WHEREAS, the City Council of the City of Lubbock recognizes that the Libraries Board advises council regarding library services and needs for the citizens of Lubbock; and WI!EREAS, on March 20, 2017 at its regularly scheduled meeting, the Libraries Board voted unanimously to recommend to the City Council that a seat be added to the board in order that the President of the South Plains Genealogical Society be added as a member of the Libraries Board; and WHEREAS, the City Council ofthe City of lubbock., Texas deems it in the best interest of the citizens of Lubbock to make the following amendments to Chapter 2 of the Code of Ordinances with regard to the Lubbock. Libraries Board; NOW THEREFORE: BE IT ORDAINED BY TJ IE CITY COUNCIL OF THE CITY OF LUBBOCK: Section 1. THAT Atiicle 2.03, Division 6, of the Code of Ordinances of the City of Lubbock, Texas, is hereby amended to read as follows: Sec. 2.03.182 Created; appointment; terms of members There is hereby created and established a library board to be composed often ( 1 0) members. and such board shall be officially designated as the Lubbock Libraries Board. The library director shall be an ex officio member ofthc library board, without voting privileges, and shall act in an advisory capacity to the board. Eight (8) members of such board shall be appointed by the city council and shall hold their office for a term ofthrcc (3) years. Each member shall be entitled to appoint one (I) member of such board from that council member's district. The mayor shall be entitled to appoint two (2) members of such board. Subject to city council approval, the ninth member of the board shall be each newly elected president of the Friends of the Lubbock Public Library, and the tenth member ofthc board shall be each newly elected president of the South Plains Genealogical Society. Sec. 2.03.185 Recommendations; quorum All recommendations made by the board, to the city council shall be by lhc concurring vote of six (6) members ofthc board; provided, however, that this provision shall not exclude a minority recommendation which is hereby authorized to be made in writing by less than a majority of the members of the board. A majority ofthe total membership of the board shall constitute a quorum for the transaction of all matters to be considered by the board. Sec. 2.03.186 Vacancies Upon the death, resignation, removal or expiration of the terms of office of any of the eight council-appointed members of the board, the City Council shall nominate and appoint a successor as a member of the board who shall hold his membership for the unexpired term of the member he is appointed to succeed, or for the term of three (3) years, when the appointment is made due to the expiration of a board member's term. Replacement for the ninth and tenth members shall be a nominee recommended by each of the respective organizations and presented to City Council for approval of said nomination. Section 2. THAT should any paragraph, sentence, clause, phrase or work of this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this Ordinance shall not be affected thereby Section 3. THAT the City Secretary is hereby authorized to cause publication ofthe descriptive caption ofthis Ordinance as an alternative method provided by law. AND IT IS SO ORDERED.
