ORDINANCE NO. 8836
AN ORDINANCE AMENDING CHAPTER 8 OF THE CODE OF ORDINANCES OF THE CITY
OF LUBBOCK, TEXAS, WITH REGARD TO CITY VOTING PRECINCT CHANGES REQUIRED AS
A RESULT OF POPULATION INCREASES, NEW ANNEXATIONS AND CHANGES IN COUNTY
VOTING PRECINCTS; PROVIDING FOR CREATION OF NEW CITY VOTING PRECINCTS;
DELETION OF CITY VOTING PRECINCT DISTRICTS NO LONGER REQUIRED; ALTERING
CERTAIN POLLING PLACES; ALTERING CERTAIN CITY VOTING PRECINCT BOUNDARY
DESCRIPTIONS; PROVIDING NEW DESCRIPTIONS OF THE PRECINCTS CONTAINED IN THE
VARIOUS CITY VOTING DISTRICTS; PROVIDING A MAP OF CITY VOTING PRECINCTS AND
1 CITY VOTING DISTRICTS; PROVIDING THAT ALL PORTIONS OF CHAPTER 8 NOT HEREIN
AMENDED SHALL REMAIN THE SAME; PROVIDING A SAVINGS CLAUSE; AND PROVIDING
FOR PUBLICATION.
WHEREAS, the Legislature of the State of Texas has enacted a new Texas
Election Code, House Bill No. 1139, containing numerous provisions affect-
ing municipal elections and requiring city-county cooperation; and
WHEREAS, Sec. 42.061 of the new Texas Election Code states that an
election precinct established by a city authority may not divide a county
election precinct, except so far as is necessary to follow the city's
boundary; and
WHEREAS, Sec. 42.006 of the new Texas Election Code states that county
election precincts in a county of Lubbock County's size may not contain
more than 3,000 registered voters; and
WHEREAS, several city-county voting precincts in the City of Lubbock
exceed or soon will exceed the specified maximum number of registered
voters; and
WHEREAS, Sec. 43.034 of the new Texas Election Code mandates that the
governing body of each subdivision that holds elections shall cooperate
with the county commissioners court in its respective county with regard to
polling places; and
WHEREAS, the City of Lubbock has had several recent annexations which
affect city voting precincts; and
WHEREAS, the Lubbock County Commissioners heretofore on August 26,
1985, approved various changes in county voting precincts and polling
places which necessitate action by the City of Lubbock to conform its city
voting precincts to the county voting precincts for reasons of law and
convenience of the voters; and
WHEREAS, the City Council of the City of Lubbock deems it to be in the
best interest of the citizens of the City of Lubbock to specify the
creation of nine new city voting precincts, eliminate four current city
voting precinct designations; alter five polling places and amend the
boundary descriptions of 13 current city voting precincts; NOW THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the Code of Ordinances of the City of Lubbock, Texas,
BE and is hereby amended by adding to Section 8-4 boundary descriptions for
the following newly created city voting districts, which descriptions shall
be inserted in Section 8-4 in numerical order.
VOTING PRECINCT NO. 70 Beginning at the intersection of the Idalou
Highway, U.S. 82 & 62 and East Erskine Street; thence southwest along
Idalou Highway, U.S. & 82 & 62 to its intersection with Parkway Drive,
U.S. 82; thence west along Parkway Drive to its intersection with
MacKenzie State Park Road; thence northwest along MacKenzie State Park
Road to its intersection with Amarillo Road; thence northwest along
Amarillo Road to its intersection with Erskine Street; thence east
along Erskine Street and East Erskine Street to the point of be-
ginning. The voting place shall be Parkway Elementary School.
VOTING PRECINCT NO. 71 Beginning at the intersection of North
Frankford Avenue and Erskine Street; thence north along North Frank-
ford Avenue to a point 660 feet north of the intersection of the
center lines of North Frankford Avenue and Erskine Street; thence west
150 feet to a point 150 feet west and 660 feet north of the inter-
section of the center lines of North Frankford Avenue and Erskine
Street; thence north along a line (the city limits) 150 feet west of
the center line of North Frankford Avenue to a point 150 feet north
and 150 west of the intersection of the center lines of North Frank-
ford Avenue and Ursuline Street; thence east along a line (the city
limits) 150 feet north of the center line of Ursuline Street to a
point 1391 feet east and 150 feet north of the intersection of the
center lines of North Quaker Avenue and Ursuline Street; thence south
150 feet to Ursuline Street; thence east along Ursuline Street to its
intersection with North Quaker Avenue; thence south along North Quaker
Avenue to its intersection with North Loop 289; thence southwest along
North Loop 289 to its intersection with Erskine Street; thence west
along Erskine Street to the point of beginning. The voting place
shall be Broadview Baptist Church.
VOTING PRECINCT NO. 72 Beginning at the intersection of Frankford
Avenue and 4th Street; thence south along Frankford Avenue to its
intersection with 19th Street; thence west along 19th Street to its
intersection with Milwaukee Avenue; thence north along Milwaukee

