For Adopt Of 1982 - 11/10/1983JMS:da overn w ID icl'i3 tJoverr..be,r l1,A<o3(' mtJ ORDINANCE 110. 8514 '-?--1- AN ORDINANCE AMENDING ARTICLE III OF CHAPTER 6 OF THE CODE OF ORDI• NAKCES, CITY OF LUBBOCK, TEXAS, (BEING THE PLUMBING CODE) BY PROVIDING FOR THE ADOPTION Of THE 1982 UNIFORM PLUMBING CODE; PROVIDING FOR AMENDMENTS TO SUCH 1982 EDITION; PROVIDING A SAVINGS CLAUSE; PROVIDING A PENALTY AND PROVIDING FOR PUBLICATION. WHEREAS the City Counc11 has found that the changes Indicated below would be in the best Interest of the citizens of the City of Lubbock; NOW THEREFORE: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT Section 6-81 of the Code of Ordinances of the City of Lubbock, Te~as BE and is hereby amended to read as follows: "Sec. 6-81. Uniform Plumbing Code, 1982 Edition-Adopted •. The 1982 Edition of the Uniform PlU111blng Code as copyrighted tn 1982 by the International Conference of Building Officials, Whittler, California, along with the appendices thereto, as amended in this article, ts specifically adopted as the plumbing code of the City, and a copy ts attached to this ordinance adopting said code and incor- porated herein by reference as though set out completely tn detail. References 1n this article to the Uniform Pltlllbing Code shall mean the 1982 Edition. A copy of said Uniform Plumbing Code as hereinafter amended shall be filed with the City Secretary and a copy maintained tn the office of the Building Official, all such copies to be open to the public inspection during business hours of the offices where they are maintained with the amendments thereto provided In this arti~le." SECT[ON 2. TKAT Article III of Chapter 6 of the Code of Ordinances of the City of Lubbock BE and 1s hereby amended such that all references to the Uniform Pl1111bin9 Code or the Uniform Plumbing Code 1979 Edition shall be amended to read "Uniform Plumbing Code 1982 Edition•. All amendments to the Plumbing Code, not herein amended, are expressly reserved and retained. SECTION 3. THAT Article.Ill of Chapter 6 of the Code of Ordinances of the City of Lubbock is hereby amended by amending Section 6-85.7 to read as follows: Sec. 6-85,7, §401. Materials. Subsection 40l(a) of the Uniform Plumbing Code, 1982 Edition, shall read as follows: (a) Drainage pipe shall be cast iron, galvanized steel, galvanized wrought Iron, lead, copper, brass, ABS, PVC or other approved materials having a smooth and uniform bore, except that: (1) No galvanized wrought iron or galvanized steel pipe shall be used underground and all galvanized wrou9ht Iron or 9alvanlzed steel pipe shall be kept at least six (6) Inches (152.4 mm) above ground. (2) ABS and PVC DWV piping Installations shall be limited to those structures where combustible construction Is allowed. Subsection 40l(b) of the Uniform Pl1111blng Code, 1982 Edition, shall remain as written except that a new subsection (3) shall be added thereto to read as follows: (3) A trap primer shall be used on all cast Iron traps serving only a soda fountain. SECTION 4. THAT Article III of Chapter 6 of the Code of Ordinances of the City of Lubbock Is hereby amended by amending Section 6-85.9 thereto by adding the following: Subsection 604(c) of the Uniform Plumbing Code, 1982 Edition, shall read as follows: (c) A lint trap shall be required on any separate laundry room containing two or more washing machines. SECTION 5. THAT Article [II of Chapter 6 of the Code of Ordinances of the City of Lubbock is hereby amended by amending Section 6-85.24 to read as follows: "Sec. 6-85.24 §1008. Installation, Inspection and testing. Section 1008 of the Uniform Plumbing Code, 1982 Edition, shall read as follows: CON'T ORD. 8514 (a) Installation: All water piping shall be adequately supported to the satisfaction of the Administrative Authority. Burred ends shall be reamed to the full bore of the pipe or tube. Changes In direction shall be made by the appropriate use of fittings, except that changes In direction In copper tubing may be made with bends provided that such bends are made with bending equipment which does not deform or create a loss In cross sectional area of the tubing. Provisions shall be made for expansion In hot water piping. All piping, equipment, appurtenances and devices shall be Installed In a workman-like manner In confonnlty with the provisions and Intent of the Code. All water service yard piping shall be at least eighteen (18) Inches (0.3 m) below the average local frost depth. The minimum cover shall be eighteen (18) Inches (0.3 m) below finish grade. (b) Water service pipes or any underground services may be run or laid In the same trench with a minimum of twelve (12) Inches separation between pipes (horizontal). (c) Water piping Installed within a building and In or under a concrete floor slab resting on the ground shall be with copper tubing, without joints where possible. Where joints are permitted, they shall be brazed and fittings shall be wrought copper. Clamping rings shall be copper only. (d) Inspection -No water supply system or portion thereof containing a joint as described In paragraph (c) above shall be covered or concealed until It first has been tested, Inspected and approved. · (el Testing -Before such approval, both hot and cold water piping shall be subjected to a full working water pressure test from the street main or other source of supply, or to an air pressure of not less than fifty (50) pounds per square Inch (344.5kPa) for not less than fifteen (15) minutes. Piping must not leak when subjected to such test. SECTION 6. Article III of Chapter 6 of the Code of Ordinances of the City of Lubbock Is hereby amended by adding a Section 6-85.33.1 to read as follows: •sec. 6-85.33.1. Certificate of Compliance. A Section 1304(c) shall be added to the Uniform Plumbing Code, 1982 Edition, and shall read as follows: (c) An on-sight inspection may be waived, provided that the Installer of the water heater complete a "Certificate of Compliance•. Such certificate shall be furnished by the administrative authority and the Installer shall certify that the Installation complies with the provisions of the plumbing code as adopted by the City of Lub-bock." SECTION 7. Article Ill of Chapter 6 of the Code of Ordinances of the City of Lubbock is hereby amended by adding Section 6-85.33.2 to read as follows: Sec. 6-85.33.2. Required drip leg trap. A Section 1305(d) shall be added to the Uniform Plumbing Code, 1982 Edition, and shall read as follows: (d) Gas fired water heaters and furnaces shall be provided with a six Inch (6") drip leg trap on the supply line. The drip leg shall be located in the closet where the units are located. SECTION 8. THAT should any section, paragraph, phrase, clause, sentence or word of this Ordinance be declared unconstitutional or Invalid for any reason, the remainder of this Ordinance shall not be affected thereby. 528 529 CON'T ORO, 8514 SECTION 9. THAT violation of any provision of this Ordinance shall be deemed a misdemeanor punishable by a fine not to exceed TWO HUNDRED DOLLARS (SZ00.00) as provided In Section 1-4 of the City Code. SECTION 10. THAT the City Secretary is hereby authorized and directed to cause publication of the descriptive caption of this Ordinance as an alternative method provided by law. AND IT IS SO ORDERED.
