prima facie speed limit established by Article 6701d, Se<ltion 166(a){l)--Vernonfs Texas Civil Statutes is altered and changed fo all vehicle~ on the following designated highways or streets in the corporate limit of the City of Lubbock. Lubbock County, Texas, as shown below, to-wit: QUAKER AVENUE N. CITY LIMITS TO 82ND STREET A 50 MPH Speed Zone for both sides of North Quaker Avenue beginning at the North City Limits and extend ... ing South to 300 feet South of the center line of Kemper Street. A 35 MPH Speed Zone for both sides of North Quaker Avenue beginning 300 feet south of Kemper street and extending South through North Loop 289 to a point 800 feet South of the center line of Erskine Street. A 50 MPH Speed Zone for both sides of Quaker Avenue beginning 800 feet S0uth of the center line of Erskine Street and extending South to the center line of 4th Street. I --. I A 45 MPH Speed Zone for the Northbound traffic beginning at the center line of 19th Street and ex- tending North to the center line of 4th Street. A 40 MPH Speed Zone for the Southbound traffic of Quaker Avenue beginning at the center line of 4th Street and extending South to the center line of 19th Street. A 35 MPH Speed Zone for both sides of Quaker Avenue beginning at the center line of 19th Street and extending South to the center line of Brownfield Road. A 40 MPH Speed Zone for both sides of Quaker Avenue beginning at the center line of Brownfield Road and ex- tending South to the center line of 61st Street. A 35 MPH Speed Zone for both sides of Quaker Avenue beginning at the center line of 61st Street and extending South to the center line of Loop 289. A 45 MPH Speed Zone for both sides of Quaker Avenue beginning at the center line of South Loop 289 and ex- tending South to the center line of 82nd Street. WEST LOOP 289 MAIN LANES A 60 MPH Speed Zone for the Southbound main lanes of West Loop 289 beginning at the center line of West 4th Street (F. M. 2255) and extending South (crossing West 19th Street (S. H. 116) and West 34th Street and Brown ... field Road (U.S. 62•82) for 3. 298 miles. This speed zone shall be established by the Texas Highway Commission. A 70 MPH (Day) 65 MPH (Night) Speed Zone for the South- bound Main Lanes of West Loop 289 beginning 3. 298 miles South of the center line of West 4th Street (F. M. 2255) and extending South 1. 484 miles to the center line of Slide Road (F. M. 1730). This Speed Zone shall be established by the Texas Highway Commission. A 70 MPH (Day) 65 MPH (Night) Speed Zone for the North• bound Main Lanes of West Loop 289 beginning at the center line of Slide Road (F. M. 1730) and extending North for 1. 228 miles. This Speed Zone shall be established by the Texas Highway Commission. A 65 MPH Speed Zone for the Northbound Main Lanes of West Loop 289 beginning 1. 228 miles North of the center line of Slide Road (F. M. 1730) and extending North (cross\.o ing Brownfield Road (U.S. 62--82) for o. 900 mile. This Speed Zone shall be established by the Texas Highway Com- mission. A 60 MPH Speed Zone for the Northbound Main Lanes of West Loop 289 beginning 2. 128 miles North of the center line of Slide Road (F. M. 1730) and extending North (cross- ing West 34th Street and West 19th Street) for 2. 635 miles to the center line of West 4th Street. This Speed Zone shall be established by the Texas Highway Commission. WEST LOOP 289 FRONTAGE ROADS A 45 MPH Speed Zone for the Northbound Frontage Road of West Loop 289 beginning at the center linenf Sil'cte. Road (F. M. 1730) and extending North ~for o. 200 mile. A 55 MPH Speed Zone for the Northbound Frontage Road of West Loop 289 beginning o. 200 mile north of the center line of Slide Road (F. M. 1 730) and extending North for o. 500 mile. A 40 MPH Speed Zone for the Northbound Frontage Road of West Loop 289 beginning O. 700 mile North of the center line of Slide Road (F. M. 1730) and extending North for O. 300 mile. A 60 MPH Speed Zone for the Eastbound Frontage Road of West Loop 289 beginning o. 788 mile West of the cen ... ter line of Slide Road (F. M. 1730) and extending East for o. 588 mile. This Speed Zone shall be established by the Texas Highway Commission. A 45 MPH Speed Zone for the Eastbound Frontage Road of West Loop 289 beginning o. 200 mile West of the center line of Slide Road (F. M. 1730) and extending East to the center line of Slide Road (F. M. 1730). SOUTH LOOP 289 MAIN LANES A 70 MPH (Day) 65 MPH {Night) Speed Zone for the East- bound Main Lanes of South Loop 289 beginning at the center line of Slide Road (F. M. 1730) and extending East {crossing Quaker Avenue, Indiana Avenue., and University Avenue) 4.158 miles. This Speed Zone shall be established by the Texas Highway Commission. A 65 MPH Speed Zone for the Eastbound Main Lanes of South Loop 289 beginning 4.158 miles East of the center line of Slide Road {F. M. 1730) and extending East (cross- ing Avenue H (U. S. 87) O. 899 mile to the center line of Ash Avenue. This Speed Zone shall be established by the Texas Highway Commission. A 65 MPH Speed Zone for the Westbound Main Lanes of South Loop 289 beginning at the center line of Ash Avenue and extending West (crossing Avenue H) 1. 299 miles. This Speed Zone shall be established by the Texas Highway Commission. A 70 MPH (Day) 65 MPH (Night) Speed Zone for the West- bound Main Lanes of South Loop 289 beginning 1. 299 miles West of the center line of Ash Avenue and extending West (crossing University Avenue, Iliana Avenue, and Quaker · Avenue) for 3. 763 miles to the center line of Slide Road (F. M. 1730). This Speed Zone shall be established by the Texas Highway Commission. SOUTH LOOP 289 FRONTAGE ROADS A 45 MPH Speed Zone for the East bound Frontage Road of South Loop 289 beginning at the center line of Slide Road (F. M. 1730) and extending East o. 200 mile. A 55 MPH Speed Zone for the Eastbound Frontage Road of South Loop 289 beginning O. 200 mile East of the center line of Slide Road (F. M. 1730) and extending East o. 592 mile to a point O. 150 mile West of the Center line of Quaker Avenue. M. 1730) • .A 45 MPH Speed Zone for the Westbound Frontage Road of South Loop 289 beginning at a point 0.150 mile East of the center line of Slide Road (F.M. 1730) and extending West to the center line of Slide Road (F. M. 1730). SECTION 2. THAT the City Manager iS authorized and directed to cause the placing of signs so as to clearly define the limits of the prima facie areas set out in this Ordinance. SECTION 3. THAT any person firm or corporation violating the prima facie speed limit established by this Ordinance shall upon conviction be fined any sum not to exceed TWO HUNDRED ($200. 00) DOLLARS. SECTION 4. THAT the City Secretary is authorized and directed to cause publication of the descriptive caption of this Ordinance together with the penalty as an alte;native method of publication as provided by law. I SECTION 5. THAT all Ordinances or parts of Ordinances conflicting with any of the 'p rovisions hereof are hereby repealed insofar as such conflict exists. SECTION.6. THAT all highways or streets not specifically set forth in th preceding sections hereof shall not be affected by the provisions hereof, and this Ordinance shall be cumulative of all other prima facie speed limit Ordinances ex cept those with which it specifically conflicts. SECTION 7. THAT should a ny section, paragraph, sentence, clause, phrase or 1word of this Ordinance be declared 1 unconstitutional or invalid for any reason, tlie remainder of this Ordinance shall not be affected thereby.