Avenue to a point 345.4 feet north of the intersection of the center
lines of Milwaukee Avenue and 19th Street; thence west 150 feet to a
point 150 feet west and 345.4 feet north of the intersection of the
center lines of Milwaukee Avenue and 19th Street; thence north along a
line 150 feet west of the center line of Milwaukee Avenue to its
intersection with 4th Street; thence east along 4th Street to the
point of beginning. The voting place shall be frenship Elementary
School.
VOTING PRECINCT NO. 73 Beginning at the intersection of frankford
Avenue and 66th Street; thence east along 66th Street to its inter-
section with Chicago Avenue; thence south along Chicago Avenue to its
intersection with B2nd Street; thence west along B2nd Street to a
point 150 feet west of the intersection of the center lines of B2nd
Street and frankford Avenue; thence south 150 feet to a point 150 feet
south and 150 feet west of the intersection of the center lines of
B2nd Street and frankford Avenue; thence west along a line 150 feet
south of the center line of B2nd Street to a point 150 feet south and
150 feet west of the intersection of the center lines of B2nd Street
and Milwaukee Avenue; thence north along a line 150 feet west of the
center line of Milwaukee Avenue to its intersection with Brownfield
Highway, U.S. Highway 62; thence northeast along the Brownfield
Highway, U.S. Highway 62 to its intersection with frankford Avenue;
thence south along frankford Avenue to the point of beginning. The
voting place shall be South Plains Church of Christ.
VOTING PRECINCT NO. 74 Beginning at the intersection of 58th Street
and Quaker Avenue; thence south along Quaker Avenue to its inter-
section with 64th Street; thence east along 64th Street to its
intersection with Peoria Avenue; thence south along Peoria Avenue to
its intersection with South Loop 289; thence west along South Loop 289
to its intersection with Quaker Avenue; thence south along Quaker
Avenue to its intersection with B2nd Street; thence west along B2nd
Street to its intersection with Utica Avenue; thence north along Utica
Avenue to the point of beginning. The voting place shall be the
Community Room of the Godeke Library.
VOTING PRECINCT NO. 75 Beginning at the intersection of B2nd Street
and Indiana Avenue; thence west along B2nd Street to its intersection
with Quaker Avenue; thence north along Quaker Avenue to its inter-
section with South Loop 289; thence east along South Loop 289 to its
intersection with Indiana Avenue; thence south along Indiana Avenue to
the point of beginning. The voting place shall be Cumberland
Presbyterian Church.
VOTING PRECINCT NO. 78 Beginning at a point 660 feet south and 150
feet west of the northeast corner of Section 21, Block A-K Lubbock
County, Texas; thence west along a line (the city limits) parallel to

and Section 22, Block A-K; approximately 5790 feet to a point which is
660 feet south and 660 feet west of the northeast corner of Section

BE and is hereby amended by deleting from Section 8-4 boundary descriptions
for former city voting precincts Nos. 31, 32, 56 and 65.
SECTION 3. THAT the Code of Ordinances of the City of Lubbock, Texas,
BE and is hereby amended by altering the polling places recited in Section
8-4 for city voting precincts Nos. 49, 50, 66 and 67 to read as follows:
City Voting Precinct No. 49 The voting place shall be as is hereafter
designated by election order.
City Voting Precinct No. 50 The voting place shall be the Texas Tech
University Center.
City Voting Precinct No. 66 The voting place shall be Wayland Baptist
University.

City Voting Precinct No. 67 The voting place shall be City Fire
Station No. 14.
SECTION 4. THAT the Code of Ordinances of the City of Lubbock, Texas,
BE and is hereby amended by altering the boundary descriptions recited in
Section 8-4 for the following city voting precincts.

and Avenue P; thence south along a line (the city limits) 150 feet

SECTION 5. THAT the Code of Ordinances of the City of Lubbock, Texas
BE and is hereby amended by amending for increased clarity and
understanding the descriptions of the boundaries of the following City
voting precincts.
VOTING PRECINCT NO. 3 Beginning at the intersection of North Univer-
sity Avenue and Cornell Street; thence south along North University
Avenue and University Avenue to the intersection of University Avenue
and 4th Street; thence west along 4th Street to its intersection with
Indiana Avenue; thence north along Indiana Avenue and North Indiana
Avenue to the intersection of North Indiana Avenue and Cornell Street;
thence east along Cornell Street to the point of beginning. The
voting place shall be McWhorter Elementary School.
VOTING PRECINCT NO. 4 Beginning at a point 150 feet north of the
intersection of the center line of North University Avenue and Regis
Street; thence south along North University Avenue and University
Avenue to its intersection with 4th Street; thence east along 4th
Street to its intersection with Avenue Q; thence north along Avenue Q
and North Avenue Q to a point 150 feet north of the intersection of
the center lines of North Avenue Q and Regis Street (the City limits);
thence east along a line 150 feet north of the center line of Regis
Street (the City limits) to the point of beginning. The voting place
shall be Jackson Elementary School.
VOTING PRECINCT NO. 5 Beginning at the intersection of Erskine Street
with North Avenue Q; thence east along Erskine Street to its inter-
section with Amarillo Road; thence south along Amarillo Road to its
intersection with 3rd Street; thence east at the entrance into
MacKenzie State Park and southeast along the park road past Parkway
Drive to the intersection of the park road with the Yellowhouse Fork
of the Brazos River near Broadway; thence south along the Yellowhouse
Fork of the Brazos River to its intersection with East 19th Street;
thence west along East 19th Street to its intersection with Avenue H;
thence north along Avenue H to its intersection with Broadway Street;

