HomeMy WebLinkAboutOrdinance - 2019-O0162 - Budget Amendment 6 - 12/03/2019 First Reading Second Reading November 19, 2019 December 3, 2019 Item No. 6.4 Item No. 7.1 ORDINANCE NO. 2019-00162 AN ORDINANCE AMENDING THE FY 2019-20 BUDGET FOR MUNICIPAL PURPOSES RESPECTING THE GENERAL FUND AND GRANT FUND TO ACCEPT AND APPROPRIATE FUNDING FROM THE NATIONAL ASSOCIATION OF CITY AND COUNTY HEALTH OFFICIALS FOR THE VIM-CRPA DEMONSTRATION PROJECT; ACCEPT AND APPROPRIATE FUNDING FROM THE DEPARTMENT OF STATE HEALTH SERVICES FOR THE HIV PREVENTION GRANT; ACCEPT AND APPROPRIATE FUNDING FROM THE TEXAS HEALTH AND HUMAN SERVICES COMMISSION FOR THE MEDICAID ADMINISTRATIVE CLAIMING PROGRAM; PROVIDING FOR FILING; AND PROVIDING FOR A SAVINGS CLAUSE. WHEREAS, Section 102.010 of the Local Government Code of the State of Texas authorizes the City Council to make changes in the budget for municipal purposes; and WHEREAS, in accordance with the City Budget Ordinance the City Council shall approve all transfers between funds; and WHEREAS, the City Council deems it advisable to change the FY 2019-20 Budget for municipal purposes and reallocate funds as follows;NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT the City Council of the City of Lubbock hereby approves changes to the City of Lubbock Budget FY 2019-20(Budget Amendment#6) for municipal purposes, as follows: I. Accept and appropriate $25,000 from the National Association of City and County Health Officials for the VIM-CRPA Demonstration Project. II. Accept and appropriate $200,000 from the Department Of State Health Services for the HIV Prevention Grant; III. Accept and appropriate $48,000 from the Texas Health And Human Services Commission for the Medicaid Administrative Claiming Program. IV. Amend the FY 2019-20 Adopted General Fund Operating Budget by decreasing the appropriation for Health Misc Fees by $40,000, from $80,000 to $40,000. The funding will actually be a grant and will be appropriated in the Medicaid Administrative Claiming Program grant fund. V. Amend the FY 2019-20 Adopted General Fund Operating Budget for Public Health by decreasing the appropriation for salary and benefits by $40,000, from $881,619.94 to $841,619.94. These expenses will be appropriated in the Medicaid Administrative Claiming Program grant fiind. SECTION 2. THAT a copy of the changes made to the City of Lubbock Budget pursuant to this Ordinance shall be filed with the City Secretary and County Clerk of Lubbock as required by law. SECTION 3. TFIAT should any section, paragraph, sentence, clause, phrase or word of this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this Ordinance shall not be affected thereby.
