AN ORDINANCE ALTERING THE PRIMA F ACIE SPEED TO 35 MPH ON
AVENUE Q FROM 22ND STREET TO 4TH STREET AND ON 19TH STREET FROM
UNIVERSITY AVENUE TO AVENUE A AS HEREINAFTER MORE PARTICULARLY
DESCRIBED IN THE BODY OF TlilS ORDINANCE: DIRECTING PLACEMENT
OF SIGNS WITH RESPECT THERETO: REPEALING CONFLICTING ORDINANCES
TO THE EXTENT OF SUCH CONFLICT: APPLICATION OF THIS ORDINANCE
ONLY TO STREETS OR HIGHWAYS NAMED HEREIN: PROVIDING THIS ORDI-
NANCE SHALL BE CUMULATIVE: PROVIDING A SAVINGS CLAUSE AND FOR
PUBLICATION HEREOF, AND A PENALTY CLAUSE.
WHEREAS, the governing body of the City of Lubbock, upon the basis of
an engineering and traffic investigation finds it necessary to alter prima facie
speed limits established by Article 6701d, Section 166(a) 1, Vernon's Texas
Civil Statutes as amended Acts 1963, 58th Legislature, Page 455, Chapter 181,
within the area and at the location named and designated in the body of this Ordi-
nance, all within the corporate limits of the City of Lubbock; NOW THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT prima facie speed limit on the following streets and
highways in the urban district set forth below is hereby altered and changed as
set forth hereinafter upon the _following described portions of streets and/or
highways located within the City of Lubbock, Lubbock County, Texas, to-wit:
A VENUE Q FROM 22ND STREET TO 4TH STREET
A 35 MPH Speed Zone on both sides of Avenue Q (U.S. 84)
(Northbound and Southbound) beginning at the intersection
of Avenue Q and 22nd Street and extending North to the inter-
section of Avenue Q and 4th Street (U.S. 82).
19TH STREET FROM UNIVERSITY AVENUE TO AVENUE A
A 35 MPH Speed Zone on both sides of 19th Street beginning
at the intersection of University Avenue and extending East
to the intersection of Avenue A and 19th Street.
SECTION 2. THAT the City Manager is authorized and directed to cause
the placing of signs so as to clearly define the limits of the prima facie areas
set out in this Ordinance.
SECTION 3. THAT all Ordinances or parts of Ordinances conflicting
with any of the pro visions hereof are hereby repealed insofar as such conflict
exists.
SECTION 4. THAT all highways or streets not specifically set forth in
the preceeding sections hereof shall not be affected by the provisions hereof, and

t his Ordinance shall be cumulative of all other prima facie speed limit Ordinances
except those with which it spec~fically conflicts.
SECTION 5. THAT if any clause, phrase, sentence, section or paragraph
of this Ordinance be judicially declared invalid for any reason, such decision
shall not affect in any manner the remainder of this Ordinance.
SECTION 6. THAT any person, ffrm or corporation vtolating the prima
facie speed limit established by this Ordinance shall, upon conviction, be fined
any sum not to exceed TWO HUNDRED ($200. 00) DOLLARS.
SECTION 7. THAT the City Secretary is hereby authorized and directed
to cause the publication of the descriptive caption of this Ordinance together with
the penalty provision as an alternative method of publication as provided by law.
AND IT IS SO ORDERED.