thence south along Avenue H to a point 43.2 feet south of the alley
between Broadway Street and Main Street; thence west along a line 43.2

feet along Texas Avenue to its intersection with the alley between
Broadway Street and Main Street; thence west along the alley between
Broadway Street and Main Street to its intersection with Avenue Q;

beginning. The voting place shall be Guadalupe Elementary School.
VOTING PRECINCT NO. 20 Beginning at the intersection of 19th Street
and Avenue H; thence east along 19th Street and East 19th Street to
its intersection with Peach Avenue; thence south along Peach Avenue to

Street to the east city limits; thence south along the east city
limits to its intersection with East 66th Street; thence west along

Brownfield Highway to the intersection of Loop 289; thence southeast
along loop 289 to the point of beginning. The voting place shall be
Wester Elementary School.
VOTING PRECINCT NO. 40 Beginning at the intersection of East 4th
Street and the east city limits, a point 150 feet east of the center
line of Olive Avenue; thence west along East 4th Street to its
intersection with Quirt Avenue; thence north along Quirt Avenue to its
intersection with Parkway Drive, U.S. Highway 82; thence west along

Road; thence west along a line (the city limits) 660 feet south of the
center line of 98th Street to a point 150 feet west and 660 feet south
of the intersection of the center lines of 98th Street and Frankford
Avenue; thence north along a line 150 feet west of the center line of
frankford Avenue to its intersection with 82nd Street; thence east
along 82nd Street to the point of beginning. The voting place shall
be Calvary Baptist Church.
VOTING PRECINCT NO. 58 Beginning at the intersection of 4th Street
and frankford Avenue; thence west along 4th Street to a point 150 feet
west of the intersection of the center lines of 4th Street and
Milwaukee Avenue; thence north along a line (the part north of the
alley between Jrd and 4th Streets being the city limits) 150 feet west
of the center line of Milwaukee Avenue to a point 150 feet west and

660 north of the intersection of the center lines of Erskine Street
and North Milwaukee Avenue; thence east along a line (the city limits)
660 feet north of center line of Erskine Street to its intersection
with North Frankford Avenue; thence south along North Frankford Avenue

shall be Fire Station No. 13.
SECTION 6. THAT the Code of Ordinances of the City of Lubbock, Texas,
BE and is hereby amended by renaming current city voting precinct No. 31 as
city voting precinct No. 76 and moving said boundary description to its
proper place in numerical order within Section 8-4 of the Code of Ordi-
nances.
SECTION 7. THAT the Code of Ordinances of the City of Lubbock, Texas,
BE and is hereby amended by altering the city voting district descriptions
recited in Section 8-4, paragraph b, to read as follows:
Voting District No. 1--Precinct Nos. 1,2,3,4,5,8,10,63,79 & 80.
Voting District No. 2--Precinct Nos. 6,19,20,26,40 & 70.
Voting District No. 3--Precinct Nos. 11,14,15,16,17,18,24,25,29 & 49.

SECTION B. THAT the Code of Ordinances of the City of Lubbock, Texas,
BE and is hereby amended by deleting paragraph B-4(c) and substituting
therefor the following:
(c) The voting precincts and voting districts set out in this
section are hereby delineated on the map denominated "City of Lubbock
Voting Precincts, effective January 1, 1986." A copy of said map is
attached to and made a part of this Ordinance as if fully copied
herein in detail. A copy of the original of such map shall be kept in
the office of the City Secretary and shall be available for public
inspection, and at each special and general city election, a true copy
of said map shall be furnished by the City Secretary to each of the
presiding judges of the voting precincts for such special or general
city election.
SECTION 9. THAT all portions of Chapter 8 of the Code of Ordinances
of the City of Lubbock not hereinabove altered shall remain as they are.
SECTION 10. THAT should any section, paragraph, sentence, clause,
phrase or word of this Ordinance be declared unconstitutional or invalid
for any reason, the remainder of this Ordinance shall not be affected
thereby.
