SECTION 2. THAT if any section, subsection, paragraph, sentence, clause, phrase or word in this Ordinance, or application thereof to any person or circumstance is held invalid,_ such holding shall not affect the validity of the remaining portions of this Ordinance., and the City Council hereby declares it would have passed such remaining portions despite such invalidity. SECTION 3. THAT the City Secretary is hereby authorized to cause publication of the descriptive caption of this Ordinance, together with the savings clause,_ as an alternative method provided by law.
