PARKING METER J-13-10; REPEALING ALL CONFLICTING PORTIONS OR OTHER ORDINA..'\JCES; AND DECLARING AN EME}l}SNCY. WHEREAS, the need for a loading zone on the West side of Avenue J, beginning 110 feet from the south line of 13th Street and extending Twenty feet (20') South, is necessary to the public safety and greater use of the public street; and, WHEREAS, the City Commission has passed ordinances establishing a park- ing meter zone and authorized placing of meters in that area, and it is necessary to reoove said parking meters; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK: SECTION 1. That the Traffic Engineer be, and he hereby is authorized to cause due removal of Parking Meter No. J-13-10. SECTION 2. The parking meter authorized to be removed by the pro- vision of Section One (1) of this Ordinance, after all money contained in the meter has been duly checked and accow1ted for, shall be reconditioned and renum- bered for use at other locations. SECTIOl~ 3. That part of the provision of any ordinance or order in conflict with this Ordinance is hereby repealed. SECTION 4. That due to the changing traffic conditions creating a hazard injurious to the public and public's use of the streets, the enactment of this Ordinance is declared to be an emergency measure, thereby creating a public necessity that the rule requiring proposed ordinances to be presented at two (2) separate meetings be dispensed with and this Ordinance shall be effective from the date of its passage as provided by law. AND IT IS SO ORDERED.
