AN ORDINANCE CHANGING THE TRAFFIC MOVEMENT FLOW ON MAIN STREET BETWEEN UNIVERSITY AVENUE AND AVENUE X FROM A ONE WAY EASTBOUND TRAFFIC MOVEMENT TO A TWO WAY TRAFFIC MOVEMENT; EASTBOUND ONE WAY TRAFFIC FLOW TO REMAIN ON MAIN STREET FROM AVENUE X TO AVENUE F; REPEALING CONFLICTING ORDINANCES TO THE EXTENT OF SUCH CONFLICT; PROVIDING A PENALTY; PROVIDING A SAVINGS CLAUSE; AND PROVIDING FOR PUBLICATION. WHEREAS, the City Council finds that the changes indicated below would be in the best interest to the citizens of the City of Lubbock; NOW THEREFORE: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT the traffic movement flow on Main Street between University Avenue and Avenue X be changed from a one way eastbound traffic movement to a two way traffic movement. Eastbound one way traffic flow to remain on Main Street from Avenue X to Avenue F. SECTION 2. THAT all other Ordinances or parts of Ordinances conflicting with any of the provisions hereof are hereby repealed insofar as such conflict exists. SECTION 3. THAT any person, firm or corporation violating the provi~ sions of this Ordinance shall, upon conviction, be fined any sum not to exceed two hundred ($200.00) dollars. SECTION 4. THAT should any section, paragraph, sentence, clause, phrase or word of this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this Ordinance shall not be affected thereby. SECTION 5. THAT the City Secretary is authorized and directed to cause publication of the descriptive caption of this Ordinance together with the penalty provision as an alternative method of publication as provided by law.
