AN ORDINANCE AUTHORIZING AND INCREASING THE PRIMA FACIE
SPEED LIMITS FROM 30 MILES PER HOUR TO 60 MILES PER HOUR DURING

REPEALING ALL ORDINANCES..IN CONFLICT HEREWITH; AUTHORIZING
PUBLICATION AND DECLARING AN EMERGENCY.
WHEREAS~ the governing body of the City of Lubbock has determined upon
the basis of an engineering and traffic investigation that the prima facie speed
limits set forth and established by Article 8Z7a,. Section 8~ Vernon's Annotated
Penal Code, as amended by Acts of 1951, 5Zd Leg. 1 P. 589, Ch. 3462 Sub-Sse. 1,.
are less than is reasonable or safe under the conditions found to exist upon cer-
tain highways,. streets and/ or parts of highways and streets at the locations name
and designated in the body of this ordinanc e and in the cor porate limits of the City
of Lubbock,_ taking into consideration the width and condition of the pavement and
1 other circumstances O:'l. such certain highways, streets and/or parts of highways
and streetsa as well as the usual traffic thereon; and~

-WHEREAS, it is necessary for the immediate preservation of the public
health and safety to provide for the inunediate enactment of such measures* con ...
stituting an emergency; NOW THEREFORE~
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK:
SECTION l. THAT from and after the effective date of this Ordinance the
prima-facie speed limit established by Article 827a, Section 8• Sub-Sec. 1 (b) (1)
Vernones .Annotated Penal Code1 as amended by Acts 1951, 52d Leg.~ P. 5891
Ch. 346~ Sub .. Sec. 11 is altered and changed for all vehicles to 60 miles per
hour during day light hours and 55 miles per hour during night time hours on
the following designated highways or streets in the corporate limits of the City
of Lubbock, to-wit:
On west side of Slide Road, beginning at 59th Street to south City Limit.
On east side of Slide Road, beginning at south City Limit to 50th Street.
On north side of 34th _Street~ begi nning at Albany Avenue to 40 feet east
of Sectibn Line on Frankford Avenue.
On south side of 34th Street, beginning 40 feet east of Section Line on
Frankford Avenue to Albany Avenue.
SECTION 2. THAT from and after the effective date of this ordinance the
prima-facie speed limit established by Article 827a~ Section 8, Sub-Sec. 1 (b) (1),
Vernon's Annotated Penal Code, as amended by Acts 1951, 52d Leg., P. 589, ~
Ch. 3467 Sub-Se c . 1., is altered and changed for all vehicles to fifty-five (55)
miles per hour on the following designated highways o r streets in the corporate
limits of the City of Lubbock, to-wit:
On the west side of Southeast Drive (formerly Slaton Highway)) beginning
at south property line of 36th Street and extending to ,150 feet south of
Section Line on 50th Street.
On the east side of Southeast Drive• beginning 150 feet south of Section
Line on 50th Street to the existing 50 MPH zone at 42nd Street.
On south side of West 19th Streeta beginning 40 feet east of Section Line
on Frankford Avenue to 1650 feet west of Slide Road.
On north side of West 19th Street, beginning 1500 feet west of Slide Road
to 40 feet east of Section line on Frankford Avenue.
SECTION 3. THAT from and after the effective date of this ordinance the
prima-facie speed limit established by Article 827a, Section 8~ Sub-Sec. 1 {b) (l)a
Vernon1s Annotated Penal Co:ie:t as amended by Acts 19517 52d Leg., P. 589a
Ch. 346, Sub-Sec. 11 is altered and changed for all vehicles to tlirty miles per
hour on the following designated highways or streets in the corporate liznits of
the City of Lubbock, to-wit:
west_to east property line of Vicksburg Avenue. ..
On north side of 19th Streett beginning at Peoria Avenue and extending I

SECTION 4. THAT from and after the effective date of this ordinance the
prima-facie speed limit established by Article 82.7 a, Section 8*. Sub-Sec. l(b)(l)
Vernon1s Annotated Penal Code~. as amended by Acts 1951, SZ.d Leg.~ P. 589, .
Ch. 346, Sub-Sec. lll-is altered and changed for all vehicles to thirty-five
miles per hour on the following designated highways or streets in the corporate
limits of the City of Lubbock, to-wit:
On north side of West 34th Streett beginning at Slide Road to .Albany
Avenue.
On south side of West 34th Street111 beginning at Albany Avenue to Slide
Road.
SECTION 5. All highways or streets not specifically set forth in Section 1,
2, 31 and 4 of this ordinance shall not be affected by the provisions o:f this
ordinance, and shall be cumulative of all other ordinances.
SECTION 6. That all ordinances or parts of ordinances conflicting with
any of the provisions hereof are hereby repealed insofar as such conflict exists.
SECTION 7. Any violation of the prima-facie speed limit established by thi
ordinance by any per son, firm or corporation shall be unlawful and shall consti-
tute a vXilation as provided by Section 8 of Article 827a,. as amende4., Vernon1s
Annotated Penal Code, and upon conviction such person,, firm or corporation
shall be punished by a fine of not more than Two Hundred Dollars ($2.00. OOh. and
:for subsequent violations within one year thereafter such p ·erson shall be prose-
cuted as prescribed for such violations by Section 15 of.Article 82.7a1, Vernon1s
Annotated Penal Code.
SECTION 8. The City Secretary is hereby authorized and directed to cause
the publication of the descriptive caption o.f this ordinance, together with the
perl.alty provisions as required by law.
SECTION 9. The Traffic Engineer is authorized and directed to place speed
limit signs so as to clearly define the limits of the prima-facie areas set out in
this ordinance.
SECTION 10. Should any sectiona paragrap~~ sentence• clause, phrase or
word of this ordinance be declared unconstitutional or invalid for any reason,. the
remainder of this ordinance shall not be affected thereby.
SECTION 11. The fact that the heavy flow o£ vehicular traffic through the
several highways and streets as herein designated and established as a hazard,
dangerous to the safety of persons and property7 creates a public necessity re-
qwring all rules that no ordinance shall be finally passed on the day of its intro ...
duction be suspended; and this ordinance is declared to be an emergency measu.r
