RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock is hereby authorized and directed to execute for and
on behalf of the City of Lubbock, Amendment No. 4 to that certain Agreement dated April
28, 2016 for Digital Orthophotographic services, RFP 16-12719-MA / Contract No. 12719,
by and between the City of Lubbock and Bohannan Huston, Inc., and related documents.
Said Amendment is attached hereto and incorporated in this resolution as if fully set forth
herein and shall be included in the minutes of the City Council.

Digital Orthophotography Project 2016
This Amendment No. 4 to Digital Orthophotography Project 2016 (Contract No. 12719) is
entered into this 19th day of November ,2019 between the City of Lubbock,a Texas
municipal corporation(the "City") and Bohannan Huston, Inc. of Albuquerque, New Mexico (the
"Contractor").
WHEREAS,the City has issued a Request for Proposals Digital Orthophotography Project
2016(RFP 16-12719-MA);and
WHEREAS,the City and the Contractor have previously entered into Contract 12719 dated
April 28, 2016,Resolution No. 2016-R0141 ("the Agreement");and
WHEREAS,the Contractor desires to continue to perform as an independent contractor to
provide 3-Inch Resolution Digital Orthophotography and other imagery and GIS services, upon
terms and conditions maintained in the Agreement; and
WHEREAS, the City and the Contractor hereby desire to further amend said Agreement.
NOW THEREFORE,the City and the Contractor hereby agree to amend the Agreement as j
follows:
1) That Section 1.4 of the Agreement is hereby substituted and replaced by the
following language:
1.4 This contract is for a term beginning January 1, 2020, and ending December 31,
2020. The City of Lubbock does not guarantee any specific amount of compensation,
volume, minimum, or maximum amount of services under this contract.Notice of the
City's option to extend this contract shall be given at least 30 days,but not more than
90 days, before expiration of the current term."
2) That"Exhibit A, Scope of Work"of the Agreement is hereby substituted and replaced
with"Exhibit A"that is attached hereto.
3) That "Exhibit B, Project Pricing Table" of the Agreement is hereby substituted and
replaced with"Exhibit B"that is attached hereto.

SCOPE OF WORK
1. General Information
1.1. Overview
The Contractor shall provide professional services related to the production of high-resolution,
natural color, digital orthophotography. These products and services include, but are not limited to,
large format frame based digital aerial imagery, project control, ground control, photogrammetry,
aerial triangulation, processing of digital elevation data, processing or orthophotography, update of
building footprint features, update of industrial canopy structures, update of ADA ramp feature
locations, sidewalk feature inventory collection, GIS raster mosaics and webservices tile cache
development.These services and products shall conform to this scope of work procured under
Request for Proposals (RFP)for Professional Services, RFP 16-12719-MA for the City of Lubbock,
Texas Digital Orthophotography Project 2016. Product deliverables provided under this Agreement
shall meet the technical specifications outlined in this Scope of Work (Scope).
For services identified in this Scope,the Contractor shall not proceed with any work until written
authorization to begin the project,the "Notice to Proceed", is provided by the City.
The product under this Agreement is described as the acquisition and production of digital
orthophotography, feature collection and feature updates at a date mutually agreed upon by the
Contractor and the City. The project areas are comprised of area of interests including the City of
Lubbock, County of Lubbock, and Lake Alan Henry reservoir pipeline. Figures 1 and 2 show the
project areas for digital orthophotography to be performed in late spring 2020.
2. Project Control
Project control shall include existing ground control points recovered under the supervision of a
Texas professional registered surveyor. The contractor shall strive to re-target and use control points
established in previous orthophotography and LiDAR projects as applicable. In addition, Airborne
Global Positioning System (AGPS) control and Inertial Measurement Unit(IMU)technology shall be
used as part of the digital capture system.
The contractor should use existing ground control points wherever possible. Should any new control
be required,to the maximum extent possible and practicable, new points should be established
within public properties(i.e. within road right-of-ways). In the event ground control or targets are
needed on private property, the Contractor shall notify and obtain written permission of the
property owner or proper agency prior to placing these ground control targets.

