This recommendation was presented to the entire Civic Lubbock, Inc. Board of Directors on December 16, 2013 and was approved as recommended. All applicants recommended for grant awards are in good standing with the City of Lubbock and Civic Lubbock, Inc. The Hotel Occupancy Tax allocation for the 2013 Cultural Arts Grant Program provided for $304,637.00 to be granted over two granting cycles. In addition, interest earned in the amount of $1,088.03 and carryover funds of $.28 from the 2012 Cultural Arts Grant Program was available for the 2013 program, making the amount designated for the 2013 Cultural Arts Grant Program a total of $305,725.31. The Board of Directors elected to absorb all expenses related to administering the program, therefore no administrative expenses have been deducted and the entire allocation was available for the 2013 Cultural Arts Grant Program. The Cultural Arts Grant Review Committee is comprised of five members; three Civic Lubbock, Inc. Directors assigned by Civic Lubbock, Inc. and two members -at -large appointed by the City Council. A Grant Workshop was held on October 30, 2013 for all organizations wishing to apply for a Cultural Arts Grant. Included among the workshop presenters was a representative from the Lubbock Hotel -Motel Association. Accompanying this document are the results of the Cultural Arts Grant Review Committee meeting held on December 9, 2013. Fifteen (15) applications were received for the second grant (December 2013) funding cycle and fifteen (15) are recommended for full or partial funding. The total amount of funding requested for this grant cycle was $241,980.00 of which $159,525.00 is recommended for funding from the City of Lubbock Cultural Arts Grant Program. This amount will come from the remaining balance ($147,525.31) of the funds available for the 2013 Cultural Arts Grant Program after the deduction of the first grant (June 2013) funding cycle plus $12,000.00 in unused grant funds from the prior grant cycle and $.54 in additional interest from closing out a prior year CD. The unexpended $ .85 will be carried over to the 2014 grant program. The Civic Lubbock, Inc. Board of Directors requests that the City Council consider approval of the Cultural Arts Grant allocations in the amount of $159,525.00 as recommended by the Cultural Arts Grant Review Committee and approved by the Civic Lubbock, Inc Board. The productions will include Boeing, Boeing and The Musical of Musicals (The Musical). They will also be producing a children's theatre production. The performances will be held on various dates between March 1 and July 31, 2014. Committee Comments: • Project has good artistic merit • Application indicates good growth in attendance over the last three years • Applicant plans to list performances on the Visit Lubbock website, increase the use of television and radio and continue to heavily use online social media to market the performances • Application indicates strong foundation grant support • Tourism tracking is accomplished with the use of audience surveys and ticket sales • Cultural Arts Grant funds recommended ($3,600) will be used towards the cost of Promotion/Publicity 1312-002 Louise Hopkins Underwood Center for the Arts 2014 Flatland Film Series Amount Requested: $15,000 Amount Recommended: $10,500 The Louise Hopkins Underwood Center for the Arts requested $15,000 to fund costs associated with marketing and promotion, screening fees and professional artist's stipends for the 2014 Flatland Film Series. The ten-month comprehensive film series will host a range of films from independent shorts, to documentaries, to full-length feature films. A new component will be the Future Filmmakers Fest. Working with high schools on the South Plains, summer youth workshops in filmmaking will be conducted and their short films will be showcased at the Future Filmmakers Fest. Winners of that festival will be shown at the Flatland Film Festival in November. In addition to the monthly screenings, the Film Series will include LunaFest, a celebration of women, the Spaghetti Western Mini -Fest and the Kids Film Fest. Committee Comments: • Project has strong artistic and educational merit • The addition of the summer youth workshops and the Future Filmmakers Fest will enhance the Series and provide even more opportunities for those interested in filmmaking. • Application indicates a good marketing plan to generate tourism; screening dates will be strategically designed to piggyback off of other activities to encourage visitors to extend their stay in Lubbock • This project has a good