HomeMy WebLinkAboutOrdinance - 5313-1967 - Designating A One-Way Alley For Vehicular Traffic - 09/14/1967ORDINANCE NO. 5313 AN ORDINANCE DESIGNATING AS A ONEwWAY ALLEY FOR VEHICULAR TRAFFIC THE EAST-WEST ALLEY BETWEEN BAYLOR STREET AND AUBURN STREET EXTENDING FROM COLLEGE AVENUE AS DESCRffiED HEREIN; DES- IGNATING THE DIRECTION OF VEHICULAR TRAFFIC; ·AUTHORIZING THE PLA - ING OF SIGNS; PRESCRIBING A PENALTY; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; PROVIDING THAT ALLEYS NOT SPECIFICALLY SET FORTH HEREIN SHALL NOT BE AFFECTED BY THE PROVISIONS HEREOF AND THAT THIS ORDINANCE SHALL BE CUMULATIVE OF ALL OTHER ONE-WAY ALLEY ORDINANCES; PROVIDING A SAVINGS CLAUSE, AND PROVIDING FOR PUBLICATION. WHEREAS, the City Council finds that, due to increased traffic in the East- West alley adjacent to the North College Avenue U.S. Post Office Sub-station, a hazardous and unsafe condition exists that requires such alley to be designated a one-way alley for vehicular traffic; NOW THEREFORE: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT the East-West alley abutting Lot 2, Block 78, Roberts and McWhorter Addition to the City of Lubbock, Lubbock County. Texas, between Baylor Street and Auburn Street, extending 180 feet east from College Avenue, BE and the same is hereby designated as a one-way alley for vehicular traffic with the entrance to said alley to be made only from the North-South alley in said block and the direction of travel shall be West to College Avenue. SECTION 2. Tne City Manager is authorized and directed to cause the plac ing of signs so as to clearly indicate the dire;ction of traffic as set out in this Ordinance. SECTION 3. Any person, firm, or corporation operating a vehicle in violat.ion of the provisions of this Ordinance shall upon conviction be punished by a fine not to exceed TWO HUNDRED ($200. 00) DOLLARS. SECTION 4. The City Secretary is authorized and directed to cause the publication of the descriptive caption of this Ordinance together with the penalty provision as an alternative method of publication as provided by law. SECTION 5. That all ordinances or parts of ordinances conflicting with an of the provisions hereof are hereby repealed insofar as such conflict exists. SECTION 6. That all alleys not specifically set forth in the preceding sec- tions hereof shall not be affected by the provisions hereof, and this Ordinance shall be cumulative of all other one-way alley ordinances except those with which it specifically conflicts. Should any section, paragraph, sentence, clause, phrase or ord of this Ordinance be declared unconstitutional or invalid for any reason, the emainder of this Ordinance shall not be affected thereby.
