AN ORDINANCE AMENDING ORDINANCE NO. 7855 AND THE CODE OF ORDINANCES
ARTICLE V, CHAPTER 2, SECTIONS 2-143 AND 2-144 BY PROVIDING THAT THE CITY
COUNCIL SHALL APPOINT REPRESENTATIVES OF THE POOR AND REPRESENTATIVES OF
PRIVATE GROUPS AND INTERESTS TO SERVE AS MEMBERS OF THE COMMUNITY SERVICES
COMMISSION; TO DELETE THE NUMBER OF CONSECUTIVE YEARS AND NUMBER OF TOTAL
YEARS THAT AN INDIVIDUAL REPRESENTATIVE FROM THESE GROUPS MAY SERVE; PROVIDING
A SAVINGS CLAUSE AND PROVIDING FOR PUBLICATION.
WHEREAS, the City Council of the City of Lubbock has determined that the
changes indicated below would be in the best interests of the citizens of the
City of Lubbock, NOW THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT Ordinance No. 7855 and the Code of Ordinances Article V,
Chapter 2 be amended by amending Section 2-143 to read as follows:
"Sec. 2-143. Same -Representatives of the poor.
Five members and two alternate members of the commission shall represent
the poor and be selected by the City Council from among nominees sub-
mitted by neighborhood associations within census tracts showing incomes
below the poverty level. Two or more nominees shall be submitted by each
neighborhood association at least 30 days prior to the expiration date of
each term. After selecting seven representatives from these nominations,
lots shall be drawn to determine which shall serve as alternates. The
original terms of two members shall be for one year and the terms of
three members and two alternates shall be for two years. The terms of
members shall be for two years."
SECTION 2. THAT Ordinance No. 7855 and the Code of Ordinances Article V,
Chapter 2 be amended by amending Section 2-144 to read as follows:
"Sec. 2-144. Same -Representatives of private groups and interests.
The City Council shall select five private groups and interests. These
private groups and interests shall be business, industry, labor, reli-
gious, welfare, education, signficant minority groups or other such major
groups as are in the community. The five groups chosen should insure
broad community involvement in planning and implementing·programs and
activities that will help low income families and individuals become more
self-sufficient. Once the selections are made, the council shall appoint
a member of the staff or the board of directors of selected groups as
members of the Community Services Commission. The original terms of
three members of this category shall be for two years. The original
terms for two members shall be for one year. The terms of members shall
be for two years."
SECTION 3. THAT should any paragraph, sentence, clause, phrase or word
of this Ordinance be declared unconstitutional or invalid for any reason, the
remainder of this Ordinance shall not be affected thereby.
SECTION 4. THAT the City Secretary is hereby authorized to cause publi-
cation of the descriptive caption of this Ordinance as an alternative method
provided by law.