Control will be collected in State Plane,Texas North Central, U.S. Survey Feet, horizontal datum
NAD83 (WKID 2276), and vertical datum NAVD88 using units of feet and matching the Geoid of the
2016 LiDAR acquisition project.
The Contractor shall provide the location and identification of all ground control and photo control
points established and used during the flyover in ArcGIS shapefile or geodatabase format. Latex-
based paint shall be the preferred control point marking identification method. Contractor shall
identify any control points placed using panel material which will be removed once aerial
triangulation and/or flight phases are complete.
3. Digital Orthophotography
The Contractor shall produce three-inch (3")-ground pixel resolution four-band color digital
orthophotography from imagery acquired at a mutually agreed upon date prior to April 30, 2020,
under leaf-off conditions. The full acquisition of digital aerial imagery shall be accomplished using
the Microsoft UltraCAM Eagle digital sensor.
3.1. General Technical Specifications
The tables shown below contain the general technical specification for the digital orthophotography
and associated deliverable formatting.

accurately represent the shape of the ground and support the orthophoto production and accuracy
specifications as outlined in this Scope. Terrain/elevation data used in the development of the
DTM/DEM shall be captured by photogrammetric techniques.
Existing JDAR data shall be reviewed by the Contractor to determine if significant terrain altering
activity has occurred since the JDAR data was acquired. Contractor shall update the DTM in that
area.
3.12. True Orthophotography
True orthophotography shall be developed in areas in the vicinity of downtown and as indicated in
Figure 2. Selected buildings greater than five (5)stories in this area shall be modeled to allow for the
correction of building lean and occlusions. Planimetrically accurate and topologically sound feature
data shall be collected to provide for detailed digital surface modeling of extruded building walls and
relevant building roof superstructure detail. Additional aerial photography shall be collected with
80% overlap to facilitate the correction of occlusions in identified true orthophotography areas.
3.13. ArcGIS Image Service Cache
Image Service Cache generated from ESRI ArcGIS image service as compact cache storage format.
The cache schema will be defined by the City's existing cache used in 2019.
4. GIS Feature Class Updates
Several feature updates to the city existing GIS coverages shall be performed from the newly
captured 2020 digital imagery. Updated features must conform to the current feature class schemas
provided from the City GIS system. Deliverable development includes merging the updated features
into the City's existing coverage while preserving existing multipart features, attribute information,
and any associated globally unique identifiers (GUIDs). The contractor will provide a complete
redelivery of each feature class and area of interest coverage in an individual geodatabase. Areas of
interest for each feature class update will be provided by the City.
4.1. City Sidewalk Feature Collection
Sidewalks and walkways located at the side of a street or road will be collected along the perimeter
of the visible edge within apparent city right-of-way and along all roadways. Sidewalk features will
stop at driveways. Where vegetation and/or tree canopy obscures the visible edge, the sidewalk
edge shall be interpolated to the extent possible from the 2019 aerial imagery source, then updated
with new information from the 2020 source. Sidewalk polygons will include interior holes for
landscape or other isolated areas where they are encountered. Residential concrete flatwork
features(e.g. entry walkways) are not included in this feature class.
4.2. City AOI Building Feature Update
The City will provide the current building footprint coverage GIS database. This coverage will be
updated by the Contractor to reflect the building footprint structures that have been added,
modified, and deleted as observed in the Contractor acquired 2020 aerial imagery. Updated building
geometry will be limited to buildings exhibiting 120 square feet or greater change.The updated
building features will be consolidated into the existing feature class coverage. A second feature class
will contain the building footprints that represent the deleted polygons. The building footprint
polygons should be attributed with the top elevation of the building and the adjacent ground
6. Product Acceptance Procedures
The Contractor is responsible to assure that all services and products required by this Scope are
performed and provided in a manner that meets all professional and engineering quality standards
and industry-accepted photogrammetric principles.
The Contractor shall warranty all project deliverables for a period of two (2)years from the final
product delivery date in the project schedule as negotiated in this Agreement.The warranty shall
include compliance of all deliverables to the technical specifications, product accuracy specifications,
and data format and software compatibility as outlined in this Scope, or as stated and affirmed by
the Contractor. The Contractor is responsible for replacing deliverables found to be deficient or
defective and costs associated with accomplishing the replacement of data under warranty shall be
borne by the Contractor with no additional cost to the City.
The City's Project Manager shall be the point of contact with the Contractor for notification of
deficiencies or defects.The warranty shall stipulate that the Contractor shall complete the repair or
replacement of the defective product within ten (10) working days from receipt of a written notice
from the Project Manager, or the Contractor shall meet with the Project Manager within five (5) days
of receipt of the written notice of defective product or product not in compliance with specifications.
If after meeting with the Project Manager,the data is found to be deficient or defective,the repair
and replacement shall be completed within ten (10)working days as stipulated herein, or within a
reasonable time period agreed upon by the City and the Contractor.
7. Submittal Schedule
A Gantt chart of the Project schedule showing task, duration and product delivery shows calendar
days from the issuance of a Notice to Proceed and is shown below.This Project schedule serves as
the basis for the Schedule of Fees and "On-Schedule Delivery" period developed for this Project.
