AN ORDINANCE REPEALING ONE-WAY ALLEY TRAFFIC ORDINANCE NO. 7172, AUTHORIZING
REMOVAL OF ONE-WAY TRAFFIC SIGNS, ESTABLISHING TWO-WAY TRAFFIC ON THE EAST-WEST
ALLEY LYING NORTH AND ABUTTING LOTS 603 THROUGH 615, CAPROCK ADDITION AS DESCRIBED
IN THE BODY OF THIS ORDINANCE, PROVIDING A PENALTY AND FOR PUBLICATION HEREOF, PRO-
VIDING A SAVINGS CLAUSE, AND DECLARING THIS ORDINANCE TO BE AN EMERGENCY MEASURE
AND CUMULATIVE.
WHEREAS, the City Council, after traffic engineering studies, has determined
that Ordinance No. 7172 should be repealed in its entirety; and,
WHEREAS, the traffic flow in the alley described in the body of this Ordinance
needs to be changed from a one-way alley to a two-way alley, and same needs to be
done immediately because of the starting of Lubbock Public Schools to adjust the
traffic in the vicinity of Parsons Elementary School, which creates an emergency
requiring this Ordinance to be passed as an emergency measure to take effect
immediately; NOW THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT Ordinance No. 7172 of the City of Lubbock which established
a one-way (flowing only east) direction for traffic flow in the east-west alley
lying immediately North of and abutting Lots 603 through 615 (inclusive), Caprock
Addition to the City of Lubbock, Lubbock County, Texas, between 58th and 60th
Streets, and Elgin Avenue to Canton Avenue, BE AND THE SAME IS hereby repealed in its
entirety as of the effective date of this repealing Ordinance.
SECTION 2. THAT the City Manager is hereby authorized and directed to cause th ·
removal of any one-way traffic signs placed pursuant to the authority of said
Ordinance No. 7172.
SECTION 3. THAT from and after passage and effective date of this Ordinance
vehicular traffic may proceed in both an easterly or westerly direction in the
alley described in Section 1 hereof, and said alley is hereby designated as a two-
way alley.
SECTION 4. THAT any person, firm or corporation operating a vehicle in
violation of the provisions of this Ordinance shall upon conviction be punished by a
fine not to exceed TWO HUNDRED ($200.00) DOLLARS.
SECTION 5. THAT the City Secretary is authorized and directed to cause the
publication of the descriptive caption of this Ordinance together with the penalty
provision as an alternative method of publication as provided by law.
SECTION 6. THAT all alleys not specifically set forth in the preceding section
hereof shall not be affected by the provisions hereof, and this Ordinance shall be
cumulative of all other traffic ordinances with respect to alleys except those with
which it specifically conflicts.
SECTION 7. THAT should any section, paragraph, sentence, clause, phrase or
word of this Ordinance be declared unconstitutional or invalid for any reason, the
remainder of this Ordinance shall not be affected thereby.

SECTION 8. THAT this Ordinance is hereby declared to be an emergency measure
for the reasons stated in the preamble hereof, and the rule requiring two readings
of an Ordinance before final passage is hereby suspended, and this Ordinance shall
take effect immediately as an emergency measure.
