AN ORDINANCE ESTABLISHING 20 MPH SCHOOL SPEED ZONES ON178TH STREET AND
ELGIN AVENUE AT THE LOCATIONS HEREIN DESCRIBED BY AMENDING ORDINANCE 8225
TO ADD SUCH ZONES TO THE LIST THEREIN CONTAINED; AUTHORIZING PLACEMENT OF
SCHOOL SPEED LIMIT SIGN BEACONS AND OTHER SIGNS AND MARKERS1AS NECESSARY;
PRESCRIBING A PENALTY; PROVIDING FOR PUBLICATION; REPEALINGIALL ORDINANCES
IN CONFLICT HEREWITH TO THE EXTENT SUCH CONFLICT EXISTS; PROVIDING THAT ALL
HIGHWAYS OR STREETS NOT SPECIFICALLY MENTIONED HEREIN SHALLiNOT BE AFFECTED
BY THE PROVISIONS OF THIS ORDINANCE; PROVIDING THAT THE SCHOOL SPEED LIMIT
ZONES HEREBY ESTABLISHED SHALL BE CUMULATIVE EXCEPT THOSE WITH WHICH IT
SPECIFICALLY CONFLICTS, AND PROVIDING A SAVINGS CLAUSE.
WHEREAS, the governing body of the City of Lubbock finds that the
safety of the citizens of the City of Lubbock and the preservation of the
public health and safety requires the establishment of two oew 20 MPH
school speed zones as hereinafter set forth based upon traffic engineering
surveys and studies with respect thereto: NOW THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: 1
SECTION 1. THAT Section 1 of Ordinance 8225 (as amended) provides
that a 20 MPH speed zone shall be in effect when designated!school speed
limit sign beacon is flashing during school hours upon the ~treets or
highways, or portions thereof as set forth in said Section 1, and said
Section 1 is hereby amended by adding two more 20 MPH school speed zones to
the list (by adding new subdivisions VV and WW to said list) contained in
said Section 1 of Ordinance 8225 (as amended) upon the following streets or -, highways or portions thereof as follows, to-wit:
"That a 20 MPH speed zone' shall be in effect when!the designated
school speed limit sign beacon is flashing during school hours upon
the following streets or highways, or portions thereof. VV. on both
sides of 78th Street from a point 160 feet west of the!west curb line
of Flint Avenue to a point 190 feet east of the east cµrb line of
Elgin Avenue. WW. on both sides of Elgin Avenue from a point 100 feet
north of the north curb line of 76th Street to a point 100 feet south
of the south curb line of 78th Street." ·
SECTION 2. THAT the City Manager is hereby authorized! and directed to
cause the placing of appropriate school speed limit sign be~cons and any
other signs and markers to apprise the general public of the 20 MPH school
speed zones as hereinabove set forth. ;
I SECTION 3. THAT any person, firm or corporation violating the 20 MPH
school zone speed limit established by this Ordinance shalliupon conviction
be fined any sum not to exceed TWO HUNDRED ($200.00) DOLLARr.

i SECTION 4. THAT the City Secretary is authorized and :directed to
cause publication of the descriptive caption of this Ordinance together
with the penalty as an alternative method of publication as provided by
law.
SECTION 5. THAT all ordinances or parts of ordinances conflicting
with any of the provisions hereof are hereby repealed insofar as such
conflict exists. ·
SECTION 6. THAT all highways or streets not specifically set forth in
the preceding sections hereof shall not be affected by the provisions
hereof, and this Ordinance shall be cumulative of all other

limit Ordinances except those with which it specifically conflicts.

SECTION 7. THAT should any section, paragraph, sentenbe, clause,
phrase or word of this Ordinance be declared unconstitution~l or invalid
for any reason, the remainder of this Ordinance shall not b~ affected
thereby. 1
AND IT IS SO ORDERED.
