H. FROM MAIN STREET TO BROADWAY AND CERTAIN PARKIN'G AREAS NORTH AND SOUTII OF THE OLD COURTHOUSE: AND DECLARING AN El\lIERGENCY. WHEREAS., the City Council. on the 21st day of December., 1966., did by Ordinance No. 5155, close a certain portion of Ave. H. and parking areas known as Rayner Place and Wheelock Place;and WHEREAS., due to an error in discription the aforesaid Ordinance does not correctly reflect the intention of the City Council then to close only the West Lane (South Bound) portion of Ave. H. between the boundaries expressed therein; and WHEREAS-> the Ordinance as it now reads purports to seriously disrupt traffic thus affecting the safety of the Citizens of the City of Lubbock and creating an emergency;N0W THEREFORE: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1: TIIAT Section 1 of the Ordinance No. 5155, be and the same is hereby amended to read as follows: 11That the West Lane (South Bound) portion of Ave. H. between South Right ... of ... Way line of Main Street and North Right ... of .. Way line of Broadway, and the parking areas North and South of the old Courthouse designated as Rayner Place and Wheelock Place shall be and the same are hereby closed, vacated, and abandoned for street and parking purposes and for the public, nothing herein shall be construed to close or otherwise effect the East Line of Ave. H. between the aforesaid boundaries and the same is hereby declared to be a public street. 11 SECTION 2: FOR the reason set out in the preamble this Ordinance is declared to be an emergency measure and the rule requiring readings on two separate days is hereby suspended and this Ordinance is declared to be effective immediately upon passage hereof. AND IT IS SO ORDERED