history of generating room nights • Cultural Art Grant Funds recommended ($10,500) will be used toward the cost of Professional Services (Industry Professionals/Stipends), Promotion/Publicity and/or Rentals (Film Licensing) • Grant funds were considered for the entire season; future applications for this timeframe may not be considered 1312-003 Lubbock Christian University Choir LCU/Wayland Baptist University Combined Choir Concert Amount Requested: $ 3,480 Amount Recommended: $ 2,400 Lubbock Christian University Choir requested $3,480 for orchestra musicians' services for the April 4, 2014 combined choral concert featuring the Lubbock Christian University and Wayland Baptist University choirs. The 120 choir members will be performing Franz Joseph Haydn's Nelson Mass. While spring choral concerts have been a tradition at LCU, the combined concerts began in 2008 as an effort to perform oratorio -style major choral works that employ both a choir of over 120 voices and a full orchestra. Committee Comments: • Project has strong artistic merit • The application indicates that marketing efforts will be targeted to alumni and families of current students from both Universities; applicant also plans to post the event on state tourism websites and Visit Lubbock's website and display posters to generate additional tourism • With the Concert being held on a Friday night as opposed to a Thursday night as in previous years, there should be better opportunities to increase attendance and generate overnight stays • Applicant plans to block rooms at three local hotels • Cultural Arts Grant funds recommended ($2,400) will be used towards the cost of Professional Services (Orchestra Musicians) 2 1312-004 Ballet Lubbock Coppelia Amount Requested: $ 6,500 Amount Recommended: $ 5,725 Ballet Lubbock requested $6,500 to assist with promotion and publicity associated with the presentation of the classic and comedic fairytale ballet Coppelia. The production will be performed on April 11-13, 2014 in the Lubbock Memorial Civic Center Theater in conjunction with the 2014 Lubbock Arts Festival. Coppelia is one of most well-known and performed ballets next to The Nutcracker and Cinderella. In an effort to make ballet accessible to all, Ballet Lubbock will also perform pared -down performances of Coppelia to second grade students during LISD Day at the Arts Festival. Committee Comments: • Project has strong artistic merit • Application indicates a good marketing plan for promoting the event outside the local area; being a featured performance at the Arts Festival and included in their advertising will provide additional promotional opportunities • The Committee really likes the collaboration of Ballet Lubbock and the Lubbock Arts Alliance and the potential it creates to reach new audiences • Applicant plans to block rooms at a local hotel • Application shows strong corporate and foundation support • Cultural Arts Grant Funds recommended ($5,725) will be used towards the cost of Promotion/Publicity 1312-005 University Interscholastic League — TTU 2014 UIL Region 13A and 5A One -Act Play Competition Amount Requested: $ 7,350 Amount Recommended: $ 5,000 The University Interscholastic League-TTU requested $7,350 to assist with costs associated with hosting the UIL Region 1 3A and 5A One -Act Play Competition that will be held April 29 -May 1, 2014. The competition targets student thespians in 3A and 5A schools with the hopes of advancing to the State Competition. UIL expects over 800 visitors, including 280 competitors, to come to Lubbock for the competition. Region 1 consists of cities from El Paso to McKinney and from Amarillo to Junction. Committee Comments: • Project has strong artistic and educational merit • Project has a good history of generating room nights; application indicates a good plan for tracking tourism and room nights • Cultural Arts Grant funds recommended ($5,000) will be used towards the cost of Professional Services (Judges and Contest Hosts/Manager/Timers) and Facility Rental 3 1312-006 University Interscholastic League — TTU 2014 UIL Summer Theatre/Technical Camps Amount Requested: $ 8,500 Amount Recommended: $ 5,500 The University Interscholastic League-TTU requested $8,500 to assist with costs associated with the UIL Summer Theatre/Technical Theatre Camps to be held July 6-19, 2014. In addition to the thirteen -day Theatre Camp, which focuses on the art of acting, there will be a thirteen -day Technical Theatre Camp that will provide the students with training in set design, lighting, costuming, makeup and set construction. The