AN ORDINANCE AMENDING CHAPTER 19B OF THE CODE OF ORDINANCES OF THE CITY OF
LUBBOCK, TEXAS, BY ADDING THERETO A NEW ARTICLE II ENTITLED "LUBBOCK ATHLETIC
COMMITTEE"; CREATING AND ESTABLISHING A COMMITTEE TO ADOPT AND AMEND RULES AND
REGULATIONS GOVERNING ATHLETIC PROGRAMS SPONSORED BY THE CITY OF LUBBOCK PARKS
AND RECREATION DEPARTMENT AND TO ACT AS AN APPEALS COMMITTEE IN THE MATTER OF
SUSPENSIONS AND OTHER DECISIONS OR ACTIONS MADE OR TAKEN PURSUANT TO SUCH RULES
BY THE PARKS AND RECREATION DEPARTMENT.
WHEREAS, the City Council of the City of Lubbock has determined that there
is a public need and necessity for a Committee of which the members are quali-
fied by familiarity and expertise in the administration of athletic programs,
which Committee shall have the responsibility of adopting and amending rules
and regulations for the governance of athletic programs sponsored by the De~
partment of Parks and Recreation and which Committee shall act as an Appeals
Committee in the administration of such rules and regulations by the employees
of the City whose duties are to supervise such athletic programs; NOW THEREFORE:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the Code of Ordinances of the City of Lubbock BE
and is hereby amended by adding thereto a new Article II to Chapter 19B,
which shall read as follows:
ARTICLE II. LUBBOCK ATHLETIC COMMITTEE
Section 19B-9. Lubbock Athletic Committee Established. The Lubbock
Athletic Committee is hereby established as a subcommittee of the
Parks and Recreation Board to be known as the Lubbock Athletic Com-
mittee.
Section 19B-10. Purpose of the Lubbock Athletic Committee. The pur-
pose of the Lubbock Athletic Committee is to serve as the final au-
thority in settling matters of dispute or grievances filed by players
or teams participating in the City recreational program or by both
such players and teams and to serve as the Appeals Committee for
such disputes, if such instances exist.
Section 19B-ll. Duties of the Lubbock Athletic Committee. The
Lubbock Athletic Committee shall have the duties set forth below and
is hereby vested with the authority and power necessary to the per-
formance of such duties.
(a) The Lubbock Athletic Committee shall adopt and from time to
time amend rules and regulations governing the play of the vari-
ous sport included in the athletic program sponsored by the City
of Lubbock Parks and Recreation Department.
(b) The Lubbock Athletic Committee shall adopt and from time to
time amend rules and regulations governing the administration of
the athletic program sponsored by the City of Lubbock Parks and

Recreation Department and to any other related matters, the re-
gulation of which is necessary to the fair and equitable opera-
tion of such athletic program.
(c) The Lubbock Athletic Committee shall recommend to the Parks
and Recreation Board league fees, protest fees, and appeal fees
and any changes in such fees as the Committee deems reasonable
and necessary for the management and administration of such ath-
letic programs.
(d) The Lubbock Athletic Committee shall act as an Appeals
Committee for persons, groups, or teams who desire to appeal
any decision or action of the Parks and Recreation Department
in matters arising under the rules and regulations adopted by
the Committee.
(e) The Lubbock Athletic Committee shall act as a liaison and
encourage cooperation with the Lubbock Public Schools in the
use of facilities and personnel.
(f) The Lubbock Athletic Committee shall cooperate with the
Texas Amateur Athletic Federation.
(g) All rulings and decisions of the Lubbock Athletic Committee
in matters over which it has been granted authority and power
shall be by majority vote and shall be final and binding.
Section 19B-ll. Organization of the Lubbock Athletic Committee.
(a) Membership of the Lubbock Athletic Committee. The Lubbock
Athletic Committee shall consist of five (5) members who shall
be appointed by the City Council.
(b) Qualifications of Members of the Lubbock Athletic Com-
mittee. One member of the Lubbock Athletic Committee shall be
a member of the Parks and Recreation Board; one member of the
Lubbock Athletic Committee shall be associated with and have ex-
perience in the athletic program of the Lubbock Public Schools;
one member of the Lubbock Athletic Committee shall be associated
with and have experience in the athletic program of Texas Tech
University; one member of the Lubbock Athletic Committee shall
be associated with and have experience in the athletic program
of Lubbock Christian College; and one member of the Lubbock Ath-
letic Committee shall be a resident of the City of Lubbock and
selected from the City at large.
(c) Salary. Members of the Lubbock Athletic Committee shall
receive no salary or other compensation from the City.
(d) Tenure. Members of the Lubbock Athletic Committee shall
serve for a term of five (5) years; provided, however, that the
terms of the first members of the Committee appointed under the
provisions of Section 19B-ll shall be for one (1), two (2),

