AN ORDINANCE AUTHORIZING THE ALTERING AND CHANGING OF THE
PRIMA FACIE SPEED LIMIT FOR ALL VEHICLES ON THE FOLLOWING STREET
IN THE CORPORATE LIMITS OF THE CITY OF LUBBOCK1 LUBBOCK COUNTYt
TEXAS, TO-WIT: PORTIONS OF 66TH STREET AND A PORTION OF 34TH
STREET, AUTHORIZING THE PLACING OF SPEED LIMIT SIGNS, PRESCRIBING
A PENALTY; PROVIDING FOR PUBLICATION; REPEALING ALL ORDINANCES
IN CONFLICT HEREWITH; PROVIDING THAT STREETS OR HIGHWAYS NOT
SPECIFICALLY SET FORTH HEREIN SHALL NOT BE AFFECTED BY THE PRO-
ISIONS HEREOF AND THAT TillS ORDINANCE SHALL BE CUMULATIVE OF AL
OTHER PRIMA FACIE SPEED LIMIT ORDINANCES EXCEPT THOSE WITH WIDC
T SPECIFICALLY CONFLICTS; PROVIDING A SAVINGS CLAUSE; DECLARING
EMERGENCY; AND PROVIDING FOR THE EFFECTIVE DATE OF THIS
RDINANCE.
WHEREAS, the governing body of the City of Lubbock, as authorized by Articl
6701d, Section 169(b) Vernon's Texas Civil Statutes, finds that certain prima facie
peed limits on certain highways are different from what is reasonable or safe and
hould be altened and the immediate preser vation of public health and safety
equired immediate alteration of said prima facie speed limits as hereinafter set
orth, which creates an emergency, NOW THEREFORE:
E IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:

SECTION 1. THAT the prima facie speed limit established by Article 670ld,
ection 166(a)(l) .. -Vernon's Texas Civil Statutes is altered and changed for all
ehlcles on the following designated highways or streets in the corporate limits of
he City of Lubbock, Lubbock Countyt Texas:
66TH STREET
A 35 M.P. H. Speed Zone for all traffic on both sides of 66th Street,
between Indiana Avenue and University Avenue.
A 40 M.P. H. Speed Zone for all traffic on both sides of 66th Street,
between University Avenue and Avenue H {U.S. 87).
34TH STREET
A 35 M.P. H. Speed Zone for all traffic on both sides of 34th Street,
between Avenue H and Slide Road.
SECTION 2. The City Manager is authorized and directed to cause the placin
f signs so as to clearly define the limits of the prima facie areas set out in this
rdinance.

SECTION 3. Any person, firm, or corporation violating the prima facie
speed limit established by this Ordinance shall, upon conviction, be fined any sum
otto exceed TWO HUNDRED ($2<;0.~ DOLLARS.
SECTION 4. The City Secretary is authorized and directed to cause the publi
ation of the descriptive caption of this Ordinance together with the penalty as an
lternative method of publication as provided by law.
SECTION 5. THAT all ordinances or parts of ordinances conflicting with any
f the provisions hereof are hereby repealed insofar as such conflict exists.
SECTION 6. THAT all highways or streets not specifically set forth in the pr -
eding sections hereof shall not be affected by the provisions hereof, and this Ordi
ance shall be cumulative of all other prima facie speed limit Ordinances except
hose with which it specifically conflicts.
SECTION 7. Should any section, paragraph~ sentence# clause, phrase, or
ord of this Ordinance be declared unconstitutional or invalid for any reason, the
emainder of this Ordinance shall not be affected thereby.
SECTION 8. The fact that public necessity and convenience requires that this
rdinance be passed as an emergency measure for reasons set forth in the pre-
mble hereof, the rule requiring that no Ordinance shall be finally passed on the da
fits introduction be suspended, and this Ordinance is declared to be an emergency
easure to take effect from and after its passage. ·