culmination of the technical camp will be to construct all the sets, run the lights, design and secure the costumes and run the final performances of plays performed by the Theatre camp students. The Camps will be marketed to all high schools in the state of Texas. Committee Comments: • Project has strong artistic and educational merit • Project has a good history of generating room nights; since 2010, when the camps were initially held, the participation numbers and tourism numbers have steadily increased • Application indicates that the final performances by the students should bring in family members from around the state; good potential for tourism and overnight stays • The Camps will be held at the same time as some of the Moonlight Musical performances; this will provide an opportunity for cross -promotion and additional activities for family members accompanying the students attending the Camps • Cultural Arts Grant funds recommended ($5,500) are to be used towards the cost of Professional Services (Camp Directors) 1312-007 Lubbock Arts Alliance, Inc. 36th Annual Lubbock Arts Festival Amount Requested: $35,000 Amount Recommended: $28,000 The Lubbock Arts Alliance, Inc. requested $35,000 to assist with artist/performer fees, promotion/publicity and a Special Visual Art Exhibit/Demonstration associated with the 36th Annual Lubbock Arts Festival to be held on April 10-13, 2014 at the Lubbock Memorial Civic Center. Highlights of the Festival will be "Chainsaw Masters," a visual art exhibit and demonstration by world famous chainsaw carving artists. The exhibit will feature 30 wood carvings from R.I. Blair, the original wood sculptor for Disney amusement parks and a live chainsaw carving demonstration by Jesse "The Machine" Green of the television show American Chainsaw. Other components of the Festival will include a full length performance of Coppelia by Ballet Lubbock, a professional theatrical production for children of "Go Dog Go" by Sidecar Theater Co. well as booth artists from around the nation, demonstrating artists, Juried Gallery, Children's Art Area, Young Artist and Writers Competitions, LISD Day and multiple performance stages. 4 Committee Comments: • Project has strong artistic merit • Applicant continues to bring in innovative and unique exhibits to stimulate interest in the Festival; attendance continues to grow • Application indicates a good history of generating room night and tourism • Application indicates strong corporate and other grant/foundation support • Application indicates a good marketing plan with regional and state-wide media • The Committee likes the collaboration between the Arts Alliance and other arts organizations to provide featured performances in conjunction with the Arts Festival • Cultural Arts Grant funds recommended ($28,000) will be used towards the cost for Professional Services (Special Visual Art Exhibit/Other Artists/Performers) and Promotion/Publicity 1312-008 West Texas Watercolor Society West Texas Watercolor 2014 Spring Membership Show Amount Requested: $ 800 Amount Recommended: $ 800 The West Texas Watercolor Society requested $800 to assist with the costs of its Spring Membership Show which will be held at the Buddy Holly Center from May 2 -June 8, 2014. The show provides artists more creative license in the use of water media and materials as they create their original art pieces for the show. The exhibit will be in place for two First Friday Art Trail dates which will provide additional audiences to view the artwork. Exhibiting artists are encouraged to attend the First Friday Art Trail events to interact with the public. Committee Comments: • Project has strong artistic merit • Applicant has a good marketing plan in place; plans to promote the show through various online tourism websites and calendars • The artists will gain additional exposure through the many tourists who visit the Buddy Holly Center • Cultural Arts Grant funds recommended ($800) are to be used towards the cost of Professional Services — Artist Judge ($265) and Other — Artist Awards ($535) 1312-009 Art League of West Texas Foundation Art League of West Texas 2014 Spring Show and Workshop Amount Requested: $ 2,350 Amount Recommended: $ 1,600 The Art League of West Texas Foundation requested $2,350 to assist with costs associated with their 2014 Spring Show and concurrent Acrylic and Water -Miscible Workshop. The Spring Show will be held April 18 — May 25, 2014 at the Buddy Holly Center and the Workshop will be held on May 9-10, 2014 at the 5th and J Gallery. The Workshop will be presented by internationally -known artist Jerry Yarnell who will also judge the Spring Show. The Art League of West Texas Foundation supports artists of numerous 2D and 3D artistic media. Committee Comments: • Project has strong artistic merit • Applicant has a good marketing plan in place; plans to promote the show through various online tourism websites and calendars • The application indicates that Mr. Yarnell, who is a featured artist on PBS, has a strong following and the workshop has the potential to attract artists from outside the Lubbock area. • The artists exhibiting in the Spring Show will gain additional exposure through the many tourists who visit the Buddy Holly Center • Cultural Arts Grant funds recommended ($1,600) are to be used towards the cost of Professional Services — Workshop Instructor Fee 1312-010 Each One Reach One Each One Reach One 100 -Voice Youth Gospel Choir Amount Requested: $30,000 Amount Recommended: $15,000 Each One Reach One requested $30,000 to assist with professional service fees associated with the presentation of a 100 -Voice Youth Gospel Choir Concert, The Colors of Spring, on March 23, 2014 in the Lubbock Memorial Civic Center. The choir program at Dunbar College Preparatory Academy strives to bring music and arts education back to the students of East Lubbock. Each One Reach One believes that students can learn about success, self-esteem and teamwork through the tool of gospel music. The funds requested will be used to bring in gifted vocalist, songwriter, arranger and choir director Deborah Barnes who will work with the students to perform her original songs. Committee Comments: • Project has strong educational and artistic merit • Applicant has blocked 100 rooms at a local hotel • Applicant plans to track tourism through audience surveys and ticket sales • There is also a dinner planned for March 22nd which makes it a 2 -day event and creates the potential for overnight stays • Cultural Arts Grant funds recommended ($15,000) will be used towards the cost of Professional Services (Artist Fees) :on 1312-011 Lubbock Moonlight Musicals, Inc. Lubbock Moonlight Musicals Summer Season 2014 Amount Requested: $35,000 Amount Recommended: $25,000 Lubbock Moonlight Musicals requested $35,000 to assist with the cost of producing the Lubbock Moonlight Musicals 2014 Summer Season. The season will feature three large-scale musicals presented throughout the summer of 2014 at the Wells Fargo Amphitheatre. The shows planned are Oliver!, Rodgers & Hammerstein's South Pacific and The Wizard of Oz. The performances will feature local artistic talent, students from the Texas Tech University College of Visual and Performing Arts, other college age students of the area, high school students from Lubbock ISD, Lubbock Cooper ISD, and Frenship ISD and students from other area middle schools and high schools. Committee Comments: • Project has strong artistic merit and strong educational value for the students who participate in the productions • Application indicates strong growth in attendance last season • Application indicates that zip code tracking through ticket sales and audience surveys will be used for tracking tourism • Application indicates strong corporate and grant/foundation financial support • Cultural Arts Grant funds recommended ($25,000) are to be used towards the cost of Professional Services - Actors, Directors, Musicians, Choreographer, and Costume Designers ($15,000) and Rentals — Royalties/Scripts/Music ($10,000) 1312-012 Flatland Productions/The Cactus Kids Theatrical Co The Cactus Kids Theatrical Co Feature Musical Amount Requested: $20,000 Amount Recommended: $11,000 Flatland Productions/The Cactus Kids Theatrical Co requested $20,000 to assist with costs associated with the presentation of The Cactus Kids Theatrical Co feature musical to be held on May 16-17 and May 23-25, 2014 at the Cactus Theater. The Cactus Kids Theatrical Co is a venture of Flatland Productions and an effort by seasoned professionals to impart their experience and success on the youth of this community. The production will be the culmination of 18 weeks of diligent theatrical training and instruction in a working theatrical venue. This project will enable students to shadow seasoned working actors and actresses and veteran production crews for rehearsals and shows while preparing for their own production. Committee Comments: Project has strong artistic and educational merit Applicant has a good plan for marketing outside the region Application indicates that additional grant support has been requested from other grant funding agencies 