Ch. 2 Reg Cummity Services Commision By Adding Provis For Committee - 05/24/1984.. +AMENDS Ord. 70-'f9 5-0,4-it./ b-11-i~ DGV:js ORDINANCE NO. 8610 AN ORDINANCE AMENDING CHAPTER 2 OF THE CODE OF ORDINANCES OF THE CITY OF LUBBOCK, TEXAS, WITH REGARD TO THE COMMUNITY SERVICES COMMISSION BY ADDING THERETO PROVISION FOR A COMMITTEE TO THE COMMUNITY SERVICES COMMIS- SION TO BE CALLED THE "COMMITTEE FOR WOMEN;" PROVIDING A SAVINGS CLAUSE; AND PROVIDING FOR PUBLICATION. WHEREAS, there presently exists a need for an advisory body on the needs, problems and contributions of women in the community, which group would recommend programs or activities for women; provide assistance to meet the social, economic and vocational needs of women; assist in the coordination of programs designed to realize the potential of all citizens; and provide a clearing house for information, activities and resources within the community; and WHEREAS, the City Council of the City of Lubbock believes that the creation of a "Committee for Women" as a committee of the Community Services Commission will serve such purposes; NOW THEREFORE: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT Chapter 2 of the Code of Ordinances of the City of Lubbock, Texas, BE and is hereby amended by adding thereto a new Section 2-147, which shall read as follows: Sec. 2-147. Committee for Women --Created; Title; Purpose. There· is hereby created a committee of the community services commission to be called the 11Committee for Women." The purpose of such committee is to serve as an advisory body concerning the needs, problems and contributions of women in the community; to recommend programs or activities or provide assistance to meet the social, economic and vocational needs of women; to assist in the coordination of programs designed to realize the potential of all citizens; and to provide a clearing house for information, activities and resources within the community. Sec. 2-148. Membership of Committee. The ".Cbmmittee" shall be composed of eleven ( 11) members appoint- ed by the City Council for two (2) year terms. In addition, three (3) members of the Community Services Commission shall be designated as ex officio members of the "Committee For Women." Other members shall be citizens of the City of Lubbock. The chairperson of the committee shall be designated by the City Council and shall serve for a one (1) . .. , . . -··• year term. Thereafter, the chairperson shall be selected by the members of the Committee. Sec. 2-149. Responsibilities of the Committee. (a) Develop a plan, with assistance of City of Lubbock staff, to fulfill the responsibilities hereinafter set forth and present such plan to the Community Services Commission for review and to the City Council for final approval. Such plan shall be completed within six (6) months after final passage of this Ordinance. Such plan shall be implemented by the Committee after final approval; amendments in the plan shall require review by the Community Services Commission and approval by the City Council and the Committee shall present a status report to the Community Services Commission on a quarterly basis. (b) Act as a central clearing house and coordinating agency for activities and information related to the status of women in the community. (c) Provide a clearing house for information on women's legal rights and make referrals to appropriate agencies and organizations. (d) Provide programs or activities to educate the community on the status of women and their obligations to the community. (e) Review the range of services available to women to enable them to make their full contribution to their homes, their jobs, their participation in community life, and for assisting in pursuing needed services whether it be by commercial, cooperative or volunteer agencies or as a public service. (f) Refer complaints of alleged discrimination against women, following established guidelines, to the Human Relations Commission or appropriate agencies. (g) Stimulate an awareness among both men and women in the community of women's full potential and of the importance of their contribution to the development of the community. Sec. 2-150. Review of need for committee. At the end of two years, the work of the committee shall be reviewed by the City Council in order to determine if a need still exists for committee and, if so, if such committee would be appro- priate vehicle to address such unmet needs. - 2 - SECTION 2. THAT should any section1 paragraph, sentence, clause, phrase or word of this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this Ordinance shall not be affected thereby. SECTION 3. THAT the City Secretary is hereby authorized and directed to cause publication of the descriptive caption of this Ordinance as an alternative method of publication provided by law.