. three (3), four (4), and five (5) years respectively so that one
member shall be replaced each year; provided however, that no-
thing herein shall prevent a member from being appointed to suc-
ceed himself. The City Council shall determine the length of
the term for each of the first members of the Committee at the
time of appointment of such member. Each member's term shall
expire on December 31 of the last year of his term.
(e) Removal. Any member of the Lubbock Athletic Committee who
fails to attend four (4) consecutive Committee meetings for any
reason other than sickness or absence from the City or who shall
fail to attend at least fifty percent (50%) of the meetings of
the Committee in any one (1) year shall become disqualified to
serveon the Committee, and upon certification of such absences
by the Chairman of the Lubbock Athletic Committee, the Parks and
Recreation Board shall thereupon recommend to the City Council
the appointment of a successor to complete the unexpired term
of the member so disqualified. The City Council may remove any
member of the Lubbock Athletic Committee for any cause deemed
by the City Council to be sufficient for his removal in the in-
terest of public service. The removal of any such member shall
be effected through appointment of his successor by the City
Council.
(f) Vacancies. Upon the death or resignation of any member of
the Lubbock Athletic Committee, the Parks and Recreation Board
shall recommend to the City Council the appointment of a member
to fill such vacancy for the unexpired term of the member whose
death or resignation created such vacancy or until the successor
of such newly appointed member is duly appointed. The City
Council shall appoint a new member to fill the vacancy so
created.
(g) The Lubbock Athletic Committee shall adopt its own rules of
procedure.
(h) Chairman of the Lubbock Athletic Committee. The Director
of the Parks and Recreation Department or his designated repre-
sentative shall act as Chairman of the Lubbock Athletic Commit-
tee and shall preside over the meetings of the Committee, but
he shall have no vote.
(i) Duties of the Chairman. In his capacity as Chairman of the
Lubbock Athletic Committee, the Director of the Parks and Re-
creation Department shall call all meetings of the Committee,
arrange the time and place of all meetings, make up all agendas,
and call the Committee members before each meeting.
SECTION 2. THAT should any section, paragraph, sentence, clause,
phrase or word of this Ordinance be declared unconstitutional or invalid for
anyreaso11, the remainder of this Ordinance shall not be affected thereby.

SECTION 3. THAT the City Secretary is hereby authorized to cause pub-
lication of the descriptive caption of this Ordinance as an alternative method
as provided by law.

LUBBOCK ATHLETIC COMMITTEE
This Committee was created by Ordinance 8350, as a subcommittee to the Parks &
Recreation Board. Its primary purpose Is to settle all disputes and grievances
involving players and teams participating in the City athletic program; to
recommend to the Park & Rec. Board matters· related to league fees, dispute fees
and other types of charges. The committee will be composed of representatives
from the Park & Rec. Board, Texas Tech, a Member at Large, Lubbock Christian
College and LISD, all of whom must be knowledgeable In athletic activities.
The terms are designated according to the representative stated below.
