HomeMy WebLinkAboutOrdinance - 6292-1972 - Amending Chapter 11 Code Of Ordinances Section 11-1 - 01/27/1972.G V ORDINANCE NO. 6292 AN ORDINANCE AMENDCNG CHAPTER 11 OF THE CODE OF ORDINANCES OF THE CITY OF LUBBOCK, TEXAS, ENTITLED 11ELECTRICITY1 ~ BY AMEND- ING SECTION 11 .. 1 THEREOF BY PROVIDING FOR NEW ELECTRIC RATES; .MENDING SECTION 11M3 THEREOF PROVIDING FOR EXISTING CONTRACTS; PROVIDING AN EFFECTIVE DATE OF THIS ORDINANCE; PROVIDJNG A SAVING CLAUSE AND PROVIDING FOR PUBLICATION. WHEREAS., the City Council of the City of Lubbock has reviewedi the electric rates presently charged customers within the City of Lubbock by electric utility companies as well as proposed increases in such rates; and WHEREAS., the City Council has found that such electric rates are necessary :o afford a reasonable return to the electric utilities and are not excessive or inflationary; and further, such rates are necessary to afford continued customer service, increases in such service and utility equipment replac.?ment and expan- sions; and WHEREAS., the City Council has directed a study be ma~ of such proposed) rates and has received the recommendation that such proposed rates should be adopted; NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT Section 11 ... 1 of Chapter 11 of the Code of OrdinancesJ City of Lubbock, Texas, BE and is hereby amended to read as follows: 11sec. 11-1. Rates for service furnished in City. The following rates shall be charged for electric service furnished in th City according to classifications herein set out, by all persons, firms o corporations engaged in furnishing such electric power service to the public, including electric service furnished by the Cityts electric light system, which latter system's rates shall not become effective until sucli.J,... time as exception is obtained from the Price Stabilization Commission. RESIDENTIAL ELECTRIC SERVICE :==,-KJ:EW ·-- RATE: 4. 50¢ per kwh for first 100 kwh used per month 2. 20¢ per kwh for next 900 kwh used per month 1. 70¢ per k~h for all additional kwh used per month ELE CTRIC LIVING SERVICES (1) Water Heating -When Customer has in regular use a permanently installed 240 volt, 30 gallons or greater., storage type water heater of not greater than 5. 5 kilowatts, individual rated capacity, the first 200 kwh will be billed at the regular rate, the next 500 kwh at O. 97t-per kw and all additional kwh at the regular rate. (2) All-Electric Space Heating -When Customer has in regular use pe manently :installed space heating equipment of an aggregate rated capac ity of 7. 5 kilowatts or more, excluding bathroom heaters, billing durin the winter months will be the first 500 kwh at the regular rate, and all additional kwh at o. 97r, per kwh. WINTER MONTHS: The billing months of Nwember through April., inclusive. LEVEL PAYMENT PLAN: Upon request., any Customer, whose averag monthly bill is $15. 00 or more, may be billed monthly., based upon one• twelfth of his estimated annual bill, adjusted for previous yearts con ... sumption. All ... electric home Customers will be billed hereunder, unles regular billing is requested. Customers having delinquent or disputed bills are not eligible for billing under this plan. CHARACTER OF SERVICE: A ... C; 60 cycle; single phase 120/240 volts or where available., three phase 240 volts. · DELAYED PAYMENT CHARGE: A delayed payment charge of 10% of th service charges due shall be added to the amount due in the event the sen .. vice charges are not paid on or l;>efore 30 days from the billing date. MINIMUM BILL: $2. 25 per month. COMMERCIAL AND INDUSTRIAL ELECTRIC SERVICE APPLICABLE: To all electric service (except where specific rates are provided)., when all service· is supplied at one point of delivery and meas ured through one kilowatt hour meter. An existing Customer whose ser vice is now being measured at one point of delivery with more than one _, CHARACTER OF SERVICE: If metered on secondary side of distributi transformers, lighting sercice will be 120/240 volt, three wire single phase. If polyphase service is required, it shall be three phase, 240 volts, unless otherwise specified. Where primary metering is used, service will be the primary voltage serving the area. ' DISCOUNTS: When service is accepted at the primary voltage and pri- mary metering is used., 10% will be deducted on all bills except minimu monthly bills, if all transformers and services beyond the point of metering are owned and installed by the Customer. MINX MUM BILL: $2. 