M. 835 {SOUTHEAST DRIVE)., F. M. 835 {EAST 50TH STREET), U. S. 84, AND SPUR 331 (SOUTH- EAST DRIVE) .. AUTHORIZING THE PLACING OF SPEED LIMIT SIGNS; PRE- SCRIBING A PENALTY; PROVIDING FOR PUBLICATION; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; PROVIDING THAT.STREETS OR HIGHWAYS NOT SPECIFICALLY SET FORTH HEREIN SHALL NOT BE AFFECTED BY THE PROVISIONS HEREOF AND THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL OTHER PRIMA FACIE SPEED LIMIT ORDINANCES EXCEPT THOSE WITH WHICH IT SPECIFICALLY CONFLICTS; PROVIDING A SAVINGS CLAUSE; AND PROVIDING FOR THE EFFECTIVE DAT OF THIS ORDINANCE,; WHEREAS, the governing body of the City of Lubbock, as authorized by Article 6701d, Section 169(b) Vernon's Texas Civil Statutes, finds that certain prima facie speed limits on certain highways are different from what is reason- able or safe and should be altered, NOW THEREFORE: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. The prima facie speed limit established by Article 6701d, Section 166(a) (1) Vernon's Texas Civil Statutes is altered and changed for all vehicles ori. the following designated highways or streets in the corporate limits of the City of··Lubbock., Lubbock County, Texas., as more particularly described, to-wit: F. M.: 835 (SOUTHEAST DRIVE) A 40 MPH speed zone on the south side of (F. M. 835) East 34th Street beginning at the center line of Avenue A { U. S. 87) and extending east for a distance of 1. 147 miles. A 45 MPH s9eed zone on the southwest side of F. M. 835 beginning 1.147 miles east., thence southerly from the center line of Avenue A {U. S. 87) and extending southerly for a distance of O. 250 mile. A 55 MPH speed zone on the southwest' side of F. M. 835 beginning 1. 397 miles east, thence southerly from the center line of Avenue A {U. S. 87) and extending southerly for a distance of o. 416 mile. . . A 50 MPH speed zone on the southwest side of F. The City Manager is authorized and directed to cause the placing of signs so as to clearly define the limits of the prima facie areas set out in this Ordinance. SECTION 3. Any person, firm., or corporation violating the prima facie speed limit established by this Ordinance shall. upon conviction., be fined any sum not to exceed TWO HUNDRED ($200. 00) DOLLARS ... j SECTION 4. The City Secretary is authorized and directed to cause the publication of the descriptive caption of this Ordinance together with the penalty as an alternative method of publication as provided by law. This Ord- inance shall become effective ten (10) days after the date of its last publication. SECTION 5. That all ordinances or parts of ordinances conflicting with any of the provisions hereof are hereby repealed insofar as such conflict exists. SECTION 6. That all highways or streets not specifically set forth in the preceding sections hereof shall not be affected by the provisions hereof, and this Ordinance shall be cumulative of all other prima facie speed limit ordinances except those with which it specifically conflicts. SECTION 7. Should any section., paragraph., sentence., clause, phrase., or word of this Ordinance be declared unconstitutional or invalid for any reason., the remainder of this Ordinance shall not be affected thereby.
