J 275 AN ORDINANCE AM!lNDING S~TION 10, EXHIBIT n A" OF ORDINANCE NO. 894 :ENTITLED 11AN ORDINANCE CLASSIFYING ALL POSITIONS IN THE CLASSIFIED SERVICE OF THE CITY OF LUBBOCK; DEFINJNG CERTAIN TERl-'5; PROVIDING FOR THE ESTABLISHMmT .AND ADOPTION OF THE CLASSIFICATION PLAN; PROVIDING FOR ~ORDS OF THE PLAN TO BE MAINTAINED; INTERPRETlNG THE CLASS SPIDIFICATIONS SO ESTABLISHED; PROVIDING FOR THE .ALLOCATION OF POSITIONS TO THE VARIOUS CLASS~; PROVIDING FOR THE RE- ALLOCATION OF POSITIONS WH.Im DUTIFS CHANGE; PROVIDING FOR APPEAL BY THE EMPLOYEE; PROVIDING FOR THE STATUS OF PRES~T EMPLOYEES; PROVIDING FOR ~ERIODIC INV-ESTIGA- TIONS OF THE CLASSIFICATION PLAN; ~ROVIDING ORDINANCES; PROVIDniG FOR AMENDMENTS TO THIS ORDINANCE; AND LISTnm CLASS SP~IFICATIONS," SO AS TO ADD TO SAID EXHIBIT "A" OF SIDTION 10 AND ESTABLISH THE FOLLOWING POSITIONS, TO-WIT• DEBl)TY CHIEF OF POLICE. WHEREAS, Ordinance No. 894 provides for positions in the classified service of the City of Lubbock and the Civil Service Commission has re~ommended the establishment under the provisions of said Ordinance of the position of Deputy Chief of Polioe; and, lVHEREAS, such positions in connection with the Police De~artment provide for the usual daily operation thereof and such positions shall be immediately established; THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK: SOOTION 1. That Exhibit "A" of Section 10 of Ordinance No. 894 is hereb,y amended so as to include the following position in the Police Department, to-wit: DEPUTY CHIEF OF POLICE DISTINGUISHTiiG CHARACTERISTICS OF WORK: This position involves administrative and technical phases of police work in the general supervision of a division of the Poliee Department, to which assignment is made b,y the Chief of Police, and with rank between that of Captain and Assistant Chief. The work involves full responsibility for the effective performance of all activities and operations of a division of the Police Department, and also the co-ordination of such activities and operations with those of other divisions, in accordance with departmental rules and regulations and with policies and special instructions promulgated b.y the Chief of Police or other superior officer. The work requires the application of seasoned judgment and skill in dealing with the various problems relating to personnel, effectiveness of methods and techniques employed, and in the interpretation and execution of departmental policies and regulations; also personal participation in more difficult problems and activities of the department and of the division supervised, and instruction of subordinate officers regarding plans and methods to be followed in special cases. Work is normally performed independently in accordance with departmental policies, regula- tions and precedents and with general and/or specific instructions from superior officers. Work is reviewed through observati on and evaluation of results obtained and reports submitted. r c EXAMPLES OF WORK: Plans general activities and operations of the division supervised, and supervises all employees thereof in the performance of their duties. Checks arrests and sees that cases are properly investigated prior to court trials. Assumes charge of police activities at the scenes of large fire, riot, or other major emergency. ' Confers with citizens relative to complaints affecting the police employees in the division supervised. Initiates and transmits to subordinate officers general methods and procedures to be followed, and personally participates in investigation and handling of difficult problems and cases. Serves as witne~s in court trials, and appears before grand juries. Analyzes methods and procedures of division supervised, and makes recommendations to superior officers for improvement of same. Conducts inter-departmental correspondence, prepares and/or supervises preparation of necessary records and reports relative to activities of division supervised; also reviews and checks simila.r records and reports received from subordinates. I Inspects personnel and equipment of division; recommends promotions , or other s t atus changes of supervised employees. Upon specific authorization, performs duties of Chief or other superiors during their absence or disability. Performs related work or duties as assigned or required. Is responsible directly to the Chief of Police or his assistant for the activities of the division supervised. DESIRABLE KNOWLEDGE AND SKILlS~ Qomplete khowleage of modern police administrative and investigation methods in solving of crimes and apprehension of criminals; amso of laws, ordi- nanoes and departmental rules and regulations. Must possess demonstrated administrative and leadership ability, also proven aptitude in analyzation and handling of complex poli~e problems; also ' ability to meet and command respect from both public and subordinates. Intimate knowledge of geography of city and location of important buildings and institutions. DESIRABLE EXPERIENCE AND TRAINING: Education equivalent to that represented b,y graduation from a standard high school, plus completion of at least two different courses in police training and methods. Experience shall be in accordance with the requirements governing promotions, as sat forth under Section 14 (D) Fire and Police Civil Service Law, as amended, and Rule XV, Section 96, Firemen's and Policemen's Civil Service Rules for the City of Lubbock. -2- NECESSARY SPECIAL QUALIFICATIONS: Minimum age 28 years. Candidates. must be able to meet all physical and medical· requirements, including height and weight, as prescribed b.y Civil Service Rules. ~~i~!: Must hold a restricted radio-telephone oparator•s license, issued by the Federal Communications Commission. SIDTION 2. The fact that the subject matter of this Ordinance deals with the usual daily operation of a City department creates an emergency requiring the immediate passage of this Ordinance which shall be effective upon its first reading and passage.
