AN ORDINANCE AMENDING CHAPTER 8 Of THE CODE Of ORDINANCES Of THE CITY
Of LUBBOCK, TEXAS, TO PROVIDE FOR VOTING DISTRICTS Of THE CITY Of LUBBOCK
AND PROVIDING DESCRIPTIONS OF SAID VOTING DISTRICTS; PROVIDING FOR AMEND-
MENT Of BOUNDARY DESCRIPTIONS Of VOTING PRECINCTS TO ACCOMMODATE AREAS
NEWLY ANNEXED TO THE CITY Of LUBBOCK; PROVIDING FOR THE CREATION Of TWO NEW
VOTING PRECINCTS AND PROVIDING BOUNDARY DESCRIPTIONS Of SAID PRECINCTS;
PROVIDING A MAP Of THE VOTING PRECINCTS ANO VOTING DISTRICTS Of THE CITY Of
LUBBOCK; PROVIDING THAT ALL PORTIONS Of CHAPTER 8 NOT HEREIN AMENDED SHALL
REMAIN THE SAME; PROVIDING A SAVINGS CLAUSE; AND PROVIDING FOR PUBLICATION.
WHEREAS, the recent annexation of the Carlisle area into the City of
Lubbock requires the creation of two new voting precincts within the City
of Lubbock; and
WHEREAS, the creation of said new voting precincts requires the
amendment of the boundary description of four abutting voting precincts
already in existence; and
WHEREAS, the final judgment in Rev. Roy Jones, et al. v. City of
Lubbock, Texas 1 et al., No. CA-5-76-34, in the United States District Court
for the Northern Ois€rict of Texas, Lubbock Division, has established
certain voting districts within the City of Lubbock; and
WHEREAS, the aforementioned annexation of additional territory and
population into the City of Lubbock requires addition of the newly annexed
territory to two of the voting districts created by the U.S. District
Court; and
WHEREAS, Section 2.05 of the Texas Election Code provides that
municipal election precincts "shall not include parts of one county
precinct in more than one municipal precinct," and
WHEREAS, the newly annexed area contained parts of two county election
precincts, No. 31 and No. 32, requiring the division of said area into two
city voting precincts in order to comply with the Texas Election Code; and
WHEREAS, the City Council of the City of Lubbock deems it to be in the
best interests of the citizens of the City of Lubbock to create two new
city voting precincts, to amend the boundary description of four abutting
city voting precincts and to provide for city voting districts by ordi-
nance; NOW THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL Of THE CITY Of LUBBOCK:

SECTION 1. THAT the Code of Ordinances of the City of Lubbock BE and
is hereby amended by amending Section 8-4 by adding thereto boundary
descriptions for the following newly created voting precincts, which
descriptions shall be inserted in Section 8-4 in numerical order.
Voting Precinct No. 31. Beginning at a point 660 feet south of
the in€ersection of Alcove Avenue and 34th Street; thence west along a
line 660 feet south of 34th Street to a point 660 feet west of Quitsna
Avenue; thence north along a line 660 feet west of Quitsna Avenue to a
point in the north Right of Way line of 19th Street; thence east along
north Right of Way line of 19th Street approximately 525 feet to a
point; thence north 45° east approximately 120.2 feet to a point in
the west Right of Way line of Quitsna Avenue; thence north along
Quitsna Avenue to the intersection of 4th Street; thence east along
4th Street 2690 feet to a point 50 feet north of the southeast corner
of the southwest one-quarter of Section 18, Block JS; thence north
approximately 610 feet to a point 660 feet north of the southeast
corner of the southwest one-quarter of Section 18, Block JS; thence
east along a line 660 feet north of the south lines of Section 18,
Block JS; Section 17, Block JS; and Section 4, Block JS approximately
11,879.83 feet to a point 660 feet north and 1320.17 feet west of the
southeast corner of Section 4, Block JS; thence south along a line
approximately 150.65 feet to a point 509.35 feet north and 1320.17
feet west of the southeast corner of Section 4, Block JS; thence east
along a line 509.35 feet north and parallel to the south line of
Section 4, Block JS approximately 465.38 feet to a point 509.3 feet
north and 854.79 feet west of the southeast corner of Section 4, Block
JS; thence north approximately 25.67 feet to a point 535.02 feet north
and 854.79 feet west of the southeast corner of Section 4, Block JS;
thence east approximately 800 feet to a point 535.02 feet north and 55
feet west of the southeast corner of Section 4, Block JS; thence north
approximately 124.98 feet to a point 660 feet north and 55 feet west
of the southeast corner of Section 4, Block JS; thence east approxi-
mately 2695 feet to a point 660 feet north of the southeast corner of
the southwest one-quarter of Section 3, Block JS; thence south along
the east line of the southwest one-quarter of Section 3, Block JS
approximately 355 feet; thence east along a line 305 feet north of the
south line of Section 3, Block JS approximately 2492 feet to a point
305 feet north and 150 feet west of the northwest corner of Section
10, Block JS; thence south approximately 5239.6 feet to a point 150
feet west and 345.4 feet north of the northeast corner of Section 43,
Block AK; thence west approximately 2640 feet to a point which is 150
feet west of Quincy Avenue and 345.4 feet north of 19th Street; thence
south 345.4 feet to a point in the north line of Section 43, Block AK;
thence west along the north line of Section 43 at 2490 feet pass a
point, a common east corner of Section 42, Block AK and Section 1,
Block D-6, and continue approximately 3630 feet to the southeast
corner of Census Block 101 of Census Tract 104; thence north along the
east line of Census Block 101 of Census Tract 104, approximately 395