7 • The Committee felt that the concept needs to be communicated or explained better to the public through advertising and publicity, i.e. that both adults and children are performing in the production. • Cultural Arts Grant funds recommended ($11,000) will be used towards the cost of Professional Services (Performers), Promotion/Publicity, and/or Other — Royalties 1312-013 Broadway Festivals, Inc. 24th Annual 4th on Broadway Celebration Amount Requested: $40,000 Amount Recommended: $25,000 Broadway Festivals requested $40,000 for the 24th Annual 4th on Broadway Celebration to be held on July 3-4, 2014. The 2014 event will include the 3`d annual La Raza on the Plaza on July 3`d featuring popular Tejano acts as well as a Street Dance on July 4th featuring regional Texas Country Bands with a prominent Texas Country headliner. Other activities will include the Parade, the Street Fair featuring approximately 350 regional artists performing on seven different stages and the 3rd Annual Family Picnic in the Park, featuring the music of the Youth Orchestras of Lubbock, children's activities and a Fireworks Extravaganza. Committee Comments: • The music components of the project reflect strong artistic merit • Applicant continues to have a marketing committee with staff members from Visit Lubbock serving on the committee; applicant plans to block rooms at local hotels • Application indicates a good marketing plan to reach potential visitors • Application indicates strong in-kind support • Cultural Arts Grant Funds recommended ($25,000) are to be used toward the cost of Professional Services - Music Contract ($19,250), Promotion/Publicity ($5,750) 1312-014 Lubbock Centro Aztlan/Ballet Folklorico Aztlan Viva Aztlan Festival 2014 Amount Requested: $ 8,000 Amount Recommended: $ 5,400 Lubbock Centro Aztlan requested $8,000 to assist with the costs to produce the Viva Aztlan Festival, which will be held March 14-16, 2014 at the Lubbock Memorial Civic Center. The three-day Festival, which will be celebrating its 20th year, will include Mexican folklorico dance groups and Mariachi groups of all ages competing and participating in workshops. Folklorico and Mariachi groups are invited from all over the nation to compete and display their artistry and traditions of Mexico through dance and music on a professional stage. Master Instructors are brought in to conduct the workshops and judge the competitions. On Friday night, there will be a concert featuring the Edinburg Parks and Recreation Folklorico Dance Team from Edinburg, Texas, and on Saturday night, the world-renowned Mariachi Los Arrieros from El Paso will perform. 8 Committee Comments: • Project has strong artistic and educational merit • Application indicates that the tourism and room nights generated are growing steadily • Applicant has a good marketing plan for advertising outside the area; Visit Lubbock has been contacted about distributing information to other cities • Websites that specifically cater to Folklorico and Mariachi groups will be utilized to promote the Festival on their event calendars; good potential to generate participation and tourism • Applicant plans to block rooms at a local hotel • Application indicates good support from other grants/foundations • Cultural Arts Grant funds recommended ($5,400) are to be used towards the cost of Professional Services-Folklorico Judges, Folklorico Showcase. Mariachi Solo Artist ($2,000), Stage Technicians ($1,400) and Promotion/Publicity ($2,000). 1312-015 College of Architecture- TTU Urban Stage Amount Requested: $25,000 Amount Recommended: $15,000 The College of Architecture at Texas Tech requested $25,000 to assist with artist fees, construction materials and promotion/publicity for the activation of a temporary stage set in downtown Lubbock depicting a healthy, entertaining and economically viable street scene. This is public engagement theater at its best, and it builds upon recent trends in urban interventions and immersion theater. This month-long installation, proposed to be located on Avenue J just north of Broadway, takes the arts and humanities out of the gallery and into the streets. Guest artists will be brought in for the opening and closing First Friday Art Trails in April and May 2014 respectively. Activities and events for the month of April are currently being organized. Lubbock merchants are being recruited to activate vacant buildings as part of the Urban Stage project. The installation is expected to have a lasting impact on the way downtown Lubbock is redeveloped into a regional destination through the arts.