25 per month. DELAYED PAYMENT CHARGE: A delayed payment charge of 10% of the service charges due shall be added to the amount due in the event the service charges are not paid on or before thirty (30) days from the billing date. CITY OF LUBBOCK AND SCHOOLS: This rate is applicable to City of Lubbock Departments., Public Schools., and Colleges or Universities., provided, however, that where such facilities are operated under one authority or entity or as one district, but at several locations within the City limits of Lubbock, Texas, the consumption at all such locations may be added together and the authority, entity, or district billed as if all such consumption was one meter. COMMERCIAL AND INDUSTRIAL ELECTRIC SERVICE HEATING RIDER APPLICABLE: To Customers taking service under the Commercial and Industrial Electric Service Rate. WATER HEATING SERVICE: When Customer has in regular use one o j · 1.1.l more permanently installed 30 gallons or greater, storage type water heater., the first 200 kwh per 5 kw of rated capacity, but not less than 200 kwh per water heater will be billed at the regular rate., the next 300 kwh per 5 kw of rated capacity but not less than 300 kwh per water heat will be billed at o. 97f, per kwh., and all additional kwh at the regular rate. ' WINTER MONTHS: The billing months of November through April, inclusive. TYPE OF SERVICE: A-C; 60 cycles; at one available standard voltage of 240 volts or greater. LARGEGENERALSERV~E APPLICABLE: To all commercial and industrial electric service sup- plied at one point of delivery, and measured through one kilowatt-hour meter I where facilities of adequate capacity and suitable voltage are adjacent to the premises to be served • Not applicable to temporary, brealtdown, standby, supplementary, resale, shared service, or where dual service is provided, or to ser- vice for which a specific rate schedule is provided. RATE: Demand Charge: $745. 00 for the first 500 kw, or less, of demand per month. $ 1. 25 per kw for all additional kw of dem- and per month. Energy Charge: • 84t per kwh for the first 230 kwh used per month per kw of demand, or the first 300,000 kwh used per month, whichever is greater. • 59¢ per kwh for the next 230 kwh used per month per kw of demand. • 49¢ per kwh for all additional kwh used per month. DETERMINATION OF DEMAND: The kw determined from serving utility1s demand meter for the 30 minute period of Customer's greatest kw use during the month, but not less than 60% of the highest demand established in the preceding eleven months. PRIMARY SERVICE DISCOUNT: A discount of 3o/o will be allowed when service is supplied at a line voltage of 12 kv, or greater, and no trans- formation is made by the serving utility at the Customer's location. V IRRIGATION WELL ELECTRIC SERVICE APPLICABLE: To power service for a well used for irrigation of crop and/or pasture land. Service to be furnished under contract. Not applicable to domestic house well service. CHARACTER OF SERVICE: Service shall be 240 volt single phase or 240 volt three phase unless otherwise specified. RATE: All kwh per month @ $1. 65i per kwh. MINIMUM BILL: $4. 25 per month. DELAYED PAYMENT CHARGE: A delayed payment charge of 10% of the service charges due shall be added to the amount due in the event the service charges are not paid on or before thirty (30) days from the billing date. CONDITIONS: Service will be supplied through a circuit to which no equipment except the irrigation well motor will be connected. If servi is to be disconnected or reconnected, the request shall be submitted in writing. DISCONNECT: The meter and transformer fuses shall be removed. RECONNECT CHARGE: $25. 00 per well payable in advance. 11 SECTION 2. THAT Section 11-3 of Chapter 11 of the Code of Ordinancesi City of Lubbock., Texas., BE and is hereby amended to read as follows: 11Sec. 11-3. New rates not to affect existing contracts. The rates established in section 11-1 shall in no way be construed to affect rates being charged by virtue of written contracts executed and i effect as of midnight, ; provided however, that upo: the expiration by their own terms of such contracts, all further con- tracts shall be made in conformity with the rates established in section 11-1."