feet to a point, the northeast corner of Census Block 101 of Census
Tract 104; thence west, approximately 1500 feet to a point, the
northwest corner of Census Block 102 of Census Tract 104; thence south
approximately 395 feet to a point, the northeast corner of the west
1/2 of Section 42, Block AK; thence west along the north line of
Section 42, Block AK, approximately 0.5 mile to the northeast corner
of Section 41, Block AK; thence south along Alcove Avenue to the point
of beginning. The voting place shall be Reese Elementary School.
Voting Precinct No. 32. Beginning at a point 660 feet south of
the intersection of Alcove Avenue and 34th Street; thence east
approximately 10,410 feet to a point 660 feet south and 150 feet west
of the intersection of Milwaukee Avenue and 34th Street; thence north
along a line 150 feet east of Milwaukee Avenue to a point 150 feet
south of 26th Street and 150 feet west of Milwaukee Avenue; thence
west along a line 150 feet south of 26th Street to a point 150 feet
south and 150 feet west of Quincy Avenue; thence north along a line
150 feet west of Quincy Avenue to 19th Street; thence west along the
north line of Section 43 at 2490 feet pass a point, a common east
corner of Section 42, Block AK and Section 1, Block D-6, and continue
approximately 3630 feet to the southeast corner of Census Block 101 of
Census Tract 104; thence north along the east line of Census Block 101
of Census Tract 104, approximately 395 feet to a point, the northeast
corner of Census Block 101 of Census Tract 104; thence west, approxi-
mately 1500 feet to a point, the northwest corner of Census Block 102
of Census Tract 104; thence south approximately 395 feet to a point,
the northeast corner of the west 1/2 of Section 42, Block AK; thence
west along the north line of Section 42, Block AK, approximately 0.5
mile to the northeast corner of Section 41, Block AK; thence south
along Alcove Avenue to the point of beginning. The voting place shall
be as is hereafter designated by election order.
SECTION 2. THAT the Code of Ordinances of the City of Lubbock BE and
is hereby amended by amending Section 8-4 with regard to the boundary
descriptions of such voting precincts as are hereinafter set out.
Voting Precinct No. 53. Beginning et the intersection of 19th
Street and Chicago Avenue; thence south along Chicago Avenue to the
intersection of 26th Street; thence west along 26th Street to the
intersection of Frankford Avenue; thence south along Frankford Avenue
to the intersection of Brownfield Road; thence southwest along
Brownfield Road to a point 150 feet west of Milwaukee Avenue; thence
north along a line 150 feet west of Milwaukee Avenue to a point 150
feet south of 26th Street and 150 feet west of Milwaukee Avenue;
thence east 150 feet to Milwaukee Avenue; thence north along Milwaukee
Avenue to the intersection of 19th Street; thence east along 19th
Street to the point of beginning. The polling place shall be Lubbock
Christian College.

