AN ORDINANCE OF THE CITY COUNCIL Of THE CITY Of LUBBOCK APPROVING ANO
ADOPTING AN AMENDMENT TO THE URBAN RENEWAL PLAN fOR THE MEMORIAL CENTER
COMPLEX URBAN RENEWAL PROJECT, NO. TEX.R-138(C).
WHEREAS, an amendment to the Urban Renewal Plan for the Memorial
Center Complex Urban Renewal Project, No. TEX.R-138(C), hereinafter set
forth as Exhibit A, and made a part hereof, has been reviewed by and
approved by the Planning and Zoning Commission of the City' of Lubbock and
by the Urban Renewal Agency of the City of Lubbock; and
WHEREAS, the proposed amendment to said Urban Renewal Plan conforms to
the general plan of development of the City as a whole and is compatible to
the existing and proposed land uses, the thoroughfare plan, and recre-
ational and community facilities of the area; and
WHEREAS, a feasible method exists for the relocation of families or
individuals who will be displaced from the proposed amendment to said Urban
Renewal Area in decent, safe and sanitary dwelling accommodations within
their means and without undue hardship to such families or individuals; and
WHEREAS, the proposed amendment to said Urban Renewal Plan will afford
maximum opportunity consistent with the sound needs of the City as a whole,
for the rehabilitation or redevelopment of the Urban Renewal Area by
private enterprise; NOW THEREfORE:
BE IT ORDAINED BY THE CITY COUNCIL Of THE CITY OF LUBBOCK:
SECTION 1. THAT the amendment to the Urban Renewal Plan for the
Memorial Center Complex Urban Renewal Project, No. TEX.R-138(C) designated
as Exhibit A to this Ordinance, BE and is hereby approved and adopted.
AND IT IS SO ORDERED,

BEGINNING at a point where the west right-of-way line of Avenue K intersects
with the . south right-of-way line of 4th Street, the original N::>rt.haast oomer

'IHENCE, in a southerly direction along the west right-of-way line of Avenue K
to its intersection with the oorth right-of-way line of lOth Street:
'IHENCE, in a westerly direction along the north right-of-way line of lOth Street
to its intersection with the east right-of-way line of Avenue Q;
'!HENCE, in a northerly direction along the east right-of-way line of Avenue Q
to its intersection with the south right-of-way line of 4th Street;
'!HENCE, in an easterly direction along the south right-of-way line of 4th Street
to its intersection with an extension of the west right-of-way line of the
oorth-south alley between Avenue P and Paris Avenue:
'!HENCE, in a northerly direction along said extension of the west right-of-way
line of the north-south alley between Avenue P and Paris Avenue to its inter-
section with the south right-of-way line of 2nd Street;
'!HENCE, in an easterly direction along the south right-of-way line of 2nd Street
to its intersection with the easterly right-of-way line of the Crosbyton Branch
of the Panhandle and Santa Fe Railroad;
'IHENCE, in a southerly direction and a southeasterly direction along the east
right-of-way line of the Crosbyton Branch of the Panhandle and Santa Fe Railroad
and the northeasterly right-of-way line of the Panhandle and Santa Fe Railroad
to its point of intersection with the north right-of-way line of 4th Street;

to a point in the extension of said right-of-way line which is across fran and