Voting Precinct No. 57. Beginning at the intersection of 19th
Street and Miiwaukee Avenue; thence south along Milwaukee Avenue to a
point 150 feet south of 26th Street; thence west along a line 150 feet
south of 26th Street to a point 150 feet south of 26th Street and 150
feet west of Quincy Avenue; thence north along a line 150 feet west of
Quincy Avenue to a point 150 feet west of Quincy Avenue and 345.4 feet
north of 19th Street; thence east along a line 345.4 feet north of
19th Street to a point 345.4 feet north of 19th Street and 150 feet
west of Milwaukee Avenue; thence south along a line 150 feet west of
Milwaukee Avenue to 19th Street; thence east along 19th Street to the
point of beginning. The voting place shall be as is hereafter
designated by election order.
Voting Precinct No. 58. Beginning at the intersection of 4th
Street and Frankford Avenue; the west along Frankford Avenue to a
point 150 feet west of Milwaukee Avenue; thence north along a line 150
feet west of Milwaukee Avenue to a point 150 feet west of Milwaukee
Avenue and 660 feet north Erskine Street; thence east along a line 660
feet north of Erskine Street to Frankford Avenue; thence south along
Frankford Avenue to the point of beginning. The polling place shall
be fire Station No. 13.
Voting Precinct No. 59. Beginning at a point 150 feet west of
the in€ersection of Milwaukee Avenue and 19th Street; thence east
along 19th Street to the intersection of Chicago Avenue; thence north
along Chicago Avenue to the intersection of Loop 289; thence northeast
along Loop 289 to the intersection of Slide Road; thence north along
Slide Road to a point 150 feet north of Ursuline Street; thence west
along a line 150 feet north of Ursuline Street to a point 150 feet
north of Ursuline Street and 150 feet west of Frankford Avenue; thence
south along a line 150 feet west of Frankford Avenue to a point 660
feet north of Erskine Street; thence east along a line 660 feet north
of Erskine Street to Frankford Avenue; thence south along Frankford
Avenue to the intersection of 4th Street; thence west along 4th Street
to a point 150 feet west of Milwaukee Avenue; thence south along a
line 150 feet west of Milwaukee Avenue to the point of beginning. The
voting place shall be Hardwick School.
SECTION 3. THAT the Code of Ordinances of the City of Lubbock BE and
is hereby amended by deleting paragraph 8-4(b) and substituting therefor
the following:
(b) The voting precincts set out in this section are hereby
divided into six City voting districts, with each district to contain
the following named voting precincts:
Voting District No. 1. Precinct Nos. 1, 2, 3, 4, 5, B, 10, 63
and 65.

Voting District No. J. Precinct Nos. 11 , 14, 15, 16, 17, 18, 24,
25, 29 and 49.
Voting District No. 4. Precinct Nos. 12, 23, 28, 48, 52, 54, 60,
61 and &1.

No. 5. Precinct Nos. 21, 22, 27, JO, 32, SJ, 55,

SECTION 4. THAT the Code of Ordinances of the City of Lubbock BE and
is hereby amended by deleting paragraph 8-4(c) and substituting therefor
the following:
(c) The voting precincts and voting districts set out in this
section are hereby delineated on the map denominated "City of Lubbock
Voting Precincts, effective January 1, 1985." A copy of said map is
attached to and made a part of this Ordinance as if fully copied
herein in detail. A copy of the original of such map shall be kept in
the office of the City Secretary and shall be available for public
inspection, and at each special and general city election, a true copy
of said map shall be furnished by the City Secretary to each of the
presiding judges of the voting precincts for such special or general
city election.
SECTION 5. THAT the Code of Ordinances of the City of Lubbock BE and
is hereby amended by deleting paragraph B-4(d) and substituting therefor
the following:
(d) The voting precincts and voting places as established by
this section are a revision of voting precincts of the city and are
substituted in lieu and in place of the voting precincts and voting
places as previously established by Section 10-6 of the Lubbock City
Code, 1959.
SECTION 6. THAT the Code of Ordinances of the City of Lubbock BE and
is hereby amended by adding to Section 8-4 and new paragraph 8-4(e), which
is to read as follows:
(e) All city elections shall be held and the polls shall be
opened from 7:00 a.m. to 7:00 p.m., unless otherwise provided by state
law, and all electors shall vote in the precinct of their residence.

SECTION 7. THAT all portions of Chapter 8 of the Code of Ordinances
of the City of Lubbock not hereinabove altered shall remain as they are.
SECTION 8. THAT should any section, paragraph, sentence, clause,
phrase or word of this Ordinance be declared unconstitutional or invalid
for any reason, the remainder of this Ordinance shall not be affected
thereby.
SECTION 9. THAT the City Secretary of the City of Lubbock is hereby
authorized and directed to cause publication of the descriptive caption of
this Ordinance as an alternative method provided by law.
